VCPD – The North Dakota Bureau of Criminal Investigation (BCI), in coordination with the Valley City Police Department], has arrested an individual following a CyberTip received from an electronic service provider, which flagged potentially illicit content on its servers. The investigation revealed that the suspect was in possession of child sexual abuse material (CSAM), including some computer-generated images.

As part of a lawful search warrant, investigators recovered additional illegal materials. The suspect was taken into custody without incident and the suspect is Mitchell Joseph Kohler (49) of Valley City. At this time, he has been charged with 5 counts of Possession of certain materials prohibited.

During the interview, the individual disclosed that he had digitally altered images to resemble minors. At this time, there is no indication that any local children were physically harmed, and investigators have not identified any specific victims in the altered materials at this time.

This case underscores the importance of partnerships with technology companies and the rapid response of cyber crime units in protecting children.
