Jamestown (CSi) Jamestown city crews will begin snow removal in the residential areas beginning approximately at 9:00 a.m., Wednesday, January 7, 2015 during regular daytime hours.
The above schedule is contingent upon changing weather conditions and snow accumulation totals.
BISMARCK, N.D. (AP) – Residents of the Dakotas are dealing with another day of bone-chilling temperatures as they dig out from the latest winter storm.
The Alberta clipper that passed through the two states Monday dropped 2-5 inches of snow. The National Weather Service reports the 5 inches recorded in Sioux Falls broke the city’s 63-year-old record for the date of 3.9 inches. The liquid in the snow also set records in Sioux Falls and Huron.
The poor conditions contributed to numerous accidents, including a three-vehicle crash in the western North Dakota oil patch that injured people from Washington and Nevada. Nearly 50 accidents were reported in Bismarck, including a chain-reaction crash that temporarily shut down a Missouri River bridge.
Wind chill advisories remain in effect, and they’ll continue into Wednesday in most areas.
UPDATE….
FARGO, N.D. (AP) – Police say driver error is likely the cause of a crash involving a school bus and an empty freight train in North Dakota that killed two people and injured 12 more.
Those injured include five males, ranging in age from six to 16. Seven females were injured, ranging in age from five to 14. The train engineer was a 55-year-old male from Lake Park, Minnesota. The train conductor was a 32-year-old female from West Fargo. The names of all parties involved will be released Tuesday.
Highway Patrol Lt. Troy Hischer says evidence at the scene indicates the 62-year-old bus driver was braking when the crash happened Monday afternoon near Larimore, but that he didn’t stop in time. The driver and a 17-year-old girl were killed.
Hischer says the weather was clear at the time of the crash.
Hischer says authorities will examine the bus to make sure there were no mechanical problems, but authorities don’t expect to find any. He says authorities will be talking with bus passengers to determine if something happened to distract the driver.
Altru Health System in Grand Forks didn’t have condition updates on the injured students early Tuesday.
LARIMORE, N.D. (AP) – The scene of a fatal collision involving a school bus and train near Larimore was the same rail crossing where a man was killed six years ago.
Sixty-three-year-old Darvin Friederich (FRED’-rik) was killed at the crossing in October 2009 when his SUV was struck by a freight train. His wife, Gayle, says crossing arms are needed to make the crossing safer.
The intersection is marked with a crossbuck, which is a white “X” with the words “railroad” on one half and “crossing” on the other. The post with the crossbuck also has a stop sign, which Gayle Friederich says was put up two weeks after her husband was killed.
Monday’s crash killed the bus driver, 62-year-old Max Danner, and a 17-year-old student. Twelve other students were injured.
FARGO, N.D. (AP) – The head of Larimore Public Schools says school officials have received offers from about 30 schools to provide counselors in the wake of a school bus-train accident that killed two people and injured 12 students.
The collision Monday killed the bus driver, 62-year-old Max Danner, and a 17-year-old student. Seven girls between the ages of 5 and 15 and five boys between 6 and 16 were injured.
Roger Abbe, the superintendent of Larimore schools, says many of the counselors who volunteered were on hand for classes Tuesday, as well as clergy members. He says substitute teachers were brought in to support regular faculty.
Abbe says the offers for help show that area schools may be rivals on the basketball court or football field, but come together in tough times.
Jamestown (CSi) The Jamestown City Council met in Regular Session Monday evening at City Hall. All members were present.
Consent Agenda Items considered separately included:
Council Member Buchanan asked that item “D” be discussed separately, a Resolution to direct the City Attorney to review State statutes relative to joint powers agreements and
special assessment districts within townships and to direct the City Administrator to prepare a report regarding potential funding opportunities in order to provide for a Storm Water Master Plan Study in the immediate vicinity of the City of Jamestown.
He asked for a clarificaiton.
City Attorney Ken Dalsted said by adopting the Resolution the City Council was not taking action on specific items.

