Chair Heinrich convened the meeting at 4:00 p.m.
Kamlitz moved to recommend the City Council approve and authorize the City Administrator to enter into an underwriter Agreement with Colliers Securities LLC, for the issuance of improvement warrants for $4,370,000 Refunding Improvement Bonds of Series AG 2023 (Paving District 22-41 and Paving District 23-41), and to schedule the sale at the August 7, 2023, City Council meeting. Seconded by Schloegel. Unanimous aye vote. Carried.

Chair Heinrich announced that hearing from the public relative to XLT Taxicab service has been moved to the Police & Fire Committee meeting on Thursday, May 25, 2023, at 4:00 p.m.
Steele moved to recommend the City Council direct the City Attorney to draft a purchase agreement for the property described as Jamestown Southwest 2nd Addition Outlot A in the amount of $445,000 plus closing costs and the unpaid specials assessments of approximately $29,000 to be paid from the City Sales Tax Fund and authorize the City Administrator and Mayor to sign the agreement. Seconded by Kamlitz. Unanimous aye vote. Carried.

Steele moved to forward to the June 2023 Finance and Legal agenda an ordinance for fire protection within the City limits for areas serviced by other entities, address access and regulation of hydrants. Seconded by Schloegel. Unanimous aye vote. Carried.

Buchanan moved to forward to the City Council meeting on June 5, 2023, without recommendation, the request from Central Sales, Inc. to enter into a license agreement to locate a stormwater pond in the right of way located on the Jamestown Southwest Second Addition with the NE ¼ Section 3, T139, R64W. Seconded by Kamlitz. Public Works Director Michel and Assistant City Attorney Geroux provided information. Unanimous aye vote. Carried.

Schloegel moved to recommend the City Council approve the Special Use Permit for a Compassion Center Dispensary as required under City Code Appendix C, Sec. 12, from July 1, 2023, to June 30, 2024. Seconded by Steele. Unanimous aye vote. Carried.

Kamlitz moved to recommend the City Council approve the request from Oviatt LLC DBA Corner Bar for a permit to conduct street dances on Saturday, June 10, 2023, and on Saturday, July 22, 2023, on 2nd St SW from 1st Ave S westward to the alley. Seconded by Steele. Council Member Steele requested staff clean up the application. Assistance Chief Blinsky stated the music must stop at midnight and the street remains closed until 2:00 a.m. for safety reasons. Unanimous aye vote. Carried.

Kamlitz moved to recommend the City Council approve the request from Jamestown Hockey Boosters for site authorization to conduct gaming at Wilson Arena located on University of Jamestown campus for October 1, 2023, through February 29, 2024. Seconded by Schloegel. Unanimous aye vote. Carried.

Kamlitz moved to recommend the City Council approve the request from Jamestown Hockey Boosters for a site authorization to conduct gaming at the Gladstone Inn on Friday, February 2, 2024, and Saturday, February 3, 2024. Seconded by Steele. Unanimous aye vote. Carried. Steele moved to recommend the City Council approve the request from The Cure Starts Now – ND Chapter to be recognized as an other public spirited organization and to authorize the issuance of a 2023 raffle permit. Seconded by Schloegel. Unanimous aye vote. Carried.

Chair Heinrich led a discussion on the upcoming changes to the Renaissance Zone incentives that begin August 1, 2023. Steele moved to forward to the June 2023 Finance and Legal agenda changes to the Renaissance Zone incentives that begin August 1, 2023. Seconded by Kamlitz. Unanimous aye vote. Carried.

BUILDING, PLANNING & ZONING COMMITTEE

CIVIC CENTER AND PROMOTION COMMITTEE
Chair Schloegel convened the meeting at 4:30 p.m.
Kamlitz moved to recommend the City Council approve the SCEP (State Community Energy Programs) EECBG (Energy Efficiency and Conservation Block Grant) grant application and authorize the City Administrator and Mayor to sign the application. Seconded by Heinrich. Unanimous aye vote. Carried.

Sara Hegerle, Jamestown High School head volleyball coach, addressed the committee members regarding the potential of having volleyball courts for the Civic Center. Civic Center Director Fosse provided information. Hegerle will work with Fosse. No action was taken.

POLICE & FIRE COMMITTEE of May 25, 2023
Chair Buchanan convened the meeting at 4:00 p.m.
Chief Edinger spoke on the matter of supporting the Crisis and Negotiation and Medical Director members of the James-Valley Special Operations Team during training and response and when not reimbursed through the Association of Counties and stated that all parties involved are supportive but need more time to present the information to their respective boards for approval. Edinger requested this item be placed on the June Police & Fire Committee agenda.

Chief Reuther informed the committee that $3,000 of repairs have been done to the 30-year-old roof on the South Side Fire Station. Interstate Engineering inspected the roof and concluded that with the repairs the roof should last up to 10 years. Chief Reuther recommended waiting to replace the roof at this time while the City considers a public safety building.

Steele moved to recommend the City Council approve entering into a North Dakota Hazardous Materials Regional Response Memorandum of Agreement with the State of North Dakota through its NDDES and the City of Jamestown through the Jamestown Fire Department and to authorize the Mayor, City Administrator and Fire Chief to sign the agreement. Seconded by Kamlitz. Fire Chief Reuther provided information. Unanimous aye vote. Carried.

No one appeared to speak about concerns regarding the XLT Taxicab service.

PUBLIC WORKS COMMITTEE
Chair Steele convened the meeting at 4:08 p.m.
Heinrich moved to forward to the City Council meeting on June 5, 2023, without recommendation, the Sourcewell quote for the Street Department replacing a 1997 Ford F-800 Bucket Truck (unit 18) with a 2025 1-Ton, 4-Door Crew Cab, 4X4 Bucket Truck to be paid from the 221 Equipment Replacement Fund and authorize the City Administrator to sign any necessary paperwork. Seconded by Schloegel. Public Works Director Michel provided information. Unanimous aye vote. Carried.

Buchanan moved to recommend the City Council approve the plans and specifications for the 2023-2024 Water Main Improvement District #23-61 and authorize the advertisement for bids. Seconded by Heinrich. City Engineer Dillman provided information. Unanimous aye vote. Carried.

City Engineer Dillman provided information regarding Jamestown Cemetery and McGinnis Cemetery legal boundary survey costs. Buchanan moved to pay up to $500 for the boundary survey costs as the Cemetery borders City property. Seconded by Kamlitz. Unanimous aye vote. Carried.

Schloegel moved to recommend the City Council approve the plans and specifications and authorize the advertisement for bids for the procurement of the lime filter presses. Seconded by Kamlitz. City Engineer Dillman and Water Superintendent Rowell provided information. Unanimous aye vote. Carried.

Heinrich moved to recommend the City Council approve to advertise for bids for the purchase of One (1) New Land Applicator, for the Waste Water Treatment Facility or Sewer Department. Seconded by Schloegel. Public Works Director Michel provided information. Unanimous aye vote. Carried.

Kamlitz moved to recommend the City Council approve the construction engineering agreement with Interstate Engineering for the 12th Ave SE project as bid through the NDDOT and authorize the Mayor and City Administrator to sign the agreement. Seconded by Schloegel. City Engineer Dillman provided information. Unanimous aye vote. Carried.

City Engineer Dillman reviewed the project updates.
City Sanitation Foreman O’Neill provided an update.

Deputy Auditor/HRO Sveum thanked the JRCC volunteers and all departments for efforts during the residential curbside cleanup week. Sveum stated there are 12 openings in the city at this time, and several new officers on the Police Department.
