PD – The Jamestown Police Department wants to notify Jamestown residents regarding a new high risk sex offender who has changed addresses within the city of Jamestown.

52 years of age, William Joseph Schwer, 1610 Business Loop W #6 Riverside Motel #6 Jamestown, ND 58401.

Schwer is a White Male, 5 feet 6 inches tall, weighing 140 pounds, and has Brown eyes and Gray hair.

Mr. Schwer has been assigned a High risk assessment by the North Dakota risk level committee, Office of the Attorney General.

Offense: : Receipt/Distribute Child Porn – 2 counts. Schwer was 31 years old when he was in possession of 282 files and approximately 50 images of child pornography, including prepubescent minors.

Conviction Date: 02/15/2005 in US Federal Court. 

Disposition: 180 months; credit for time served; 5 years supervised probation.

Offense: Child Molestation 2nd Degree – 2 counts.

Conviction Date: 03/30/2004 in Whatcom County District Court, Washington.

Disposition: 34 months; 36 months supervision

Schwer is not wanted by police at this time and has served the sentence imposed by the court.  This notification is meant for public safety and not to increase fear in the community, nor should this information be used to threaten, assault or intimidate the offender.  Attempts to harass, intimidate or threaten these offenders or their families, landlords or employers will be turned over for prosecution.
