Jamestown (CSi) The Jamestown City Planning Commission heard changes to accommodate possible construction of a Dakotah Bank, Jamestown Branch.
The plat passed the preliminary and final hearings unanimously.
Property lines of a portion of the “Platinum Commerce Addition,” were changed, west of Applebee’s and east of Walmart, to accommodate possible construction.
The Planning Commission also looked at a conceptual plan for the area between the Buffalo Mall and Jamestown Regional Medical Center.
Jamestown/Stutsman Development Corporation (JSDC) Coordinator, DeAnn Brunner says the plan is preliminary and is a tool for Southwest Jamestown development.

DRAFT MINUTES – Planning Commission
December 9, 2013 – 8:00 a.m.
Present: Hillerud, Trautman, Bensch, Ritter, Bergquist
Others present: Buchanan, Reuther, Klundt, Wollan, Kourajian, Fuchs, Michel, Harty
Absent: Trefz, Bayer, Tressler
- Chairman Hillerud called the meeting to order. Commission member Trautman made a motion to approve the minutes from the November 12, 2013 regular Planning Commission meeting. Seconded by Ritter. Unanimous aye vote. Motion Carried.
- Public Hearing:
The preliminary plat of Platinum Commerce Second Addition, in the SE ¼ of Section 2 – T139-R64W of the Fifth P.M., Stutsman County, City of Jamestown, North Dakota. A replat of Lots 2 & 3, Block 1, Platinum Commerce Addition.
Secretary Wollan gave the staff report and made recommendation to approve the plat.
Chairman Hillerud opened the public hearing. No one appeared. The public hearing was closed.
Commission members discussed the easements as shown on the preliminary plat, Secretary Wollan stated they have been approved by the Engineering department.

- Discuss the SW Development Conceptual Plan.
DeAnn Brunner of the JSDC presented the commission with a report on the SW Development Conceptual Plan which was created by SRF Consulting Group, Inc. in conjunction with the City of Jamestown and Stutsman County. The suggested zoning for this area has already been adopted in the growth management plan.
Commission members discussed the overall plan and the location of the roads that access the plan and the location of the existing quarter line in relation to the roads and the existing property lines.
Bart Davis, property owner in the SW area, asked for clarification on the comments relating to quarter lines. Commission member Bensch explained the quarter line is a good place for a new street to be built
because of multiple property ownership concerns. Mr. Davis expressed his concern relating to the SW Conceptual Plan and how the drainage issues were being addressed. Mr. Davis stated that it was his understanding that the funding for a water drainage study had been nixed.
Chairman Hillerud asked why a drainage study was not performed as part of the planning process. Due to City Engineer Schwartzkopf’s absence, he asked that City staff come to next month’s planning commission meeting with a report on the matter.
- Other business. Secretary Wollan related that next month there will be a public hearing relating to Tahran’s Addition, 1545 4th Ave NW, a zone change from Residential R-1 (Single Family Residential) to C-1 (Commercial). The address of the affected area is the building site of the former Temple Baptist Church.
- Secretary Wollan stated that there are a couple of other items that are currently being processed by City staff and should be ready to make the agenda for next month’s meeting as well.
- Adjournment. Commission member Trautman moved to adjourn the meeting. Seconded by Commission member Bensch. Meeting adjourned.
