DRAFT MINUTES – Planning Commission

 

September 8 2014 – 8:00 a.m.

 

Present: Bayer, Frye, Trautman, Hillerud, Rath, Ritter, Bensch, Rhinehart

    1. Chairman Hillerud opened the meeting. A motion was made by Commission member Trautman to approve the minutes from the August 11, 2014 Planning Commission meeting. Seconded by Commission member Bensch. Motion Carried.
    2. Public Hearing: Zone Change Request (Continued from August)

Hearing on an application requesting a zone change from A-1, Agricultural District and R-1, One-Family Residential District to R-1, One-Family Residential on Lots 1 through 7, Block 1, of the Proposed Scherbenske Third Estates Subdivision and from A-1, Agricultural District and R-1, One-Family Residential District to A-1, Agricultural District for Lot 8, Block 1, of the Proposed Scherbenske Third Estates Subdivision (8528 37th Street SE, 8530 37th Street SE, 8532 37th Street SE, 8536 37th Street SE, 8540 37th Street SE, 8542 37th Street SE, and 8548 37th Street SE).

Stephanie Falkers, SRF Consulting Group, Inc. gave the staff report.

Chairman Hillerud opened the public hearing. No one appeared. Chairman Hillerud closed the public hearing.

A motion was made by Commission member Bensch to accept the findings of staff and recommend approval of the zone change from R-1 and A-1 to R-1 on the proposed Lots 1-7, Block 1, Scherbenske Third Estates and from R-1 and A-1 to A-1 for the proposed Lot 8, Block 1, Scherbenske Third Estates to the City Council. Motion seconded by Commission member Rath. Roll Call. Unanimous aye vote. Motion Carried.

    1. Public Hearing: Preliminary Plat Request

Hearing on an application requesting preliminary plat approval of Benders’s First Addition, a replat of Lot 4, Block 1, Uncle Bob’s Second Addition and Lot 4 less the West 85 feet, Block 1, Second Replat of, Lots 3, 4, & 5-Block 1, and Lots 1, 2 & 3-Block 2, Dakota Inn Addition to the City of Jamestown, North Dakota. (500 & 502 24th St SW)

Stephanie Falkers, SRF Consulting Group, Inc. gave the staff report. It was noted that a number of items that are required by the Jamestown Municipal Code for a preliminary plat are currently deficient and that the owner was aware of the deficiencies and that they need to be submitted to assure consideration.

Discussion was held among members relating to existing easements that are indicated on the existing plat and the need for the addition and revision of some of the easements with City Engineer Schwartzkopf explaining that any added or modifications to existing easements will be noted on the proposed preliminary plat.

Chairman Hillerud opened the public hearing. No one appeared. Chairman Hillerud closed the public hearing.

There was no action taken on this item as it will be postponed to the October hearing due to missing information.

    1. Update on the Land Use & Transportation Plan.

City Engineer Schwartzkopf updated the Commission members on the Land Use & Transportation Plan and related that this last series of meetings was the last opportunity for public input. Consultants feel that the public is satisfied with plans. The consultants will now reconcile their modeling and work on the final report. It is hoped that draft copies of the LUTP may be available December, 2014, however, approval from the NDDOT and the FHWA can be a lengthy process. Schwartzkopf related that approximately 90% of the work will be completed before the end of the year.

Commission member Bayer commented on the public LUTP meetings as well.

    1. Other business.

Chairman Hillerud welcomed new Planning Commission members, Mike Rinehart and Don Frye, and thanked the past members Harley Trefz, Mike Bergquist & Dave Tressler for their years of service.

Chairman Hillerud noted that he is on the sub-committee of the SRWD, and reported that the funding request for the storm water study was submitted tom the JSDC and was approved to be heard by the JSDC Board today at 11:30 a.m.
