Valley City (CSi) Following a 4-hour hearing in Southeast Judicial District Court in Valley City yesterday, Judge Jay Schmitz says he will issue his decision next week, to determine if the Valley City school board was justified in issuing unilateral contracts to members of the Valley City Education Association after the school board attempted to adjust wording in the negotiated agreement healthcare section.

The Valley City Education Association took legal action against the Valley City School District after the school board attempted to issue contracts that had changed the language in a healthcare section that was not identical to the state Fact Finding Commission report.

After the judge’s decision, if one side doesn’t like the decision they can petition for an appeal 30 days.

 

Jamestown (CSi) The Jamestown Rural Fire Department was called out Tuesday evening, about 10:30 to McGinnis Cemetery where a prairie fire was reported.

Rural Fire Chief Rick Woehl says the Rural Fire Department responded with five trucks and ten fire fighters.

High wind and soft ground created limited access.

Rural firefighters used a six wheeler with a 100 gallon water tank to put out most of the fire.

Damage estimates of burned acreage was not immediately available.

Rural fire fighters were on the scene about an hour and a half.

 

Jamestown (CSi) SkyWest is preparing to start airline service to Jamestown on June 5, 2014.

On Wednesday’s Wayne Byers Show on CSi Cable 2, Jamestown Regional Airport Manager, Matt Leitner said, Jamestown SkyWest Agents will undergo extensive training April 28th through May 23rd. He added that shipments from SkyWest are coming to the airport with signage and other amenities for the terminal and airport grounds.

He said SkyWest will hold an open house at the airport, tentatively set for June 20, 2014, with the official date to be announced later.

He pointed out that the 50 seat aircraft servicing Jamestown will have the United Airlines logo and paint scheme.

He said that reservations can be made on line at www.united.com or through local travel agencies, and more information on line at www.flyjamestown.net

He said, weekdays during the high traffic days there will be three flights with the Denver hub, and a lighter weekend schedule.

With the Jamestown Regional Airport hangar project, Leitner said construction bids will be opened May 2, 2014, as the initial hangar will have eight units.

He added that Interstate Engineering in Jamestown has more information.

Jamestown Regional Airport Authority members will meet with University of Jamestown, and a Jamestown Public School official to possibly start aviation classes at the airport for high school and college students.

Matt Leitner and authority Chairman Jim Boyd will meet with a representative of the North Dakota Aeronautics Commssion and University of Jamestown President, Bob Badal, and JPS Superintendent Rob Lech to start the classes, possibly next year.

 

Jamestown (CSi) The Jamestown Stutsman Development Corporation (JSDC)Board has pledged $100,000 over four years for a proposed manufacturing training center for southeast North Dakota.

On Wednesday’s Wayne Byers Show on CSi Cable 2, the JSDC’s Business Development Coordinator, DeAnn Brunner said the project recruits high school students for careers in manufacturing and provides educational opportunities designed to help them fit into regional industries.

The project is a partnership of the North Dakota State College of Science, area businesses and economic development groups.

Ms. Brunner pointed out that plans include hiring a business developer and one or two recruiters. The students could be educated at the NDSCS campus at Wahpeton or in specialized training hosted by industries in other communities.

The JSDC pledge matches a pledge by the Greater Fargo Moorhead Economic Development Corp. The project has a goal of $500,000 and will continue to solicit pledges from economic development groups and businesses within the region.

Once the goal is reached, the program will request additional funding from the North Dakota Legislature for a three- or four-year period after which the program should be self-sufficient.

In other business, the board has approved the sale of a lot in the I-94 Business Park to Charles Rickets, who plans to construct a building to rent as shop space for various contractors and businesses.

The approval will be taken to the Jamestown City Council and the Stutsman County Commission, for action.

The board also passed a $15,000 budget for the ACT Program. The ACT Program will provide training and testing for workers in the area.

She noted that Buffalo City Diesel in Jamestown is working on its expansion project.

She added JSDC will hold the Meeting on Wednesday April 30, 2014, at the Quality Inn & Suites in Jamestown, with the social at 6-p.m., and the dinner and meeting at 7-p.m.

The Guest Speaker will be Greg Allen of Cavendish Farms in Jamestown.

Valley City (CSi) Valley City water rates will increase, starting in May.

City Administrator David Schelkoph notes that the new water treatment plant consumes more electricity treating Devils Lake water coming into the Sheyenne River in the summer and fall.

Schelkoph says most Valley City residents will see a $7 per month increase on their monthly water bill after May 5th.

BISMARCK, N.D. (AP) – A federal judge has overturned a North Dakota law banning abortions as early as six weeks into pregnancy and before many women know they’re pregnant.
 
     U.S. District Judge Daniel Hovland on Wednesday ruled that the law banning abortions when a fetal heartbeat is detected is “invalid and unconstitutional.” Hovland said the law “cannot withstand a constitutional challenge.”
 
