Jamestown (CSi) The Jamestown Police Department is warning Jamestown residents of a convicted sex offender changing addresses within the city.

Elvert Deon Mack is now residing at 911 4th Street Southeast, Apt# 3, Jamestown, ND

His previous address was 903 19th Street Southwest, #2, Jamestown, ND. Befrore that he previously resided at  613 8th Street, Southeast.

He is a 36 year old Black male, 6 feet 3 inches tall, weighing 184 pounds with brown eyes and black hair.

His vehicle is a 1985 Olds Delta 88.  ND License Plate:  KAK346

He has been assigned a high risk assessment by the North Dakota Risk Level Committee at the Office of the Attorney General.

Mack was convicted in Waco, Texas,  in June 2001 in when he exposed his genitals to a female with intent to arouse in Waco, Texas.

Disposition was 180 days, with 12 months supervised probation.

 Mack was convicted  in  January of 2006 when he forced a juvenile female to engage in sexual intercourse.

Disposition in  Burleigh County, was five years, supervised probation.

Elvert Mack is not wanted by police at this time and is currently serving his sentence. This notification was issued for public safety and not to increase fear in the community. Anyone harassing, intimidating or threatening the offenders their families employers or landlords are subject to prosecution.

Jamestown (CSi) The James River Family “Y” in Jamestown on September 2, 2014 becomes, the “James River Family Fitness Center,” but the name change will be the only difference the public will notice.

On Wednesday’s Wayne Byers Show on CSi Cable 2, the Y’s Executive Director Frank Conlin pointed out the facility will continue with all the present offerings.

He pointed out that with plans being developed over the past few years for a new Two Rivers Activity Center, (TRAC), an affiliation has been planned involving Jamestown Public Schools, Jamestown Parks and Recreation, Jamestown Tennis, and Jamestown Gymnastics, along with the James River Family Fitness Center.

The Fitness Center’s staff would become employees of Jamestown Parks and Recreation.

The planned facility would be located at the 7.5-8-acres of land north of Gussner Elementary School, in Northeast Jamestown, that was previously used for JPS 9th grade football.

TRAC would include an aquatic center with an indoor water park and outdoor water features.

The center would include space for the child care facility currently operated by the James River Family YMCA in the Larson Center, an indoor playground, an indoor turfed surface facility and an indoor fieldhouse that would have multiple-use courts and a running track.

The Two Rivers Activity Center Board of Directors should have design plans of the proposed community activity center ready for public review within four to six weeks.

Conlin added that possible funding for the Two Rivers Activity Center, could come in part from a ¾ cent City Sales tax, that is presently being used toward paying off the costs of Jamestown High School, which was approved by voters in the early 2000’s. Conlin believes the high school portion of the City Sales Tax will expire in 2017. At that time, if approved by voters, the ¾ cent City Sales Tax portion would go toward funding the TRAC facility. The two would not over lap.

He said it’s possible that a vote by residents could come in a Jamestown Special Election in December this year (2014).

Jamestown City Administrator, Jeff Fuchs says a December Special Sales Tax Vote would be running into a time crunch.

Also, he says the TRAC board needs to determine when Jamestown Public Schools will be finished paying back the sales tax that funded construction of the new high school.

VALLEY CITY, N.D. (AP) – A rural Kathryn woman charged with the deaths of eight horses had a seizure in court and was taken to a hospital.

Ginger Helland appeared in court on Tuesday. She is awaiting trial on charges of animal neglect, animal abuse and improper disposal of animal carcass.

Judge Jay Schmitz called for emergency workers to assist the woman, who began shaking uncontrollably with a seizure.

Barnes County State’s Attorney Carl Martinek says the trial for Helland will be reset and witnesses will be recalled later

 

Valley City (CSi) Following the finishing of the water main replacement project on Second Street Southwest near Marketplace Foods, construction will start on West Main Street. The Second Street project may finish this week.

Officials say, construction on West Main Street may entail a traffic detour and various lanes may be closed.

Motorists are urged to follow detour caution sign instructions.

Three sections of Valley City are having water main replacements this summer.

 

Williston (CSi) With a Jamestown store under construction, Menard’s has submitted plans for a store that will anchor a Williston retail development.

The home improvement store in Williston is planned to have about 209,630 square feet with an additional 72,596 square feet for a lumberyard and cold storage.

