It takes into account desirable factors such as cost of living, education, home values, and more.  Jamestown took the #3 spot.

Update…

Jamestown (CSi) Authorities, Friday evening, arrested a 37 year old man and a 17 year old male after an alleged robbery in Jamestown, followed by a pursuit that ended in northern Barnes County.

The pair are accused in the incident where a woman’s purse was stolen, between 5-p.m., and 6-p.m., witnessed by a man, in the parking lot between Perkins Restaurant and First Community Credit Union’s branch office, on Highway 281 South. The woman was then purportedly pushed to the ground by one of the males.

A witness called 9-1-1 and shortly after, a North Dakota Highway Patrol unit pursued the suspect vehicle on I-94 at mile marker 277 east bound. The vehicle crossed I-94 and went back west bound on the interstate, exiting at mile marker 276 and headed north on Barnes County Road 7. The vehicle continued through Eckelson on a gravel road. The suspect’s vehicle was able to distance itself from law enforcement.

As the search for the vehicle continued, deputies were alerted by a person who was hunting geese in the area. The suspect’s vehicle became stuck in a slough and the pair fled on foot.

The two suspects were captured and taken into custody by two Barnes County deputies.

The vehicle was impounded and taken back to Jamestown.

Multiple charges are pending in both Stutsman and Barnes Counties.

The man is being held at the Stutsman County Correctional Center, while the 17 year old is being held in a juvenile facility, as the investigation continues.

Agency’s involved included: Jamestown Police Department, Stutsman County Sheriff’s Office, North Dakota Highway Patrol and the Barnes County Sheriff’s Office.

 

Valley City (CSi, VCSU Newsletter) VCSU President, Dr. Steve Shirley was honored with a Community Spirit Award from the Valley City Chamber of Commerce at the annual banquet of the chamber and the Valley City–Barnes County Economic Development Corporation, held Thursday, April 24, 2014 at Sheyenne Riverbend Farm.
Shirley was one of three individuals honored for helping promote the Valley City area; included in his citation were his contributions to the community as VCSU president, board member of the Valley City–Barnes County Economic Development Corporation and president of the Valley City Rotary Club, among others.

Jamestown (CSi) The Stutsman County NDSU Extension Service Office will host an Open House, on Thursday May 8, 2014 to celebrate the 100th Anniversary of the Act which created the Cooperative Extension Service.

At the Jamestown Open House there will be cake, refreshments, and an opportunity to meet the staff and learn about Extension.

The office is location in the Memorial Building at 116 First street East, second floor.

 

 MANDAREE, N.D. (AP) – Two Mandaree residents died in a weekend crash on the Fort Berthold Indian Reservation.
 
     The Highway Patrol says 39-year-old Corrina Larocque and 41-year-old Ricky Finley were in a sport utility vehicle that failed to negotiate a curve on state Highway 22 and drove head-on into a flatbed truck shortly before midnight Saturday. They both died at the scene about 4 miles north of Mandaree.
 
     The patrol says the driver of the truck was treated at a Stanley hospital for minor injuries.

 

  MANDAREE, N.D. (AP) – North Dakota Highway Patrol says two accidents that occurred on the same road in the state’s oil patch within days of each other resulted in three fatalities.
 
53-year-old Frederick Hale was killed on Thursday afternoon when he rear-ended a semi-trailer that was being repaired on the side of the road 13 miles west of New Town on Highway 22.
 
     Hale’s vehicle spun before striking a pickup truck parked in front of the semi. The patrol says alcohol played a role in the accident.
 
     On Saturday, 39-year-old Corina Larocque and 41-year-old Ricky Finley were killed in a head-on collision with a flatbed truck four miles north of Mandaree. The patrol says the crash that killed the Mandaree residents is still under investigation.

 

  FARGO, N.D. (AP) – The Red River in Fargo is expected to crest at nearly 26 feet by Friday.
 
     The National Weather Service is predicting the river will reach moderate flood stage at approximately 25.7 feet.
 
     City officials say they don’t expect to implement any emergency flood measures during the event, but crews from the Public Works Department will shut down storm sewer gates, and the storm sewer lift stations will begin operating.
 
     Elm Street between 14th and 15th Avenues will be closed Monday evening.
 
     Officials plan on closing the North Broadway Bridge when the river reaches between 22 and 23 feet.

 

 FARGO, N.D. (AP) – A North Dakota man has been ordered to pay about $74,000 in a health care fraud case involving Medicaid benefits for his mother.
 
     Authorities say 65-year-old Donald Hochhalter, of New Leipzig, lied about his mother’s finances so she would qualify for government payments when she moved into a nursing home.
 
     Hochhalter’s plea agreement calls for him to repay $37,000 the government spent on his mother’s care. He was assessed a civil penalty of $37,000.
 
     Defense attorney Justin Vinje says Hochhalter was confused about the ownership of certificates of deposit that were in his and his mother’s names. Vinje says his client did not intend to defraud the government.
 
     Prosecutors say Hochhalter knew what he was doing when he filled out the paperwork and the penalty should send a strong message.

 

BISMARCK, N.D. (AP) – A white supremacist who unsuccessfully tried to establish an all-white enclave in the North Dakota town of Leith is set to learn his fate for terrorizing residents there.
 
     Craig Cobb is to be sentenced Tuesday after being jailed for nearly half a year. Whether he spends more time behind bars could depend heavily on a presentence investigation that both Cobb and prosecutor Todd Schwarz say is filled with errors.
 
     The two earlier reached a plea deal that included probation and no prison time. But some Leith residents want Cobb to spend more time behind bars. It’s unclear what the presentence investigation recommends because it’s sealed.
 
