POLICE & FIRE COMMITTEE
Chair Buchanan convened the meeting at 4:08 p.m.
Police Chief Edinger provided an update on the Police Department including the announcement of K-9 Odin officially retiring on November 1, 2023.
Steele moved to recommend the City Council direct the City Attorney to draft a Memorandum of Understanding (MOU) between Stutsman County, Barnes County, Valley City Police Department and Jamestown Police Department for monetary support for training and response when not reimbursed through the Association of Counties. Seconded by Kamlitz. Police Chief Edinger provided information. Unanimous aye vote. Carried.
Heinrich moved to place on the November Police & Fire Committee agenda to consider participating in the Workforce Safety Insurance (WSI) employer reimbursement program to reduce the costs of routine medical examinations of full-time firefighters and police officers. Seconded by Steele. Police Chief Edinger and Deputy Auditor Sveum provided information. Unanimous aye vote. Carried.
Fire Chief Reuther provided an update on the Fire Department. Chief Reuther stated that the leading cause of home fires is unattended cooking.
Chair Buchanan adjourned the meeting at 4:38 p.m.
PUBLIC WORKS COMMITTEE
Chair Steele convened the meeting at 4:38 p.m.
Darrell Hournbuckle, Interstate Engineering Senior Project Engineer, led a discussion on the funding options for Water Treatment Lime Filter Press Project and discussed the option of combining the Lime Filter Press Project and a recycle reuse project. Heinrich moved to recommend the City Council approve combining the Lime Filter Press Project with a recycle reuse project and apply for CWSRF funds to complete the project. Seconded by Buchanan. Unanimous aye vote. Carried.
Kamlitz moved to recommend the City Council approve the Change Order No. 1 to CC Steel, LLC for 96” Storm Sewer Emergency Replacement for a zero-cost difference. Seconded by Heinrich. Darrell Hournbuckle, Interstate Engineering Senior Project Engineer, provided information. Unanimous aye vote. Carried.
Heinrich moved to recommend the City Council approve the Change Order No. 2-FINAL to CC Steel, LLC for 96” Storm Sewer Emergency Replacement for a net increase in the contract price of $1,225. Seconded by Kamlitz. Darrell Hournbuckle, Interstate Engineering Senior Project Engineer, provided information. Unanimous aye vote. Carried.
Kamlitz moved to recommend the City Council approve the following pertaining to the 2024 Seal Coat, Patching, Construction & Reconstruction District #24-41:
a)
To create the district.
b)
To direct the preparation of a preliminary engineering report concerning the district.
Seconded by Buchanan. Public Works Director Michel provided information. Unanimous aye vote. Carried.
Heinrich moved to recommend the City Council approve the following pertaining to the 2024 Citywide Parks Pedestrian Bridges Construction and Reconstruction District #24-21:
a)
To approve the preliminary engineering report on the district.
b)
To declare it necessary to construct the district and direct the City Administrator to publish notice of a public hearing concerning the district.
Seconded by Kamlitz. Unanimous aye vote. Carried.
Public Works Director Michel reviewed the project updates.
Sanitation Foreman O’Neill provided an update.
Chair Steele adjourned the meeting at 5:03 p.m.