The Williston Economic Development, says, site also will include parking space for about 420 vehicles.

The Williston location will be the sixth Menards store in North Dakota.

A store that opened recently in Dickinson is about 200,000 square feet.

 

 FARGO, N.D. (AP) – A Fargo man has pleaded not guilty to murder in the shooting death of his roommate last month.
 
     Twenty-four-year-old Christopher Hampton is accused of killing Randall Doehner, his cousin, at the duplex where they lived. Hampton says Doehner was trying to poison him. Doehner’s fiancee, Stefani Desjarlais, disputes that.
 
     Prosecutors did not discuss evidence during Wednesday’s court hearing.
 
     Hampton could face life in prison without parole if convicted. He’s being held in lieu of $1 million bond.

 

 WAHPETON, N.D. (AP) – A South Dakota man has been sentenced to six years in prison for attacking a female store clerk with a pair of scissors in the southeastern North Dakota city of Wahpeton.
 
Judge Brad Cruff called 21-year-old Christopher Yellow Earrings a “time bomb” as he imposed the sentence on Wednesday.
 
     Authorities say they think the Peever, South Dakota, resident was high on drugs when he attacked the employee at a Family Dollar store in Wahpeton in May 2013. The clerk suffered a wound that required stitches and a police officer suffered a cut hand in the incident.
 
     Yellow Earrings said in court that he does not remember what happened. He pleaded guilty to terrorizing, reckless endangerment and preventing arrest in a deal with prosecutors.

 

 WEST ST. PAUL, Minn. (AP) – Police say an officer from Minnesota who was shot after making a traffic stop died of his wounds.
 
     The slain Mendota Heights officer was identified as 47-year-old Scott Patrick.
 
     Patrick was shot about 12:20 p.m. Wednesday after pulling over a car in West St. Paul. Witnesses reported hearing three gunshots.
 
     A massive manhunt followed the shooting. Police said they are still seeking a suspect, whom they identified as 39-year-old Brian Fitch Sr., of South St. Paul or West St. Paul.
 
     Patrick leaves behind a wife and two teenage children. Chief Mike Aschenbrenner says he had been on the force since 1995.

 

WEST FARGO, N.D. (AP) – A man is in custody in West Fargo after allegedly leading police on a chase, ramming a squad car and trying to force his way into a home.
 
     Authorities say 25-year-old Jean Roubideaux was charged Wednesday with one misdemeanor and several felonies that include reckless endangerment, fleeing and felon in possession of a firearm.
 
     The incident began as a traffic stop about 1 a.m. Wednesday. After police put the driver in a squad car while they identified him, Roubideaux allegedly slid into the driver’s seat of the suspect vehicle and took off, ramming a squad car and crashing into a road sign a few blocks away.
 
     Authorities say he also is wanted on a Minnesota warrant.
 
     No one was hurt in the incident.

 

 BISMARCK, N.D. (AP) – A Mandan woman is accused of submitting more than $7,100 in fraudulent insurance claims.
 
28-year-old Jessi Marie Elmer is charged with felony theft of property and felony forgery.
 
     Elmer made her first appearance in Burleigh County Court on Wednesday with her attorney. She did not enter pleas to the charges.
 
     Authorities allege Elmer billed a total of 148 fraudulent claims for $7,120 worth of chiropractic work from her former employer that never took place.
 
     Elmer also allegedly used facsimile stamp to forge a doctor’s signature on several documents.

 

 BISMARCK, N.D. (AP) – Bond has been set at $1,000 for a Mandan woman accused of stealing a handgun while performing renovation work at a home.
 
23-year-old Cheryln Sarte is charged with theft of property and appeared in court on Wednesday.
 
     Authorities say Sarte was among several employees of interior design business doing renovation work a home in July 2013. Police say the homeowner reported that a firearm had been stolen.
 
     Authorities say all employees were questioned and denied knowledge of its whereabouts.
 
     During a separate drug investigation, a man told authorities that Sarte had given him the revolver to trade for methamphetamine.

 

 FARGO, N.D. – Three people have agreed to plead guilty in a Jamaican Lottery Scam targeting elderly victims in the Dakotas and elsewhere. Shannon O’Connor, James Simpson and Mikael Gillette all signed plea agreements this week to conspiracy charges. They each face a maximum penalty of 40 years in prison.

