Jamestown – Police & Fire Committee Public Works Committee May 23, 2024, Minutes Present: Buchanan, Kamlitz, Steele, Heinrich, Ryan, Hellekson, Blackmore, Dillman, Dixon, Edinger, Lipetzky, Michel, O’Neill, Reuther, Rowell, Stroh, and Sveum. Absent: Schloegel.

POLICE & FIRE COMMITTEE
Mayor Heinrich convened the meeting at 4:00 p.m.
City Engineer Dillman provided an update on the Southside Fire Station Roof Improvements.
City Attorney Ryan and Fire Chief Reuther discussed the potential need for a burn restriction ordinance.
Buchanan seated himself, Chair Buchanan adjourned the meeting at 4:03 p.m.

PUBLIC WORKS COMMITTEE

Chair Steele convened the meeting at 4:03 p.m.
Public Works Director Michel proposed some changes to the current street closure application and policy. Buchanan moved to table this matter for further study. Seconded by Heinrich. Unanimous aye vote. Carried.

Heinrich moved to recommend the City Council approve to advertise for bids for the sale of a 2000 Sterling Leach Packer Body and a 2010 Rear-Load Freightliner. Seconded by Kamlitz. Public Works Director Michel provided information. Unanimous aye vote. Carried.

Heinrich moved to direct the City Administrator, Public Works Director, and City Attorney to meet with Mr. Friebel, Recycling Center of North Dakota, LLC, regarding the contract and any changes that might be made and report to the committee. Seconded by Kamlitz. Unanimous aye vote. Carried.

Kamlitz moved to recommend the City Council approve introducing the first reading of the Pretreatment Ordinance. Seconded by Heinrich. Public Works Director Michel, City Attorney Ryan, and City Engineer Dillman provided information. Unanimous aye vote. Carried.

Heinrich moved to recommend the City Council approve the advertisement for bids for the purchase of One (1) Front End Loader for the Solid Waste Department. Seconded by Kamlitz. Unanimous aye vote. Carried.

Heinrich moved to forward, without recommendation, to the City Council meeting June 3, 2024, the bids for the Public Works Department Excavator. Seconded by Kamlitz. City Attorney Ryan provided information. Unanimous aye vote. Carried.

Heinrich moved to forward, without recommendation, to the City Council meeting June 3, 2024, the quotes for the trailer to haul the excavator. Seconded by Kamlitz. Public Works Director Michel provided
information. Unanimous aye vote. Carried.

INFORMATIONAL: May 30, 2024, bid opening for McElroy Park Force Main Relocation project # 24-72.
City Engineer Dillman reviewed the project updates. Sanitation Foreman O’Neill provided a department update and shared City Wide Cleanup results. Chair Steele adjourned the meeting at 4:57 p.m.
