DRAFT MINUTES – Planning Commission
March 31, 2014 – 8:00 a.m.
Present: Hillerud, Trautman, Bergquist, Bensch, Ritter, Bayer, Trefz
Others Present: Kourajian, Fuchs, Mayor Andersen, Klundt, Schwartzkopf, Wollan, Harty, Wiles

1. Chairman Hillerud opened the meeting. Secretary Wollan called the roll.
2. Commission member Trefz made a motion to approve the minutes from the March 10, 2014 meeting. Seconded by Commission member Ritter. Unanimous aye vote. Motion Carried.
3. Public Hearing: Zone Change (proposed site of Menards), 1110 23rd St SW, Partial Legal description as follows:
A TRACT OF LAND LOCATED IN THE NW ¼ OF SECTION 2, TOWNSHIP 139 NORTH, RANGE 64 WEST OF THE FIFTH (5TH) PRINCIPAL MERIDIAN, CITY OF JAMESTOWN, STUTSMAN COUNTY, NORTH DAKOTA, from P-O-C (Public, Open Development & Conservation District) to C-2 (General Commercial District).
Secretary Wollan gave the staff report.
Chairman Hillerud opened the public hearing. No one appeared. Chairman Hillerud closed the public hearing.
Secretary Wollan was asked to review the uses permitted in a C-2, General Commercial District by Commission member Trefz. Chairman Hillerud read through the list of permitted uses in a C-2 Commercial District as outlined in Jamestown City Code section 5.6.A.
Commission member Bensch questioned if the property owners had signed the zone change application.
Jeff Fuchs, City Administrator explained the original application was signed by Jayne Meyer of Liechty Associates, LLP.
Concern among members relating to the width of the dedicated right of way for the roadways in this area was discussed. It was noted these issues will be brought forth when the area is re-platted at a later date.
A motion was made by Commission member Trautman to accept the findings of staff and recommend approval of the zone change from P-O-C to C-2 for a 33.12 acre tract of land in the NW ¼ of Section 2, Township 139 North, Range 64 West. Seconded by Commission member Bayer. Roll Call. All aye. Motion Carried.
4. Motion to adjourn made by Commission member Bergquist. Motion carried. Meeting adjourned.
