Jamestown (CSi) Jamestown City Council committees met Tuesday evening at City Hall. Council Member Gumke was not present.

FINANCE & LEGAL COMMITTEE:

The committee recommended approving the request from JSDC for $43,000 from the Economic Development Fund to fund a Flex PACE interest buy down for D & B Portables LLC, owned by Bonnie & Donald Larson, with the City Share to be $34,400 and paid from the City Sales Tax Fund.

Considered the request from JSDC to set aside 30-40 acres in the SE ¼ of Section 28-140-62 (Spiritwood Property) for a potential crew camp with an annual lease rate of $600 per acre. JSDC CEO Connie Ova said the plans are preliminary at this time.

Mayor Andersen said she feels the dollar per acre amount should remain at the original $125 per acre.

The committee unanimously recommends approving the request.

Considered the request from JSDC to sell Lot 8, Block 1, I-94 Business Park Addition, to Tim & Kathy Nill in the amount of $68,171.

The committee recommends approval pending review of the purchase agreement by the city attorney.

The committee considered information presented and to take such action deemed appropriate relative to the City Forester, Doug Wiles, compensation. The committee recommends a salary increase of a three-step adjustment, eventually reaching 42,650 annually, with the steps starting November 1, 2014.

The committee considered the HVAC Maintenance Contract for the Jamestown Civic Center and other City Buildings.

The committee recommends the Civic Center remains with Precision Mechanical, and other city buildings contracts be cancelled with other companies, and be considered individually, with solicitation, effective January 1, 2014.

Recommends approving the plat of Bender’s First Addition, a replat of Lot 4, Block 1, Uncle Bob’s Second Addition, and Lot 4 less the West 85 feet, Block 1, Second Replat of Block 1, Lots 3, 4, & 5, and Block 2, Lots 1, 2 & 3, Dakota Inn Addition, to the City of Jamestown, North Dakota. Recommends approving introducing the First Reading of an ordinance to amend and re-enact Ordinance No. 329 to change the zoning of Lots 17, 18 & 19 PLUS N ½ Vacated Alley, Block 7, Mill Hill Second Addition, from M-1 (Limited Industrial and Manufacturing District) to C-1 (Local Commercial District).

CIVIC CENTER AND PROMOTION COMMITTEE

The committee recommends approving a Resolution of Support for the North Dakota State Historical Society plans for restoration and repurposing of the 1883 Stutsman County Courthouse. Gwinn Hinman said $500,000 is being solicited from the community. She said the building is planned to be used as a state historic site, an educational facility, and community event center.

Considered acceptance of the revised version of the Jamestown Tourism Bylaws.

Jamestown Tourism, Director, Searle Swedlund appeared at the meeting to answer and questions. The committee recommends accepting.

Valley City (CSi) The Valley City Commission met in Regular Session Tuesday evening at City Hall.  Council Member Magnuson was not present.

 APPROVAL OF CONSENT AGENDA ITEMS:

 A Game of Chance Raffle Permit for VC Chamber of Commerce and Student Nurse Organization.

The City Commission then approved a Resolution approving the 5 Year Commercial Property Tax Incentive to Northport Apartments, Limited Liability Partnership.

NEW BUSINESS

Approved a Retail Image Enhancement Grant (signage) for Miller Motors not to exceed $7,500.00.

The City Commission approved a height extension request for Grand Stay hotel on Winter Show Road to exceed 35’ per the Zoning Ordinance to 48’.   Commissioner Pedersen abstained from voting.

CITY ADMINISTRATORS REPORT

David Schelkoph said anyone wanting a new AMI meter, may call City Hall.

A section of water main replacement project will be finished later this week.

The city will meet with KLJ and contractors on when to complete the project.

He said city officials had a meeting with employees on cyber security.

With city boulevard signs, Schelkoph will be establishing a committee to look at a city Ordinance, to provide direction.

City Attorney Myhre said he has met with the Economic Develop attorney regarding future dealings between the city and economic development.

He said the infraction previously discussed concerning My Bar, is still under review.

He added an animal Ordinance for Valley City is in final draft.

CITY UPDATE & COMMISSION REPORTS

City Auditor Richter said the November City Commission meeting will be on Monday November 3, 2014, as Tuesday the 4^th is election day.

Commissioner Nielson said for the first time, the Rosebud Visitors Center recorded more visitors from Minnesota, than North Dakota. She noted a number of international visitors.

Commissioner Luke noted water commission concerns with water quality at the Sheyenne River, stemming from dry weather conditions.

