    1. Chairman Trefz called the meeting to order. A motion was made by Berquist to approve the minutes from the August 13, 2012 regular Planning Commission meeting. Seconded by Ritter. Unanimous aye voice vote. Motion Carried.
    2. Chairman Trefz opened the Public Hearing:

The preliminary plat of Andersen’s Country View Estates, a replat of the south half of Lot 5 and all of Lot 6 of Country View Subdivision together with part of the southeast quarter of Section 9, T139N, R63W, Fifth Principal Meridian, Stutsman County, North Dakota.

Greg Rich of Interstate Engineering explained that this is a replat of existing lots and that Mr. Andersen did receive approval from the township. The public hearing was closed. A motion was made by Commission member Trautman to approve the preliminary plat. Seconded by Commission member Bensch. Roll call showed unanimous aye vote. Motion carried.

  • Chairman Trefz opened the Public Hearing:

The preliminary plat of Creative Energy Addition, that part of Government Lots 6 and 7 of Section 27, T140N, R64W, Extraterritorial lands of the City of Jamestown, Stutsman County, North Dakota, lying 20 feet northeasterly of, as measured radially to the Red River and Valley Railroad main track centerline, southerly of Auditor’s Lot 27-1 and southwesterly of Stutsman County Road #40.

 

Greg Rich of Interstate Engineering explained that Creative Energy had this plat created so they could sell the southerly portion or lot 2 of the plat. The public hearing was closed. A motion was made by Commission member Purdy to approve the preliminary plat. Seconded by Commission member Bensch. Roll call showed unanimous aye vote. Motion carried.

  • Chairman Trefz opened the Public Hearing:

The preliminary plat of Western View, a replat of Lots 18, 19, and 20, Block 1, Ratunil Acres within the NW ¼ of Section 23, T140N, R64W, Midway Township, Extraterritorial Lands of the City of Jamestown, Stutsman County, North Dakota.

 

Greg Rich of Interstate Engineering explained that this is also a replat and that the street to the south of the plat or 19th street NW will be replated to 80 feet wide.

 

Dennis Lorenz, representing homeowners in that area, spoke of concerns with the road right of way and with the increased traffic and speeds.

 

The public hearing was closed. A motion was made by Commission member Trautman to approve the preliminary plat. Seconded by Commission member Purdy.

 

Aye – Trefz, Trautman, Bensch, Johnson, Purdy, Hillerud ,Bergquist

 

Nay – Ritter

 

Motion carried.

  • Chairman Trefz opened the Public Hearing:

The final plat of Berndt’s Addition, A portion of Blocks 39, 40 & 47 and a portion of vacated 18th Ave adjacent to Block 32 together with a portion of those unplatted lands within Government Lot 12 of Section 26, T140N, R64W, City of Jamestown, Stutsman County, North Dakota.

 

Greg Rich of Interstate Engineering explained that the owner, Alvin Berndt, wanted to sell off a portion of the plat. He also explained that any SWPP plans wouldn’t be necessary until a building permit is requested.

 

The public hearing was closed. A motion was made by Commission member Bensch to approve the preliminary plat. Seconded by Commission member Johnson. Roll call showed unanimous aye vote. Motion carried.

  • Chairman Trefz introduced new member Dave Hillerud to the Commission. He also stated that Mayor Andersen still wants a joint meeting between the Planning Commission and the City Council. No time was given.

Chairman Trefz stated that the Planning Commission strongly recommends the City Council consider budgeting for a professional planner.

    • Connie Ova, CEO, Jamestown/Stutsman Development Corporation, spoke to the Commission explaining that a new committee has been formed called the Development Committee. Some of the issues the Committee plans to look at are businesses trying to find employees and housing shortages for the employees. There will be a Development Committee meeting Wednesday, Sept.12, 2012 at 2 pm in the lower level of City Hall.
    • Chairman Trefz also stated that a new Land Use and Transportation Plan will be going forward this fall.