     The state’s only abortion clinic is in Fargo. Backed by the New York-based Center for Reproductive Rights, the clinic filed a lawsuit against the measure in July.
 
     The measure was among four anti-abortion bills that Republican Governor Jack Dalrymple (DAHL’-rimp-ul) signed into law last year with overwhelming support from the state’s Republican-led Legislature.

 

 BISMARCK, N.D. (AP) – A Morgantown, W.Va., man has been arrested near Bismarck in connection with a home invasion in Minnesota.
 
     The 52-year-old William Dean was arrested Tuesday night. Police say they used cellphone towers to locate Dean while he was driving from Moorhead, Minn., to Bismarck.
 
     Authorities in court records allege that Dean broke into his ex-girlfriend’s home Thursday, physically assaulted her and shocked her with a stun gun. Records show Dean wore white gloves and a nylon hood over his head during the incident.
 
     He faces seven charges including attempted kidnapping, second degree assault and first degree burglary. The attempted kidnapping charge carries a maximum sentence of 10 years in prison.
 
     Minnesota authorities have filed a motion in the Burleigh County court to extradite Dean.
 
     Records don’t list an attorney for Dean.

 

 HANKINSON, N.D. (AP) – The City Council in the southeastern North Dakota community of Hankinson has given initial approval to a sex offender ordinance after an offender moved to town from South Dakota.
 
     The proposal would prohibit a registered sex offender from living within 800 feet of a school, child care facility, park, playground or other place where children congregate.
 
     An offender also would be barred from loitering within 400 feet of a “child safety zone.”
 
     The Richland County Sheriff’s Office says a high-risk sex offender who served 15 years in South Dakota’s State Penitentiary for assaulting a minor in Brookings County recently moved to Hankinson. Authorities say the 54-year-old man refused to undergo sex offender treatment while in prison.
 
     The ordinance could get final approval May 5.

 

 MANDAN, N.D. (AP) – Police say a Lincoln woman was not assaulted and brought to Mandan against her will.
 
     The woman had reported a man grabbed her as she went into her Lincoln home last week. The woman alleged the man assaulted her, put her in a box in his pickup and drove her to a home in Mandan. She reported he then forced her to drink alcohol and assaulted her.
 
     Investigators with the Mandan and Lincoln police departments have determined the woman was neither abducted nor assaulted.
 
     The case has been forwarded to the Morton County prosecutors for review.

 

 FARGO, N.D. (AP) – The Cass County Sheriff’s Office says someone is impersonating a local law enforcement employee and demanding money over the phone.
 
     Chief Deputy Rick Majerus says residents should beware of a phone scam in which the caller claims to be with the department’s warrant division.
 
     Majerus says those receiving the calls are threatened with arrest if they don’t pay the fictitious fines. The anonymous caller has allegedly used various ranks and names including Lt. Johnson and Capt. Laney.

 

 WILLISTON, N.D. (AP) – One of the suspects in the fatal shooting of a Williston-area hobby rancher has been found guilty of hindering authorities investigating the case.
 
     A jury on Wednesday returned the verdict against Issac Steen.
 
     Authorities accused Steen of hindering law enforcement officers investigating the spring 2013 death of 58-year-old Jack Sjol (shohl). The Class C felony charge carries a maximum penalty of five years in prison.
 
     Steen’s attorney did not immediately return a call seeking comment.
 
  Authorities say Steen helped Ryan Stensaker keep Sjol’s body hidden. Stensaker is accused of killing Sjol and is scheduled for trial in July on a murder conspiracy charge.
 
     Three other people also face charges in the killing.

 

 BISMARCK, N.D. (AP) – The amount of federal money North Dakota is getting this year for grants to develop specialty crops is increasing nearly sevenfold over 2013.
 
     State Agriculture Commissioner Doug Goehring says the state will get $3.1 million, up from $483,000 last year. He says an emphasis on specialty crops in the new farm bill is the reason.
 
     The federal government defines specialty crops as fruits and vegetables, tree nuts, dried fruits, and horticulture and nursery crops. Specialty crops grown commercially in North Dakota include dry beans, dry peas, lentils, potatoes, confection sunflowers, grapes, honey and various vegetables.
 
     Grant applications are due May 23. Grants will be awarded later this year.

 

  GRENORA, N.D. (AP) – Residents of the northwestern North Dakota town of Grenora have rejected a $10 million school bond issue.
 
55 percent of the 195 voters on Tuesday favored the proposal, but 60 percent approval was needed for it to pass.
 
     The measure would have funded construction or renovation of classrooms, locker rooms, gymnasiums and bathrooms.

