The North Dakota Democrat says the Federal Emergency Management Agency has allocated $5 million to support a training center in Pueblo, Colorado.  KANSAS CITY, Mo. (AP) – Salvador Perez hit a walkoff single and the Royals scored twice in the bottom of the 12th to pull out a 9-8 win over the Oakland Athletics in the American League Wild Card game at Kansas City. The Royals rallied from deficits of 7-3 and 8-7 before earning the right to face the Los Angeles Angels in the ALDS. The A’s were two outs away from victory until Eric Hosmer tripled and scored on an infield single by Christian Colon.

PITTSBURGH (AP) – The National League Wild Card game  tonight has the Pittsburgh Pirates hosting the San Francisco Giants tonight. Edinson Volquez will start for the Bucs after going 13-7 with a 3.04 ERA this season. The Giants will counter with 18-game winner Madison Bumgarner, who has made six previous postseason starts while Volquez has appeared in just one playoff game.

ANAHEIM, Calif. (AP) – Angels outfielder Josh Hamilton says he’s feeling better and is ready for the playoffs this week. The former AL MVP missed 21 of the Angels’ final 22 regular-season games because of shoulder and other upper-body injuries.  Angels pitcher Matt Shoemaker also said he’s feeling fine after being sidelined the last two weeks because of an oblique strain on his left side.

UNDATED (AP) – Max Scherzer (SHUR’-zur) will be on the mound when Detroit opens its AL Division Series against the Orioles in Baltimore.  Scherzer went 18-5 this season with a 3.15 ERA.

Manager Brad Ausmus will go with Justin Verlander in the second game and David Price in Game 3 when the series shifts to Detroit.

Orioles manager Buck Showalter will start Chris Tillman in Thursday’s opener. Wei-Yin Chen (way yihn-chehn) starts Game 2 for the Birds, followed by Miguel Gonzalez at Comerica Park.

COLLEGE FOOTBALL…

ANN ARBOR, Mich. (AP) – Hundreds of University of Michigan students have marched to the home of school President Mark Schlissel to protest against the performance of athletic director Dave Brandon and football coach Brady Hoke.

Tuesday evening’s rally came shortly after Schlissel apologized for the way the team handled a head injury to quarterback Shane Morris during Saturday’s 30-14 loss to visiting Minnesota.

The protest came as the disappointments mount for the 2-3 Wolverine and focused on coaches’ failure to keep Morris out of the game after his head injury. Brady says he was unaware that Morris hurt his head in a helmet collision.

The Michigan Daily reports that students called for the athletic director’s removal with chants of “fire Brandon” and “down with Dave.”

NFL…

OAKLAND, Calif. (AP) – The Oakland Raiders have selected offensive line coach Tony Sparano to replace head coach Dennis Allen, who was fired on Monday with the team 0-4 and riding a 10-game losing streak dating to last season. Sparano previously was head coach of the Miami Dolphins, taking them to an 11-5 record and an AFC East title in his first season before compiling an 18-27 mark the next three seasons. He was let go by the Dolphins following a 4-9 start in 2011.

KANSAS CITY, Mo. (AP) – The NFL says Kansas City Chiefs safety Husain Abdullah (ab-DOO’-luh) should not have been penalized for dropping to his knees in prayer in the end zone after an interception in Monday night’s game. NFL spokesman Michael Signora writes in an email to The Associated Press that “the officiating mechanic in this situation is not to flag a player who goes to the ground as part of religious expression.

The flag thrown in the fourth quarter of Kansas City’s 41-14 victory over New England last night touched off a firestorm on social media, with many wondering how it was different from players dropping to one knee in Christian prayer.

WASHINGTON (AP) – The Federal Communications Commission has voted to end the decades-old rule preventing cable and satellite operators from airing sports events that were blacked out on local TV. The rule was originally adopted to help boost ticket sales in the 1970s, but the commission says the rule is now outdated and unnecessary. The NFL would still be able to privately negotiate its own rules with cable and satellite companies that would not have the backing of the federal government.

WASHINGTON (AP) – Federal Communications Commission chairman Tom Wheelers says the agency will consider a petition to ban the Washington Redskins nickname from the public airwaves.

A law professor has challenged the use of the name on broadcast television, saying it violates FCC rules against indecent content. Native American and other groups have demanded the name be changed, calling it a racial slur.

Wheeler did not offer a timetable for a ruling on the matter.

In world and national news…

DAMASCUS (AP) – A Syrian official says 17 people have been killed in twin explosions near a school in Homs (hohms). The blasts happened as children were leaving school at the end of the day. At least 10 of the dead are children. The neighborhood is dominated by a Shiite offshoot sect that Syrian President Bashar Assad belongs to.

BEIRUT (AP) – Activists say nine Kurdish fighters captured by Islamic State militants in clashes near the Syria-Turkey border have been beheaded. Images posted on social media networks show women’s heads placed on a cement block. The Kurds, including three women, were captured during fighting in the northern town of Kobani. The Syrian Observatory for Human Rights also says dozens of militants and Kurdish fighters were killed in clashes overnight.

WASHINGTON (AP) – The former soldier accused of jumping the White House fence and entering the executive mansion with a knife has his first court appearance today since he was indicted yesterday. The Sept. 19 breach of security led to yesterday’s House committee hearing during which lawmakers had tough questions for Secret Service head Julia Pierson. Now, two Washington newspapers are reporting that three days before the breach, an armed security guard who’s also an ex-convict, shared an elevator with President Barack Obama at the Centers for Disease Control and Prevention in Atlanta.

DALLAS (AP) – Authorities are tracking down family, friends and anyone else who may have come in close contact with a man in a Texas hospital with the Ebola virus. Federal health officials say the man arrived in Dallas from Liberia on Sept. 20. But they say no one on the plane was at risk because he hadn’t shown symptoms at that point. Members of the Liberian community in the Dallas-Fort Worth area say they’re not so sure. Health officials say the man had gone to the hospital twice before health workers learned he had been in Africa.

BELL GARDENS, Calif. (AP) – Prosecutors in Los Angeles County will decide whether to file charges against the wife of Bell Gardens Mayor Daniel Crespo, who was shot to death yesterday during a domestic dispute. Levette Crespo was released last night after being questioned for several hours. Sheriff’s officials say she got into an argument with her husband and their 19-year-old son tried to intervene. Levette Crespo allegedly got a gun and shot her husband several times when he got into a struggle with his son.
