BISMARCK, N.D. (AP) – An Alberta clipper that passed through the region has left many highways in North Dakota and eastern South Dakota slick for Thanksgiving holiday travelers.

A travel alert remains in effect Wednesday morning for central North Dakota. That means motorists can still travel, but they should beware of poor conditions. A winter weather advisory is in effect for part of northeastern South Dakota.

The system that passed through Tuesday dumped 2-5 inches of snow throughout the region. The National Weather Service says more snow is possible on Thanksgiving throughout North Dakota and in northern South Dakota, though heavy accumulations are not expected.

Black Friday shoppers in North Dakota also could see light snow and possibly some freezing rain in the south. But temperatures in both states should be relatively balmy.

FARGO, N.D. (AP) – A judge says a previous conviction against one of two brothers accused of scamming the federal government out of $2 million in crop insurance payments cannot be used as evidence in trial – for now. Aaron and Derek Johnson, who grew potatoes in the Carrington area, have pleaded not guilty to conspiring to receive illegal payments by intentionally damaging the spuds. The Johnsons are accused of applying chemicals and adding spoiled and frozen potatoes to their stored crop to increase deterioration.

FARGO, N.D. (AP) – A man has been sentenced to a year in prison for failing to care for his children on the Spirit Lake Indian Reservation.

Forty-two-year-old Nathan Jones Jr., of St. Michael, pleaded guilty in August to felony child abuse and neglect.

Authorities say Jones, who is the parent of six children, admitted to leaving his children unsupervised on three separate occasions because he was drunk.

Jones is also accused of failing to bring a child to dental appointments, resulting in the removal of the child’s teeth, and failing to provide treatment for a child’s severe skin condition, resulting in bleeding wounds.

The tribe’s child protection system has been the subject of numerous inquiries resulting from cases of abuse or neglect on the reservation.

FORT YATES, N.D. (AP) – The FBI and the Bureau of Indian Affairs are investigating what authorities say is the suspicious death of a man on the Standing Rock Indian Reservation.

FBI spokesman Kyle Loven tells the Bismarck Tribune that the man died Saturday night in Fort Yates. No charges were immediately filed.

Loven did not release any more information Tuesday, citing the ongoing investigation.

LANKIN, N.D. (AP) — Authorities say more than 80 cats have been seized from a woman’s home in northeastern North Dakota.

Authorities said Tuesday they retrieved 82 cats from the Lankin home Monday after receiving a court order to seize them.

The court ordered that the cats be euthanized after they were deemed unadoptable due to disease. Authorities and the Park River Veterinary Clinic say the cats were feral and not vaccinated.

Health department officials and a Grafton deputy went to the home a month ago and found the cats in horrible living conditions. The court order followed numerous complaints about the health hazard of the woman’s home.

Authorities haven’t charged the woman but are investigating.

BISMARCK, N.D. (AP) – The closing of Alco stores around the central U.S. affects nearly two dozen communities in the Dakotas.

The small-town discount retailer is closing after a U.S. Bankruptcy court in Dallas approved an order by the company’s creditors to shutter its stores.

The Texas-based company was established in 1901 and grew to operate 198 stores in 23 states, selling home furnishings, outdoor products, electronics, sporting goods and clothing.

In the Dakotas, Alco stores have operated in smaller cities, such as Lead (leed) and Mobridge in South Dakota and Watford City and Langdon in North Dakota.

FARGO, N.D. (AP) – An independent panel that has been reviewing the Fargo Police Department’s disciplinary policies and morale has presented its findings.

The  panel’s recommendations include improving communication among staff, setting up a balanced disciplinary procedure with checks and balances, providing a strong message of support to staff and examining pay scales.

The findings presented to the City Commission come two weeks after the resignation of Police Chief Keith Ternes.

The panel was established after some former officers raised concerns about morale and administrative oversight. The board interviewed 90 current and former officers, as well as several others from other law enforcement agencies.

The five-member panel includes retired Highway Patrol Superintendent Jim Prochniak, retired Cass County Sheriff’s Office Chief Deputy Jim Thoreson and Clay County, Minnesota, Administrator Brian Berg.

BISMARCK, N.D. (AP) – North Dakota Insurance Commissioner Adam Hamm says the state is set to receive more than $25,000 as part of a multi-state life insurance settlement with Symetra Life and Symetra National Life Insurance Companies.

