BISMARCK, N.D. – The State Revolving Fund (SRF) programs, jointly administered by the North Dakota Department of Environmental Quality and the North Dakota Public Finance Authority, awarded ten loans for water, sanitary sewer and landfill projects since May.

  • Dickinson was awarded a $3.5 million Clean Water State Revolving Fund (CWSRF) loan to extend the sidewall of an existing landfill cell and develop a new cell which will include protecting the area from leachate.
  • Drake received a $149,000 CWSRF loan towards replacing a lift station and increasing the size of a force main to reduce the number of backups.
  • Richardton received a $500,000 CWSRF loan towards a project to construct a new lift station in a better location which will allow for easier access and lower future maintenance costs. Safety and security will be improved with the addition of a fence at the site.
  • McLean Sheridan Rural Water District received a $8.2 million Drinking Water State Revolving Fund (DWSRF) loan towards adding a second treatment train at their water treatment plant, which will increase capacity and provide redundancy. They will also replace process pipe, equipment, and controls at the water treatment plant and construct a new, larger office and garage space to support staff. This project will improve system reliability for customers.
  • Medina received a $1.25 million DWSRF loan towards replacing equipment and controls in the water treatment plant, as well as making well field improvements. This project will improve system reliability for customers.
  • Milnor received a $300,000 DWSRF loan towards updating the control system and electrical components in the drinking water pump station. System reliability will be improved for all customers.
  • Minot received a $3.7 million DWSRF loan towards replacing cast iron pipe with PVC pipe which will reduce line breaks and water quality issues. 
  • Northeast Regional Water District received a $1.8 million DWSRF loan for water treatment plant updates as well as raw water reservoir and pumping facility improvements. The wellfield communication and control system will also be improved. This project will improve system reliability.
  • Rhame received a $1.199 million DWSRF loan towards replacing aging water mains with PVC water mains. These improvements will improve system reliability.
  • Taylor received a $628,000 DWSRF loan towards replacing an aging and undersized water main that does not meet current standards with a 6” water main which will help areas of town experiencing low water pressure.

The U.S. Environmental Protection Agency provides part of the SRF programs’ funding, which offers below-market interest rate loans to political subdivisions for financing projects authorized under the Clean Water Act and Safe Drinking Water Act. SRF programs operate nationwide to provide funding to maintain and improve the infrastructure that protects our vital water resources.

Loans are awarded to projects listed on the project priority list based on project eligibility determined by the Department of Environmental Quality and the Public Finance Authority’s review of repayment ability. The Public Finance Authority is overseen by the North Dakota Industrial Commission, consisting of Governor Doug Burgum as chairman, Attorney General Drew H.
