NDHP – On Wednesday, May 29 at 07:21 am, a multi-vehicle crash occurred at the top
of the westbound exit ramp, at the intersection of I-94 and 25th Street South. There are three
turn lanes at the top of the ramp, two left turn lanes, and one right turn lane. The Jeep
Cherokee, driven by Holly Heimark; the Chevy Tahoe, driven by Shavo Dew-Steber; and the
Hyundai Sonata, driven by Ayan Hussein, were stopped, in that order, at the red light in the
right turn lane at the top of the ramp. The GMC Acadia, driven by Brenda Carlson, was
stopped in the middle lane, which was a left turn lane. The Ford Flex, driven by Jesse Hoeper,
approached the stop light, failed to slow down, and took evasive action. The Ford Flex split the
middle left turn lane and the right turn lane, side-swiping the Sonata on driver side and
Acadia on the passenger side. The Ford Flex then rear-ended the Tahoe, pushing it forward
and rear-ending the Cherokee.

The Ford was disabled in the right turn lane at the top of the ramp, which caused traffic to
back up onto westbound I-94. The north and south bound lanes of 25th Street South were
also backed up temporarily to clear the traffic on the exit ramp.

Due to uncorrected brake issues, Hoeper received a citation for Operation of Unsafe Vehicle.
The crash remains under investigation by the North Dakota Highway Patrol.