Jamestown (CSi) The Jamestown Arts Center will host author Nancy Kuykendall for a signing of copies of her book, Mornings on the Porch, on Saturday November 1, 2014,at 2-p.m.

Ms. Kuykendall, of Jamestown, announces that her first book was released nationally on October 15, 2014.

Ms. Kuykendall studied music and taught for thirty years and has played piano for churches and a variety of events.

Bismarck (CSi) USDA Rural Development Acting State Director Bill Davis has announced more than $300,000 in business grants to four North Dakota recipients. The grants will provide support to small and emerging rural businesses.

· South Central Dakota Regional Council received a$24,000 grant. The funding will be used to provide individual technical assistance for private business development.

The funding is from USDA’s Rural Business Enterprise Grant (RBEG) program, which promotes private business development.

  WATFORD CITY, S.D. (AP) – A McKenzie County woman who was reported missing has shown up safely at the sheriff’s office in Watford City.
 
     The McKenzie County sheriff’s office asked the public Tuesday morning for information on 48-year-old Sandra Leist. Leist’s family said they had not heard from the woman since Sunday morning.
 
     Leist showed up at sheriff’s office in Watford City on Tuesday afternoon.

 

FARGO, N.D. (AP) – North Dakota farmers are wrapping up the harvest of durum wheat and the planting of winter wheat.
 
     The Agriculture Department says in its weekly crop report that both activities are 97 percent complete, after a week of dry and unseasonably warm weather.
 
     The harvests of many late-season crops including soybeans and potatoes also are nearing completion, though the corn and sunflower harvests still lag well behind the average pace.
 
     Pasture and range conditions in the state are rated 73 percent good to excellent. Stockwater supplies are rated 97 percent adequate to surplus.

 

 BISMARCK, N.D. (AP) – Dakota the duckbilled dinosaur might have found permanent digs in Bismarck.
 
     State Historical Society Director Merl Paaverud (PAH’-vur-ood) says officials have reached a $3 million deal to keep the rare mummified fossil on display at the North Dakota Heritage Center.
 
     Paaverud says the deal means that the state can begin to pursue fundraising.  He says the money must be raised within four years “or the deal is off.”
 
     Paaverud says he’s optimistic the money can be raised from private donations.
 
     Tyler Lyson (LEE’-suhn) discovered the dinosaur on his uncle’s ranch in southwestern North Dakota in 1999. 
 
     Researchers say Dakota is one of the most important dinosaur discoveries in recent times. The petrified beast has been the subject of a children’s book and an adult book, and National Geographic television programs. 

 

In world and national news…

 WASHINGTON (AP) – After nearly six months in custody in North Korea, American detainee Jeffrey Fowle has been released. The State Department today announced the release of Fowle, who had been awaiting trial on charges of leaving a Bible at a nightclub in a northern port city last May. He’s now been flown out of North Korea on a U.S. government jet. The Swedish government helped negotiate his release.
 
     WASHINGTON (AP) – The White House says it was a positive decision by North Korea to release detained American Jeffrey Fowle. A spokesman urged the North to release the other Americans, Kenneth Bae and Matthew Miller, and said the U.S. will “continue to work actively on them.” The three Americans entered North Korea separately. In interviews last month with the AP, all three said they believed that the only solution to their situation was for a U.S. representative to come to North Korea to make a direct appeal.
 
     PRETORIA, South Africa (AP) – Prosecutors in South Africa will be deciding whether to appeal the five-year prison sentence for Oscar Pistorius. He was sentenced Tuesday for killing girlfriend Reeva Steenkamp. Pistorius could have been sentenced to up to 15 years in jail, but also could have received a completely suspended sentence or house arrest. An uncle of Pistorius said the double-amputee track star “will embrace this opportunity to pay back to society.”
 
     PHOENIX (AP) – The sentencing re-trial of Jodi Arias has begun in Arizona, with a new jury seated to decide whether the convicted murderer should live or die after killing her boyfriend. Arias was convicted of murder last year, but the first jury was deadlocked on whether to give her the death penalty or life in prison.
 
     WASHINGTON (AP) – The State Department has tapped former Democratic presidential candidate Gary Hart to be its newest envoy to Northern Ireland. Secretary of State John Kerry says Hart will help smooth negotiations in the new round of power-sharing talks among the government’s five-party coalition. The talks opened last week in Belfast amid low hopes of progress. Hart ran for president in 1984 and 1988.