     University of North Dakota associate law professor Gregory Gordon says judges rely a lot on presentence investigations because they’re supposedly done by a neutral source.

 

  BISMARCK, N.D. (AP) – Republican Gov. Jack Dalrymple has rejected a plea by Democrats to call a special session of the Legislature to address funding problems tied to western North Dakota’s oil boom.
 
     Dalrymple says he’s confident that the state can provide the financial assistance needed to help communities affected by oil development until the Legislature convenes in January.
 
     Dalrymple says he made the decision Monday after a series of meetings with officials from impacted oil communities.
 
     Democrats asked Dalrymple in February to call a special session because funding levels aren’t keeping pace with development in the region. Democrats say the additional funding can’t wait for the start of the Legislature.
 
     North Dakota’s newfound oil riches have resulted in unprecedented demands for spending on roads, schools, public works, law enforcement and emergency medical services.

 

  BISMARCK, N.D. (AP) – Railroad officials assured North Dakota regulators that oil shipments are not displacing grain shipments in the Dakotas and surrounding states.
 
     North Dakota’s Public Service Commission met in Bismarck with representatives from agriculture and transportation groups on Monday to talk about disruptions in rail service for moving grain.
 
     Increased crude oil and freight shipments largely have been blamed for causing the rail delays. Officials from BNSF Railway Co. and Canadian Pacific told regulators that a brutal winter and congestion in Chicago has caused the backlog.
 
     North Dakota Grain Growers Association executive director Dan Wogsland says bins across the region are full and grain from prior years’ crops is being stored on the ground.
 
     The railroads say they expect to get caught up with shipments this summer.

   BNSF Railway Co. is the largest shipper in the region and railroad officials have promised to get caught up later this year.

 

 SIOUX FALLS, S.D. (AP) – A small airplane heading back to South Dakota after a Texas cattle sale crashed into a wind farm in foggy weather, killing the pilot and three passengers.
 
     Steve Stengel, a spokesman for Florida-based NextEra Energy Resources says the wreckage was found at the 27-turbine South Dakota Wind Energy Center.
 
     The FAA says the single-engine Piper found Monday was registered to Donald J. “D.J.” Fischer of Gettysburg, South Dakota.
 
     Funeral homes confirmed the deaths of Fischer and cattlemen Brent Beitelspacher, of Bowdle, and Logan Rau, of Java. The fourth passenger was not named.
 
     The National Weather Service in Aberdeen says fog and low clouds combined for reduced visibility in the area Sunday night. Winds were out of the east at about 15 to 25 mph and there were scattered showers.

Jamestown (CSi) Jamestown High School Teams have qualified for the 30th Annual NDHSAA Team Scholar Award.

In order to qualify the team must meet or exceed a team Grade Point Average of 3.2 or higher.

The teams include: Girls Basketball, Boys Basketball, and Gymnastics.

VILONIA, Ark. (AP) – Emergency officials have been searching for survivors in the debris left by a powerful tornado that killed at least 14 people in Arkansas and carved an 80-mile path of destruction through suburban Little Rock. The tornado that slammed into Vilonia Sunday was among a rash of tornadoes and strong storms that rumbled across the Midwest and South. The National Weather Service is warning that more tornadoes, damaging winds and very large hail could strike parts of Mississippi, Alabama, Tennessee and Louisiana today.
 RICHMOND, Calif. (AP) – Authorities say they have located the wreckage of a small plane that crashed into San Francisco Bay after colliding with another aircraft.
 
     Contra Costa County sheriff’s spokesman Jimmy Lee said crews located the Cessna on Monday but could not immediately say whether the pilot was also found.
 
     The search began Sunday afternoon when the Cessna 210 and a Hawker Sea Fury TMK 20 collided in mid-air.
 
     The pilot of the vintage airplane landed safely, but the Cessna crashed into the water.
 
     The names of the pilots haven’t been released. The National Transportation Safety Board is investigating.
     UNITED NATIONS (AP) – U.N. Secretary-General Ban Ki-moon is strongly condemning the capture of military observers in Ukraine and demanding their immediate release “unconditionally and unharmed.” The U.N. chief is vowing that those who “continue unlawful acts will be held accountable for their actions.” The German-led observer team was traveling across eastern Ukraine when pro-Russian separatists captured them on Friday.
 
     KABUL, Afghanistan (AP) – The international military coalition in Afghanistan says two of its service members have been killed in an attack in the country’s east. Casualties in the NATO force have been falling as it pulls back to allow the Afghan army and police to fight the Taliban insurgency.  Today’s deaths bring to nine the number of international troops killed in Afghanistan this month.
 
     MINNEAPOLIS (AP) – A militia member indicted in what the FBI once characterized as a terror plot to blow up a Minnesota police station has been sentenced to three years and four months. Twenty-five-year-old Buford Rogers was sentenced Monday after pleading guilty to one count of possessing a firearm illegally and one count of possessing an unregistered destructive device. He will receive credit for the year he’s already spent in jail.
 
     LONDON (AP) – A London law firm appears to be confirming the hot celebrity gossip of the weekend. The human-rights practice Doughty Street Chambers is publicly congratulating one of its own attorneys, Amal Alamuddin, on her engagement to George Clooney.  The 36-year-old, Beirut-born Alamuddin has a high-profile client list that includes former U.N. Secretary-General Kofi Annan (KOH’-fee AN’-nan), ex-Ukrainian Prime Minister Yulia Tymoshenko (YOOL’-yah tee-moh-SHEN’-koh) and WikiLeaks founder Julian Assange (ah-SAHNJ’).
