Chair Heinrich convened the meeting at 4:00 p.m.
Steele moved to recommend the City Council establish the monthly premium rates for the City of Jamestown Employee Group Health Insurance Plan for the health insurance fiscal year September 1, 2023 to August 31, 2024 with employees able to choose between the two plans offered as follows:
A. BCBS – $500 Deductible

Schloegel moved to forward to the City Council meeting on July 3, 2023, without recommendation, the addition of dental insurance coverage for employees for the insurance fiscal year September 1, 2023 to August 31, 2024 as follows: Dental Coverage – BCBS

MaryJo Anderson, North Dakota Public Employees Retirement System (NDPERS) Retirement Programs Manager, provided information about the NDPERS Public Safety Defined Benefit Retirement Plan.
Steele moved to recommend the City Council approve participating in the Gate City Bank Neighborhood Revitalization Initiative program at no cost to the city and allow Building Inspector Blackmore to prepare and approve the Neighborhood Revitalization program application. Seconded by Buchanan. Michelle Neumiller, Gate City Bank Assistant Vice President of Mortgage Lending, provided information. Building Inspector Blackmore provided information. Unanimous aye vote. Carried.
Buchanan moved to recommend the City Council direct the City Attorney and City Administrator to create a group health insurance agreement with the Park District, Library and Airport. Seconded by Kamlitz. Unanimous aye vote. Carried.
Chair Heinrich stated the review the Amended Joint Powers Agreement with Stutsman County relative to the Stutsman County Correctional Center and the Law Enforcement Center has not been discussed and will be brought to the committee once completed.
Buchanan moved to forward, without recommendation, to the City Council meeting on July 3, 2023, the request from Matt McPherson d.b.a. Badlands Mercantile, LLC, for a Class C liquor license at 107 1st Ave S, for the period ending June 30, 2024, contingent upon receiving a certificate of occupancy from the City of Jamestown Inspections Department. Seconded by Steele. Matt McPherson provided information. Unanimous aye vote. Carried.
Steele moved to recommend the City Council introduce the first reading of an ordinance for fire protection within the City limits for areas serviced by other entities, address access and regulation of hydrants. Seconded by Kamlitz. Fire Chief Reuther provided information. Unanimous aye vote. Carried.
Chair Heinrich led the discussion on potential Renaissance Zone changes. He recommended this item be moved to the July Committee as the State of North Dakota has not released the new information.
Steele moved to recommend the City Council approve the Series AG bond sale of $4,350,000 for Paving District 22-41 and Paving District 23-41. Seconded by Schloegel. Unanimous aye vote. Carried.
Kamlitz moved to recommend the City Council approve the request from Stutsman Harley Davidson for a permit to conduct a street dance on Saturday, August 19, 2023, at 2501 3rd Ave SW. Seconded by Steele. Unanimous aye vote. Carried. Steele moved to recommend the City Council approve the job description of Industrial Pretreatment Coordinator/Lab Manager at Range 50 ($4,442 – $6,395). Seconded by Schloegel. Unanimous aye vote. Carried.
Kamlitz moved to recommend the City Council approve the purchase agreement for Jamestown Southwest Second Addition Outlot A and authorize the Mayor and City Administrator to sign the agreement. Seconded by Steele. Unanimous aye vote. Carried.
Schloegel moved to recommend the City Council approve the request from the Jamestown Fine Arts Association, Inc., d.b.a. The Arts Center, for a street closing on 2nd St SW from 1st Ave to the alley, every Thursday starting July 6 through August 31, 2023, from 4:00 PM to 9:00 PM, for the weekly Downtown Arts Market and request a waiver of the street closing fees. Seconded by Kamlitz. Unanimous aye vote. Carried.
INFORMATIONAL: A public hearing on a request to vacate an easement located on a strip of land, 30.00 ftin width for a permanent restricted utility easement, located with the NE ¼ Sec. 3-139-64, Stutsman County, North Dakota, is scheduled for the July 3, 2023, city council meeting.
INFORMATIONAL: The appointment applications for the Central Valley Health Unit and Board ofAdjustments Committees will be considered at the July 3, 2023, City Council meeting.

BUILDING, PLANNING & ZONING COMMITTEE
Chair Kamlitz convened the meeting at 5:16 p.m.
Steele moved to recommend the City Council approve the Major Subdivison, Final Plat of West Ridge Estates, Replat of Lots 24-28, Block 2 of Beverly Hills Sixth Addition, and a portion of the SW ¼ of Section 35, within the South ½ of Section 35, T140N, R64W, Jamestown, North Dakota. The property is located at 1205 11th Ave SW, Jamestown, North Dakota. Seconded by Heinrich. Building Inspector Blackmore provided information. Unanimous aye vote. Carried.
INFORMATIONAL: FEMA Flood Risk Public Open House will be held on Thursday, June 22, 2023, from 5 to 7 p.m. in the lower-level conference room at City Hall.
