Jamestown City Council 2014Jamestown (CSi) Jamestown City Council committees met Tuesday evening at City Hall.  Council Member Gumke was not present.

FINANCE & LEGAL COMMITTEE:

The committee recommended approving the request from JSDC for $43,000 from the Economic Development Fund to fund a Flex PACE interest buy down for D & B Portables LLC, owned by Bonnie & Donald Larson, with the City Share to be $34,400 and paid from the City Sales Tax Fund.

Considered the request from JSDC to set aside 30-40 acres in the SE ¼ of Section 28-140-62 (Spiritwood Property) for a potential crew camp with an annual lease rate of $600 per acre. JSDC CEO Connie Ova said the plans are preliminary at this time. Mayor Andersen said she feels the dollar per acre amount should remain at the original $125 per acre. The committee unanimously recommends approving the request.

Considered the request from JSDC to sell Lot 8, Block 1, I-94 Business Park Addition, to Tim & Kathy Nill in the amount of $68,171.  The committee recommends approval pending review of the purchase agreement by the city attorney.

The committee considered information presented and to take such action deemed appropriate relative to the City Forester, Doug Wiles, compensation. The committee recommends a salary increase of a three-step adjustment, eventually reaching 42,650 annually, with the steps starting November 1, 2014.

The committee considered the HVAC Maintenance Contract for the Jamestown Civic Center and other City Buildings.  The committee recommends the Civic Center remains with Precision Mechanical, and other city buildings contracts be cancelled with other companies, and be considered individually, with solicitation, effective January 1, 2014.

BUILDING, PLANNING & ZONING COMMITTEE

Recommends approving the plat of Bender’s First Addition, a replat of Lot 4, Block 1, Uncle Bob’s Second Addition, and Lot 4 less the West 85 feet, Block 1, Second Replat of Block 1, Lots 3, 4, & 5, and Block 2, Lots 1, 2 & 3, Dakota Inn Addition, to the City of Jamestown, North Dakota. (My Place Motel.)

Recommends approving introducing the First Reading of an ordinance to amend and re-enact Ordinance No. 329 to change the zoning of Lots 17, 18 & 19 PLUS N ½ Vacated Alley, Block 7, Mill Hill Second Addition, from M-1 (Limited Industrial and Manufacturing District) to C-1 (Local Commercial District).

A Public Hearing and Second Reading of an Ordinance to amend and re-enact an Ordinance by amending the District Map to change the zoning of Lots 1-7, Block 1, Scherbenske Third Estates Subdivision, from R-1 (One-Family Residential District) and A-1 (Agricultural District) to R-1(One-Family Residential District) and Lot 8, Block 1, Scherbenske Third Estates Subdivision, from R-1 (One-Family Residential District) and A-1 (Agricultural District) to A-1 (Agricultural District) is scheduled for the November 3, 2014, City Council meeting.

 

CIVIC CENTER AND PROMOTION COMMITTEE

The committee recommends approving a Resolution of Support for the North Dakota State Historical Society plans for restoration and repurposing of the 1883 Stutsman County Courthouse. Gwinn Hinman said $500,000 is being solicited from the community. She said the building is planned to be used as a state historic site, an educational facility, and community event center.

Considered acceptance of the revised version of the Jamestown Tourism Bylaws.  Jamestown Tourism, Director, Searle Swedlund appeared at the meeting to answer and questions.   The committee recommends accepting.