 

  BISMARCK, N.D. (AP) – White supremacist Craig Cobb is gone from Leith. But two of the three white power advocates to whom he gave property say they might build on their lots.
 
     While Cobb was unsuccessfully trying to turn Leith into an Aryan enclave, he gave lots to white separatist Tom Metzger, neo-Nazi leader Jeff Schoep (skoop) and white supremacist Alex Linder.
 
     Metzger says he’s considering at some point building a monument to the white race, or perhaps erecting a sign imploring oil companies to not destroy the environment.
 
     Schoep says he’s considering putting up a building for National Socialist Movement members.
 
     Mayor Ryan Schock says it isn’t a major concern for the city. He says officials have discussed possible ways to get the lots back but haven’t yet approached Metzger, Schoep or Linder.

 

 DEVILS LAKE, N.D. (AP) – U.S. Senator John Hoeven says BNSF Railway has agreed to hold off on a plan to increase speed limits for trains traveling through Devils Lake.
 
     Hoeven says he met with BNSF Railway Executive Chairman Matt Rose on Wednesday. Hoeven says Rose agreed to hold off on increasing speed limits through the community.
 
     BNSF had said it planned to allow faster train speeds on a section of track in Devils Lake, even after hearing city officials’ concerns about safety.
 
     BNSF wanted to double the current 30 mph limit on a nearly 1 1/2-mile-long section of upgraded track in the northeastern North Dakota city beginning Friday.
 
     Hoeven says the railroad has pledged to have further discussions with city leaders before proceeding.

 

 BISMARCK, N.D. (AP) – An Oklahoma energy company says it plans to build another factory in western North Dakota capable of processing 200 million cubic feet of natural gas daily.
 
     Tulsa-based Oneok (ONE’-oak) Inc. and Gov. Jack Dalrymple announced the more than $605 million project on Wednesday. The company says the Demicks Lake factory in northeast McKenzie County is expected to be completed in 2016.
 
     The factory would be the seventh the company is operating or building in North Dakota. Oneok says the factory will bring its total investment in North Dakota to about $4 billion.
 
     About a third of the state’s natural gas is burned off in a process called flaring and wasted due to lack of infrastructure.
 
     Dalrymple and Oneok officials say the new plant will help curb flaring in the state.

 

WILLISTON, N.D. (AP) – Williston Public School District No. 1 is looking to fill 18 open teacher spots just weeks before the start of the school year.
 
14 of the 18 open positions are for elementary school positions.
 
     Superintendent Viola LaFountaine says she feels the Williston’s bad reputation and a lack of housing has made recruiting teachers difficult. Williston’s housing prices have been driven up by the oil boom and many one-bedroom apartments in Williston rent for around $2,000 a month.
 
     LaFountaine says principals at the elementary schools are going to see if retired teachers would be interested in coming back this year. Fourteen of the district’s teachers retired last year.

 

 BISMARCK, N.D. (AP) – The North Dakota Supreme Court says 78 applicants took the state bar exam this week.
 
     Officials say the applicants began writing the bar exam on Tuesday and finished on Wednesday afternoon.
 
     The state Supreme Court says 64 percent of the applicants who took the test are graduates from the University of North Dakota School of Law.

 

 GRAND FORKS, N.D. (AP) – The University of North Dakota says its police department now has a four-legged officer.
 
     UND says “Officer Ben” is a 2-year-old yellow Labrador retriever that’s trained to sniff drugs and track people.
 
     The university says the dog and his handler, Officer Jose Solis, make up the school’s first K-9 unit.

Jamestown (CSi) Stutsman County, Relay For Life will benefit from the First Community Credit Union, Golfing Fore a Cure this Friday at Hillcrest Golf Course.

The event is open to the public,starts with a 7 p.m. social, followed by the 9-hole tournament on an lit course.

A free dinner and raffle is planned.

Contests will be held for prizes, including a 2014 Chevrolet car and vacation package.

 

 BISMARCK, N.D. (AP) – The man who has served as North Dakota’s wildlife chief for two decades will retire at the end of next month. North Dakota Game and Fish Department Wildlife Division Chief Randy Kreil (kryl) has been with the department for 29 years and has been the wildlife chief for the past 20. Game and Fish Director Terry Steinwand says Kreil’s departure will leave a big hole to fill.

