Authorities allege that the 25-year-old suspect also threw a backpack containing a loaded gun and a bolt cutter during the foot chase.

The incident began as a traffic stop about 1 a.m. Wednesday. After police put the driver in a squad car while they identified him, the suspect allegedly slid into the driver’s seat of the suspect vehicle and took off, ramming a squad car and crashing into a road sign a few blocks away.

Formal charges were not immediately filed against the suspect, who authorities say is also wanted on a Minnesota warrant.

No one was hurt in the incident.

FARGO, N.D. (AP) – Essentia Health in Fargo has apologized for giving the names and mailing addresses of hundreds of patients to a private marketing company.

The breach came to light in June when about 430 patients received a letter inviting them to a seminar for people with lower back pain. At least one woman complained, and Essentia last week sent out letters acknowledging the breach and apologizing.

Essentia says no patient medical information was involved.  Officials issued a statement saying Essentia takes patient privacy seriously and goes to great lengths to protect patient health information.

Essentia also says it did not sell the names and addresses, and that the marketing company has returned the information.

Catholic Health Initiatives is based in Colorado, with a division based in Fargo. It has several facilities in North Dakota, but none in Bismarck.

St. Alexius serves residents of central and western North Dakota, eastern Montana and northern South Dakota through its Bismarck hospital and facilities in several other cities. It is associated with the Benedictine Sisters of the Annunciation Monastery in Bismarck.

BISMARCK, N.D. (AP) – An Idaho man working in the North Dakota oil patch says a trucking company is breaking federal law by failing to pay overtime.

Devon Seeling, of Coeur d’Alene, Idaho, has filed a civil lawsuit against Moorhead, Minnesota-based AM-PM Trucking LLC, which maintains an office in Underwood, North Dakota.

Seeling says he regularly worked more than 60 hours per week. The suit says rather than pay overtime for more than 40 hours of work, the company paid Seeling and other drivers a percentage of the revenue generated by each truckload.

The complaint seeks unspecified damages. Seeling is asking for class action status for drivers who have worked for AM-PM Trucking in the last three years.

Officials with the company could not be reached for comment.

The department says watering shouldn’t be done between 10 a.m. and 6 p.m. because up to 30 percent of the water used then is evaporated. It says such watering is costly and a waste of natural resources.

NCAA…

CHICAGO (AP) – The Associated Press has learned that the NCAA will create a $70 million fund to diagnose thousands of current and former college athletes to determine if they suffered brain trauma playing football and other contact sports. A filing in U.S. District Court in Chicago says college sports’ governing body also has agreed to implement a single return-to-play policy spelling out how all teams must treat players who received head blows. The NCAA has been accused of giving too much discretion to individual schools about when athletes can go back into games.

NASCAR…

CHARLOTTE, N.C. (AP) – NASCAR has suspended Denny Hamlin’s crew chief and car chief for six races because the Joe Gibbs Racing entry failed inspection following his third-place finish at Indianapolis Motor Speedway. The punishment means Darian Grubb and Wesley Sherrill are not eligible to return until the opening race for the Chase for the Sprint Cup championship, Sept. 14 at Chicago. A health official says 15 people were killed and scores were wounded. Shelling and airstrikes elsewhere today are said to have killed 40 more Palestinians.

BEIRUT (AP) – New York-based Human Rights Watch charges that the Syrian government is defying the United Nations by indiscriminately bombing civilians with explosives-filled barrels. The international group says it has documented more than 650 attacks on rebel-held neighborhoods in the northern city of Aleppo since February, when the U.N. demanded an end to the use of so-called barrel bombs and other indiscriminate attacks.

DONETSK, Ukraine (AP) – A Ukrainian security official says pro-Russian separatists have mined approaches to the Malaysia Airlines crash site. Local officials say 19 people have been killed in the region in the past 24 hours.

LOS ANGELES (AP) – Officials in Los Angeles say the pipe to blame for spewing about eight million gallons of water yesterday is 93 years old. The 30-inch pipe sent water 30 feet into the air and opened a 15-foot hole near the UCLA campus. Firefighters with inflatable boats had to rescue at least five people from a parking garage.

FORT LEE, N.J. (AP) – The officials that operate the George Washington Bridge — which links New Jersey and Manhattan — will replace its railing with a 9-foot security fence.
