Present: Heinrich, Kamlitz, Phillips, Schloegel, Steele, Ryan, Hellekson, Dalugama, Dixon, Edinger, Michel, Reuther, Stroh, and Sveum.
FINANCE & LEGAL COMMITTEE
Chair Heinrich convened the meeting at 4:00 p.m.
Steele moved to recommend the City Council approve the sale of the city’s ownership portion of the property located at 120 2nd Street S.E., Jamestown, ND, the city’s portion to be sold in equal parts to the Jamestown Chamber of Commerce, Jamestown Tourism, and the Jamestown Stutsman Development Corporation in the amount of $202,500 for the City’s portion with the sale proceeds to go to the 224 City Sales Tax Fund, approve the city attorney to draft the documents, and authorize the Mayor and City Administrator to sign the documents. Seconded by Phillips. Unanimous aye vote. Carried.
Schloegel moved to recommend the City Council approve the US Hwy52 Reconstruction – Section 4(f) Temporary Occupancy Letter and authorize the City Administrator to sign the letter. Seconded by Kamlitz. Unanimous aye vote. Carried.
Phillips moved to recommend the City Council approve the adjustments to utility rates effective January 1, 2025. Seconded by Steele. City Administrator Hellekson and Public Works Director Michel provided information. Unanimous aye vote. Carried.
Phillips moved to recommend the City Council approve the Administrative Consent Agreement with the Department of Environmental Quality (NDDEQ) and authorize the Mayor to sign the agreement. Seconded by Schloegel. Public Works Director Michel provided information. Unanimous aye vote. Carried.
Kamlitz moved to forward to the City Council, without recommendation, the industrial pretreatment rates effective January 1, 2025. Seconded by Phillips. Public Works Director Michel provided information. Unanimous aye vote. Carried.
Steele moved to recommend the City Council approve the 2025 licenses and permit fees effective January 1, 2025, excluding the Wastewater Industrial Pretreatment Wastewater Discharge Permit fees. Seconded by Kamlitz. City Administrator Hellekson and Chief Edinger provided information. Unanimous aye vote. Carried.
INFORMATIONAL: The appointment applications for Fire Code Board of Appeals will be considered at the November 4, 2024, City Council Meeting.
INFORMATIONAL: Mayor Heinrich will be considering appointing Council Member Phillips to the Forestry, Pension, County Zoning, ND Cares Steering and Stormwater Committees which were vacated by Council Member Toso’s resignation.
Chair Heinrich adjourned the meeting at 4:36 p.m.

Chair Phillips convened the meeting at 4:36 p.m.
INFORMATIONAL: A public hearing is scheduled for the November 4, 2024, City Council meeting concerning the dangerous building at 545 1st St W, Jamestown, North Dakota.
Chief Reuther provided information related to the fire at 545 1st St W, Jamestown, North Dakota.
Chair Phillips adjourned the meeting at 4:37 p.m.

Chair Schloegel convened and adjourned the meeting at 4:37 p.m. as there were no items for discussion.
