Steele moved to recommend the City Council approve a request from the JSDC recommending approval to fund up to $500,000 of the 2025 Flex PACE Program, with $100,000 or 20% paid by the County and $400,000 or 80% paid by the City from the City Sales Tax Fund. Seconded by Kamlitz. Alyssa Looysen, Director of Business Development for JSDC, provided information. Unanimous aye vote. Carried.

Kamlitz moved to recommend the City Council approve the 2024 abatement application for a property located at 306 22nd Ave NE, 58401. Seconded by Phillips. City Assessor Stroh provided information. Unanimous aye vote. Carried.

Steele moved to recommend the City Council approve the first reading an ordinance to amend Ordinance 1579 relating to Publicly Owned Treatment Works (POTW) and the creation of a Pretreatment Program. Seconded by Phillips. Unanimous aye vote. Carried.

Phillips moved to recommend the City Council approve the renewal of the Jamestown Tourism Enterprises Agreement and authorize the Mayor and City Administrator to sign the agreement. Seconded by Schloegel. Assistant City Attorney Geroux provided information. Unanimous aye vote. Carried.

INFORMATIONAL: The appointment applications for the Board of Adjustments, Civil Service
Commission, Jamestown Frontier Attractions Board of Directors and Airport Authority will be considered at the January 6, 2025, City Council meeting.

Chair Phillips convened the meeting at 4:20 p.m. Heinrich moved to recommend the City Council approve the first reading of an ordinance to amend and reenact Ordinance No. 1556 of the City Code by amending the District Map to change the zoning of Lots 1, 2 and 3, Block 7 of Dunstan’s Addition, Jamestown, North Dakota from M-1 (Limited Industrial and Manufacturing District) to R-1 (One-Family Residential District). The property is located at 519 12th Ave SE, Jamestown, North Dakota. Seconded by Steele. Zoning Administrator Blackmore provided information. Unanimous aye vote. Carried

Steele moved to recommend the City Council approve the first reading of an ordinance to amend and re-enact Ordinance No. 1556 of the City Code by amending the District Map to change the zoning of Lot 1 and Lot 2, Block 1 of Harold P. Bensch Addition, being within the City of Jamestown, Midway Township, Stutsman County, North Dakota and Lot 1, Block 2 of Harold P. Bensch Addition, being within the City of Jamestown, Midway Township, Stutsman County, North Dakota from M-2 (General Industrial and Manufacturing District) to C-2 (General Commercial District). The properties are located at 301, 401 & 402 11th Ave SE, Jamestown, North Dakota. Seconded by Kamlitz. Unanimous aye vote. Carried

Kamlitz moved to recommend the City Council approve to enter a contract with SRF Consulting Group, Inc. to provide the City of Jamestown with professional services for planning and zoning support during the calendar year of 2025 with a contract amount not to exceed $30,000 and authorize the City Administrator to sign the contract. Seconded by Heinrich. Zoning Administrator Blackmore provided information. Unanimous aye vote. Carried.
