Jamestown (CSi) The Jamestown Salvation Army reports, the last couple of matching opportunities in Jamestown have brought in big bucks, but there is still a ways to go before the Christmas campaign goal is met and it’s not too late to double your donation today.

Lt. Mitch Brecto says, another match is underway this weekend. Thanks to a few anonymous individuals, a $6,500 match will take place at kettles both on Friday and Saturday in Jamestown.

He says, “We just wrapped up a match the other day and we’re right around $85,000 raised so far. Our Christmas campaign goal is $156,000.”

Donations will be doubled all day Friday and Saturday at red kettles throughout Jamestown. This also includes donations that are given online, donations delivered to the Army worship and service center in Jamestown, as well as donations that are called into 1-800-SAL-ARMY or 1-800-725-2769.

Lt. Brecto.adds “We are also in need of more volunteers who would be willing to bell ringers.”

 

JAMESTOWN, N.D. (AP) – The Stutsman County Sheriff’s Office is investigating the death of a man found dead outside his rural Jamestown home.
 
     Authorities say preliminary autopsy results indicate 75-year-old Alvin Peterson, of Ypsilanti, died of hypothermia.
 
     Authorities say Peterson owned a vehicle involved in a hit-and-run incident on U.S. Highway 281 south of Jamestown. The driver of a semitrailer reported being side-swiped on Monday night by a vehicle that left the scene.
 
     The sheriff’s office found Peterson’s damaged and abandoned vehicle on the south side of Jamestown on Tuesday morning. Deputies went to Peterson’s home after checking the vehicle registration and found his body.

 Jamestown (CSi) the Jamestown City Council’s Finance & Legal Committee Building, Planning & Zoning Committee Civic Center & Promotion Committee Fire & Police Committee Public Works Committee met Thursday at 3-p.m., at City Hall.  All members were present.

WITH FINANCE & LEGAL COMMITTEE BUSINESS:

The committee recommends the request from Ben Pesek Properties, LLC for a Flex PACE Interest Buy-down of up to $43,000 in Economic Development Funds with the City Share to be up to $34,400, and paid from the City Sales Tax Fund.

Considered authorizing and determining a funding source for Storm Water Master Plan Study in the immediate vicinity of the City of Jamestown. The water board brought the plan to the JSDC, and in turn the Stutsman County Commission had turned down the request.

The JSDC suggests funding come from the infrastructure portion of the city sales tax.

Council Member Dan Buchanan also suggested the funding come from the sales tax collected from January 1, 2015 to March 31, 2015, that was earmarked for the high school building fund, which expires December 31, 2014.

Mayor Andersen moved that a joint powers agreement with the political subdivisions involved, be prepared in a memorandum by the City Attorney, with funding either from the one half percent city sales tax, or the forthcoming sales tax collections from the high school building fund, in January 1 – March 31, 2015.

The committee recommends approving the request from Tanata Enterprises, Inc., dba Frontier Fort Bar & Grill, to switch from a Class D On-Sale alcoholic beverage license to a Class C On/Off Sale alcoholic beverage license.

The committee recommends Water, Sewer, Sanitation and Solid Waste Utility rates  increases to be effective January 1, 2015. The rates were approved as part of the 2015 city budget, at 5% across the board.

The committee recommends entering into a Memorandum of Understanding with Cavendish Farms relative to Wastewater Rates to be charged for 2015 at a rate increase of 3%.

The committee reviewed the City Attorney’s memorandum regarding the Menard’s Agreement and consider the request from Newman signs to lease space for two (2) sign structures on Outlots A & B, Menards Addition.The committee sent the request to the January 5th City Council meeting without recommendation, until the final draft language is presented by the city attorney.  Council Member Gumke a Newman’s employee abstained from voting.

Considered entering into a CORS Host Agreement with Butler Machinery Company d/b/a MidStates VRS to attach a CORS Station at the Water Treatment Plant.The committee moved the matter without recommendation to the January City Council meeting.  The equipment is for GPS equipment.

The committee recommends approving the request from Relay for Life to place a ribbon around the Buffalo Sculpture the first week in June prior to the Relay for Life Event.

The committee recommends recognizing the RSVP+ND as a public spirited organization and to authorize the issuance of a raffle permit retroactive to December 5, 2014.

The committee recommends approving applications for appointments including:

BUILDING, PLANNING & ZONING COMMITTEE BUSINESS:

The committee recommends approval of the final plat of Dabill Addition, a replat of Lot 19, Beverly Hills 3rd Addition and Lots 1 and 2, Block 2, Beverly Hills 6th Addition. (701 and 703 12th St SW and 1210 7th Ave SW)

The committee concurred with the recommendation from the Planning Commission that ordinance language be developed for the requirement of traffic impact studies for development within the City of Jamestown. Examples have been prepared by SRF Consultanting. Certain criteria would trigger the need for a study.

Informational:

The public hearing and second reading of Ordinance No. 1451, introduced by Council Member Buchanan, to amend and re-enact Ordinance No. 329 by amending the District Map to change the zoning of Lot 1, Block 61, Klaus Second Addition, (503 2nd Ave SW) from R-2-A (One to Six Family Residential District) to C-2 (General Commercial District), is scheduled for the January 5, 2015, city council meeting.

CIVIC CENTER AND PROMOTION COMMITTEE BUSINESS:

The committee considered a revised Catering Agreement for Alcohol Beverage Sales at the Jamestown Civic Center to include a revision of the fees. Civic Center Manager Pam Fosse said the Civic Center needs the dollars to cover expenses. The committee moved the revised agreement to the January City Council meeting without recommendation pending information from the City Attorney.