The Boston Red Sox have dealt left-hander Felix Doubront (doo-BRAHNT’) to the Chicago Cubs for a player to be named, and the St. Louis Cardinals have picked up right-handed Justin Masterson from Cleveland for outfield prospect James Ramsey. Doubrant is 2-4 with a 6.07 ERA in 17 games this season, while Masterson has compiled a 4-6 record with a 5.51 earned run average in 19 starts.

 OAKLAND, Calif. (AP) – Oakland Raiders owner Mark Davis confirmed he has met with San Antonio officials but declined to disclose whether he has any interest in relocating the franchise to Texas. The San Antonio Express-News reported that Davis met on July 18 with current and former city officials and leaders to discuss potentially moving the Raiders from Oakland to San Antonio. The newspaper said city manager Sheryl Sculley issued a memo to the City Council Tuesday elaborating on the meeting and saying Davis has expressed interest in a possible relocation of his NFL team to San Antonio.

 PHILADELPHIA (AP) – A federal judge has rejected an attempt by seven former professional football players to intervene in a tentative class action settlement of concussion claims that would cost the NFL at least $765 million.
 
     The players object to the settlement, calling it a “lousy deal” for ex-players whose symptoms don’t qualify them for compensation. Judge Anita Brody’s order says players who object to the deal can raise their concerns at a fairness hearing scheduled for Nov. 19, or opt out of the settlement.

 CHARLOTTE, N.C. (AP) – Hendrick Motorsports has picked Greg Ives to be Dale Earnhardt Jr.’s next crew chief. Ives was the race engineer for Jimmie Johnson’s record run of five consecutive championships and will return to Hendrick Motorsports next season as crew chief for NASCAR’s most popular driver. He will replace Steve Letarte, who is stepping down at the end of the year for an analyst job with NBC Sports.

     UNDATED (AP) – Rafael Nadal (rah-fay-EHL’ nah-DAHL’) is withdrawing from hard-court tournaments in Toronto and Cincinnati because of a right wrist injury, putting his status in doubt for a title defense at the U.S. Open. Although Nadal is left-handed, the injury affects his two-handed backhand. Those two events would have represented Nadal’s hard-court preparation for the U.S. Open, which begins Aug. 25.

     LOS ANGELES (AP) – UCLA’s storied Pauley Pavilion is drying out after its court was deluged by 10 inches of water when a 93-year-old pipe burst near the campus in Westwood Tuesday.
 
     The 49-year-old arena is where legendary coach John Wooden led the Bruins men’s basketball team to eight of his 10 national championships. The building was renovated for $136 million less than two years ago.
 
     UCLA’s top official in charge of campus facilities says the court is buckling and that the school is working to save it. Authorities say 6 people who were helping clean up the arena are being treated for exposure to carbon monoxide.

 ROZSYPNE, Ukraine (AP) – After days of interference by pro-Russian separatists and outbreaks of nearby fighting in eastern Ukraine, an international team of investigators has reached the site where a Malaysian jetliner crashed. Experts from the Netherlands and Australia are expected to initially focus their efforts on retrieving bodies.   

 
     FREETOWN, Sierra Leone (AP) – An outbreak of Ebola that has claimed nearly 700 lives across West Africa has prompted a public health emergency declaration in Sierra Leone. Neighboring Liberia has closed schools and told most public servants to remain at home. The U.S. Peace Corps is pulling hundreds of volunteers from affected countries. Two of its workers are in isolation after being exposed. 
 
     WASHINGTON (AP) – Congress is in bipartisan agreement: on getting out of town for a five-week summer break. The Senate is expected today to approve a $16.3 billion overhaul of the Veterans Affairs Department. With highway funds to the states a day away from being reduced, the House may take up an extension already approved by the Senate. Sharp division remains on two House immigration proposals.     
 
     PARIS (AP) – Russia will have to cough up the equivalent of about $2.5 billion dollars to pay certain shareholders of Yukos. Moscow shut down the oil producer over a decade ago. It was owned by an opponent of President Vladimir Putin. An international court ruled earlier this week that $50 billion should be paid to former majority Yukos shareholders.   
 
     LONDON (AP) – A former aide to Britain’s Prince Philip has been charged with three indecent assaults against a young girl in the early 1970s. Benjamin Herman, now 79, was working as a personal assistant to Philip, at the time of the alleged incidents. Prosecutors say the victim was 12 when the assaults began in 1972. Palace officials haven’t commented.