Hamm on Tuesday said seven states including North Dakota have reached a $1.2 million agreement with the insurer related to its use of the Social Security Administration’s Death Master File.

Authorities say Symetra used the file to search for and stop payments to annuity holders, but didn’t use it to identify deceased life-insurance policyholders to pay their beneficiaries.

The insurer has agreed to implement a number changes under the settlement. It will use the Social Security’s death records on a timely basis to search for deceased policyholders and make payments to their beneficiaries.

WOLVES…

MINNEAPOLIS (AP) – Minnesota Timberwolves guard Kevin Martin will miss the next six to eight weeks after having surgery on his fractured right wrist. Martin suffered the injury in a win over the New York Knicks last week. Martin was injured in the first quarter but finished the game and was able to score 37 points.

GOPHERS…

MINNEAPOLIS (AP) – The signs of progress at Minnesota are plentiful. The 22nd-ranked Gophers have cracked the Associated Press poll for the first time in more than six years. They’ve posted consecutive eight-win seasons for the first time since 2002 and 2003. They’ve got a chance to go to the Big Ten championship game. The Gophers play rival Wisconsin on Saturday for the West Division title.

MLB…

The Minnesota Twins have announced three more assistants for new manager Paul Molitor, adding pitching coach Neil Allen, bullpen coach Eddie Guardado and bench coach Joe Vavra.

BOSTON (AP) – The Boston Red Sox have announced the signing of free agent third baseman Pablo Sandoval to a five-year, $95 million contract and confirmed a four-year, $88 million deal with free agent infielder Hanley Ramirez. Sandoval told Boston media today that he needed a new challenge after helping the San Francisco Giants win three of the last five World Series. He and Ramirez join a team that has sandwiched a pair of last-place finishes around a World Series title.

CHICAGO (AP) – The Chicago White Sox have acquired more pop to their lineup by giving first baseman Adam LaRoche a two-year, $25 million contract. The lefty-hitting LaRoche batted .259 with 26 homers and 92 RBIs in 140 games for Washington this season. He joins a club that hit just 38 of its 155 home runs last season from the left side.

A person with knowledge of the arrangements says free agent left-hander Jon Lester has plans to meet with the Giants next week.

San Francisco has need for a front-line starting pitcher and was expected to get busy in the free agent market after losing Pablo Sandoval to the Red Sox.

In world and national news…

ST. LOUIS (AP) – An FBI spokeswoman says the shooting of two special agents in St. Louis County, Missouri, isn’t directly related to the Ferguson protests. Rebecca Wu says the agents were helping the University City Police Department execute an arrest warrant this morning. One agent was shot in the shoulder and the other agent was shot in the leg. Wu says neither injury is life-threatening.

CLEVELAND (AP) – More information, including video, is expected today in the shooting of 12-year-old Tamir Rice by Cleveland police. Surveillance video will be part of the update this afternoon by police Chief Calvin Williams. The boy turned out to be carrying a replica gun that was missing an orange safety indicator. Police say an officer responding to a call about someone with a gun, shot Rice after he reached into his waistband for what appeared to be a weapon.

FERGUSON, Mo. (AP) – There’s somewhat less tension in Ferguson, Missouri today. National Guard reinforcements helped contain yesterday’s protests, preventing a second night of the chaos that led to arson and looting after a grand jury decided not to indict the white police officer who killed Michael Brown. Meanwhile, officer Darren Wilson tells ABC News there was nothing else he could have done.

STAMFORD, Conn. (AP) – A broken elevator has left some disabled and other residents unable to leave their six-story building in Connecticut and that may not change for up to a month. The Advocate of Stamford says the 35-year-old elevator failed last week. Building manager Richard Freeman says a contractor is authorized for the work, but a control panel system must be ordered and wiring must be custom designed.

BERLIN (AP) – German Chancellor Angela Merkel (AHN’-geh-lah MEHR’-kuhl) has told Parliament that there’s no excuse or justification for Russia’s role in the Ukraine crisis. She says the possibility of a cease-fire in east Ukraine remains far removed and continued sanctions against Russia are “unavoidable.” She says it will take “patience and perseverance” to end the crisis.