Considered authorizing the advertising for bids for a new Portable Basketball Floor for the Civic Center. Ms. Fosse said this is a 2015 budgeted item. The current floor is 20 years old, and often the sections come apart during a game. The committee recommends the authorization.

FIRE & POLICE COMMITTEE

Chief Edinger informed the committee that he’s been approached by citizens to us UTVs or ATVs to operate the vehicles by citizens on city streets.

PUBLIC WORKS COMMITTEE

The committee recommends a Pay Request No. 4 – Sellin Bros. relating to the WTP Backwash Pond Pump Station & Force Main Improvements.

The committee recommends the Final Completion Certificate with Sellin Bros. relating to the WTP Backwash Pond Pump Station & Force Main Improvement.

Recommends approving an estimate from Jamestown Plumbing, Heating & A/C, Inc., for new area heating improvements at the City Street Shop. 

Approved recommending a request from the James River Joint Water Resource District for up to an additional $1,500 for closing out the Corps of Engineers James River Study and to provide the $7,000 originally agreed upon but not yet paid.

The committee moved to the City Council meeting without recommendation invoices from JP Larivee for work related to the water damage at the Fire Hall until the final amount is determined.

A discussion concerned a preliminary/draft map of the City of Jamestown’s possible additions to the Urban Limits boundary for the NDDOT. The committee recommends moving the topic to next month’s Public Works Committee meeting.

 Valley City (CSi)  Senator John Hoeven will review plans for a new $10.8 million National Guard maintenance center in Valley City on Friday, December 19. The event will begin at 11 a.m.

Hoeven will tour the North Dakota National Guard (NDNG) maintenance center in Valley City to discuss the constraints of the existing facility and review plans for the construction of a new vehicle maintenance, training and administrative facility. The project was funded in the 2015 omnibus appropriations legislation, which passed Congress Saturday. Hoeven serves as a member of the Senate Appropriations Committee, where he worked to include $10.8 million in the annual military construction funding bill to replace the outdated facility.

BISMARCK, N.D. (AP) – North Dakota’s Oil and Gas Division says a 250-barrel oil spill has been contained at a well in Divide County.
 
     Continental Resources Inc. reported a failed tank on Wednesday at the site about 10 miles northeast of Wildrose.
 
     Regulators say a state inspector has been to the site, and the spilled oil was contained and recovered.
 
     A barrel holds 42 gallons.

 

 BISMARCK, N.D. (AP) – State grants totaling more than $663,000 are being withheld from Dickinson State University due to financial problems with the independent foundation that supports the western North Dakota school.
 
     The grants are part of the North Dakota Challenge Fund, which allocates $1 of state money to university foundations for every $2 in private donations that are raised.
 
     The Dickinson State University Foundation was recently put into receivership after state officials found problems with the foundation’s financial records.
 
     Lt. Gov. Drew Wrigley heads the committee that oversees the North Dakota Challenge Fund. Wrigley says the grant money is being held until the foundation’s finances are in order.
 
     University System interim Chancellor Larry Skogen says he’s “absolutely certain” the foundation “will get financially back on track.”

Valley City (CSi) Valley City State University’s basketball teams will be offering free admission Friday when the teams hold a food drive for the Barnes County Food Pantry.

The Vikings host University of Minnesota-Morris for a doubleheader Friday with game times at 5:30 and 7:30 p.m. at the W.E. Osmon Fieldhouse.

While admission to the games is free, fans and spectators are asked to bring a non-perishable food item, for the Barnes County Food Pantry.

 

In world and national news…

WASHINGTON (AP) – The White House says evidence shows the hack against Sony Pictures was carried out by somebody “sophisticated” who had “malicious intent.” But spokesman Josh Earnest is declining to blame North Korea. Earnest says he doesn’t want to get ahead of investigations by the Justice Department and the FBI. A U.S. official has said that federal investigators have linked North Korea to the attack. Sony has canceled the Christmas Day release of “The Interview” after many theaters said they would hold off on showing the film.
 
     WASHINGTON (AP) – Homeland Security Secretary Jeh (jay) Johnson says the Obama administration’s decision to renew diplomatic ties with Cuba won’t affect immigration rules just yet. He tells MSNBC (CSi74)  that Cubans should not try to come to the U.S. illegally. Under current law Cubans who make it to U.S. soil are generally allowed to permanently stay in the country under the so-called “wet foot, dry foot” policy. Most other immigrants face deportation if caught trying to sneak into the country.
 
     WASHINGTON (AP) – Several potential Republican presidential hopefuls are opposed to President Barack Obama’s policy shift on Cuba. But Rand Paul isn’t one of them. The Kentucky senator told a West Virginia radio station (WVHU) Thursday that the 50-year embargo against Cuba “just hasn’t worked.” Other potential GOP candidates have said Obama is appeasing the Castro regime.
 
     MOSCOW (AP) – Even as he continues his sharp criticism of the West, Russian President Vladimir Putin is offering some conciliatory words when it comes to Ukraine. In a three-hour news conference that has become a Putin holiday tradition, the Russian leader Thursday said eastern Ukraine should remain a part of that country. He voiced support for a quick exchange of war prisoners, and even praised his Ukrainian counterpart.
 
     OLATHE, Kan. (AP) – A Kansas prosecutor will seek the death penalty against Frazier Glenn Miller. He’s the white supremacist from Missouri accused of killing three people at two Jewish sites in suburban Kansas City. A judge today ruled that he’s competent to stand trial.