 

   MINOT, N.D. (AP) – Three lawyers have applied to succeed a longtime Minot-based judge who is retiring. North Central Judicial District Presiding Judge William McLees plans to step down at the end of June. The state Supreme Court says Minot lawyers Kelly Dillon, Stacy Louser and Robert Martin have applied for the opening.

 

 GROTON, Conn. (AP) – The U.S. Navy says additional work required on the bow of a new attack submarine is postponing the commissioning of the vessel that will become USS North Dakota.
 
     The $2.6 billion boat was christened last November at the shipyard of Navy contractor Electric Boat in Groton and it had been scheduled to join the fleet with a commissioning ceremony in May.
 
     Naval Sea Systems Command said in a news release Wednesday that more design work is needed on the bow and there are also issues with vendor-delivered components.

GRAND FORKS, N.D. (AP) – The goalie who helped lead the University of North Dakota to the NCAA Frozen Four is sticking around.

Zane Gothberg announced Wednesday night that he will return for his junior season.

Gothberg is from Thief River Falls, Minn., and is a 2010 draft pick of the NHL’s Boston Bruins. He was 20-10-3 last season for UND and led the National Collegiate Hockey Conference with a 1.99 goals-against average.

Gothberg on Wednesday was named the NCHC player of the month for March/April. He led the nation in appearances, starts, minutes played and saves during the time period. He tied for the national lead with a pair of shutouts and was second in wins, with six.

 

MANKATO, Minn. (AP) – A fired Minnesota football coach who got his job back through an arbitrator’s ruling is getting a cold reception from his former team. Minnesota State, Mankato head coach Todd Hoffner is back on campus for the first time since last week’s ruling. Mavericks players came out for spring practice yesterday afternoon but weren’t in uniform.

 MINNEAPOLIS (AP) – Trey Burke scored a career-high 32 points as the Jazz avoided the worst record since moving to Utah 35 years ago with a 136-130 double overtime victory over the Minnesota Timberwolves last night. Gordon Hayward had 23 points. Kevin Martin scored 36 points for the Timberwolves.

Bradley Beal scored 27 points and Washington clinched the No. 5 seed in the Eastern Conference with a 118-102 win over the Boston Celtics. The Wizards will be facing Chicago in their first playoff appearance since 2008.

Jordan Hill had 18 points and 14 rebounds and the Lakers closed their worst season since they moved to Los Angeles with a 113-100 victory over the San Antonio Spurs.

The Montreal Canadiens captured the opener of their series on the road with a 5-4 overtime victory at Tampa Bay. Dale Weise (WEES’) scored the game-winner at 18:08 of OT. Montreal outshot Tampa Bay 44-25. Game 2 is Friday night.

 Herb Kohl has reached a deal to sell the franchise to New York investment firm executives Marc Lasry and Wesley Edens. With the worst record in the NBA, Milwaukee is in position for a high draft pick.

 

NFL…

The Green Bay Packers have worked out a new contract with backup quarterback Matt Flynn, who returned to the team midway through last season. Flynn threw for 1,146 yards with seven touchdowns and four interceptions in five games in 2013 with Green Bay, including four starts after Aaron Rodgers injured his collarbone.

 MOSCOW (AP) – Russian President Vladimir Putin has harsh criticism of the West over the Ukraine crisis as diplomats hold talks in Geneva today. Speaking on a televised call-in show, Putin accused the West of trying to pull Ukraine into its orbit and said that people in eastern Ukraine have risen against the authorities in Kiev, who ignored their rights and legitimate demands. Putin admits Russian troops were in Crimea.

 
     BAGHDAD (AP) – At least 10 soldiers are dead and a dozen wounded in a militant attack on a military base in northern Iraq. The morning attack at a base outside the city of Mosul, started with a suicide bomber at the gates of the facility. A group of gunmen then opened fire. Mosul and the surrounding region have seen bold attacks by militants recently, mainly from an al-Qaida-splinter group.
 
     MOKPO, South Korea (AP) – Weather conditions are hampering an increasingly intense search for 287 missing passengers, many of them high school students, from a sunken South Korean ferry. Meanwhile, a crewmember says it was about 30 minutes before the evacuation order was given as bridge officers tried to right the listing ship.
 
     PERTH, Australia (AP) – Investigators say they’ve ruled out a nearby oil slick as originating from a missing Malaysian airliner. Meanwhile, the analysis continues of data from robotic submarine that completed its first full surveillance of the Indian Ocean floor. The unmanned sub’s first two missions were cut short by technical problems.
 
     SOLVANG, Calif. (AP) – Experts have removed a piece of military ordnance and allowed evacuees from hundreds of homes and businesses in the Central California town of Solvang to return. Spokeswoman Kelly Hoover says the Sheriff’s Department bomb squad and a bomb disposal team from Vandenberg Air Force Base cleared the ordnance early this morning. It appeared to be some sort of artillery shell.