A public Hearing was held, concerning the request to vacate 13th Avenue NE from 4th Street NE to 5th Street NE, adjacent to Block 1, Solien & Denault Hi-Acres Addition, and Lots 1 & 2, Meadowlark Addition, to the City of Jamestown, Stutsman County, North Dakota, near the 7th Day Adventist Church. A supportive letter was received by the city from the Church. Subject to the reservation of easement rights.
Following the Public Hearing the City Council approved the request.
Another Public Hearing was held, concerning the request to vacate 11th Avenue NE/1400 Block, adjacent to Lot 6, Block 4, Leapaldt Addition, Replat of Block 4; Part of Lots 7 & 8 Less N.102.5’ of W.233’ & S.72.75’ of N.175.25’ of W.200’, Replat of Lots 7 & 8, Block 4, Leapaldt Addition, Replat of Block 4; and Lot 1, Block 1, Leapaldt 2nd Addition, to the City of Jamestown, Stutsman County, North Dakota. Adjacent to the Jehovah’s Witness Church. Jamestown City Fire Chief Jim Reuther said he and Police Chief Edinger have indicated adequate access will be available.
Council Member Buchanan suggested a provision that includes reserving the rights of easements. Mayor Andersen said she does not favor most vacations.
Following the Public Hearing the City Council voted to table the item until next month.
The City Council moved the request from Newman Signs to lease space for two (2) sign structures on Outlots A & B, Menards Addition, to this month’s committee meeting..
The Council Members discussed entering into a CORS Host Agreement with Butler Machinery Company d/b/a MidStates VRS to attach a CORS Station at the Water Treatment Plant,
for GPS equipment. City Attorney Dalsted said has been reviewing the agreement, indicating more work needs to be done on the agreement.
The Council moved the item to the January committee meeting.
The Council moved a revised Catering Agreement for Alcohol Beverage Sales at the Jamestown Civic Center to include a revision of the fees, to the next committee meeting. Dalsted indicated a separate alcohol and catering agreement be included in revisions.
The City Council approved payment of Invoice No. 120814, to Joseph P. Larrivee, Architects, P.C., for work related to the water damage at the Fire Hall, in the amount of $1,908.00.
Ordinances:
A Public Hearing was held, concerning an ordinance to amend and re-enact Ordinance No. 329 by amending the District Map to change the zoning of Lot 1, Block 61, Klaus Second Addition, (503 2nd Ave SW) from R-2-A (One to Six Family Residential District) to C-2 (General Commercial District).
A Second Reading of an Ordinance was approved to amend with Mayor Andersen voting in opposition.
Hearing From The Audience:
Nellie Degen a liason of the North Dakota Fraternal Order of Police, James River Valley Chapter presented a letter to the Council, she offered her assistance and support in setting up goals and objectives.

Appointments:
The City Council approved appointing Harvey Schuh to serve as a member of the Board of Adjustment for a three (3) year term to expire January 2018.
Appointed Trent Hillerud to serve as a member of the Fire Code Board of Appeals for a three (3) year term to expire November 2017.
Appointed Calvin Dupree to serve as a city representative member of the Law Enforcement Center Governing Board for a four (4) year term to expire December 2018.
Appointed Trent Sletto to serve as a member of the Regional Airport Authority for a five (5) year term to expire December 2019.

Other Business:
Consider approval of the sale of the current portable basketball floor and backstops to Tom Tracy in the amount of $18,000.00 ($12,000 floor and $6,000 backstops). The trade-in value was estimated at $10,000.
Mayor Andersen moved to place the item on the next committee meeting agenda.
Approved the NDDOT Project Submittal List, as prepared by the City Engineer, for FY 2015-2020, with the condition that the Council can choose to amend the Approved Project List after submittal and approval of the City’s Land Use and Transportation Plan, tentatively scheduled for March/April of 2015.
The City Council discussed rejecting the bid for Storm Drain Cleaning, as the bidder did not supply adequate information and was out of price range. A representative of Schebenske Inc.requested their proposal be considered. The work would be on a trial basis on a section of drain, and if the work was not adequate, no charge would be made.
City Attorney Dalsted said the project would need to be re-bid, if the current bids are rejected.
The City Council voted to reject the bid which failed.
The Council then accepted the bid of Scherbenske’s, to perform the work, ona 3-2 vote.
An application from KSS63 LLC Cherry Berry’s restaurant for an On Sale Beer, Wine, and Sparkling Wine license at 2403 Highway 281 South for the period December 31, 2015 was approved. Council Member Buchanan voted in opposition.

Jamestown (CSi) Beginning Experience (BE) in Jamestown begins the next 10 week session, on January 8, 2015.
Spokesperson Jay Wagner says, BE is a non-denominational Christian grief support group for those who have lost a loved-one or partner through death, divorce, or separation.
The new series is entitled “Coping With Life Alone.”
The group meets at Trinity Lutheran Church in Jamestown, at 7-p.m., with sessions starting at 7:30-p.m., and run until 9:30-p.m.

Valley City (CSi) When the North Dakota 2015 legislative session opens on Tuesday January 6, 2015, Valley City State University will request the largest capital funding request in VCSU’s history.
Valley City State President Tisa Mason says the majority of the more than $40 million dollar request will be for a fine arts center and a new heating plant.
State Senator Larry Robinson says Foss Music Hall will have to be razed to make room for a permanent flood protection project once a new fine arts center is built.
Robinson says MaCarthy Hall the current home of the Communication Center will also be razed under this proposal and the new center will move into the new fine arts center once construction is completed.
BISMARCK ,N.D. (AP) – North Dakota has its first confirmed flu death of the season.
Health Department epidemiologist Jill Baber says the case was in a woman older than 65 who lived in the northeastern part of the state.
So far this season there have been nearly 1,900 confirmed cases of the flu in North Dakota, with 62 hospitalizations.
Complications from the flu and pneumonia contribute to the deaths of more than 400 North Dakotans each year.
BISMARCK, N.D. (AP) – Gov. Jack Dalrymple is delivering his third State of the State address to state lawmakers and the public.
The event begins Tuesday at 1 p.m. in the House chamber of the state Capitol.
Dalrymple gave his first State of the State address in 2011, after serving for a decade as the state’s lieutenant governor.
The governor’s address will be streamed live over the Internet at www.governor.nd.gov .
GRAND FORKS, N.D. (AP) – Grand Forks police are looking for a man who robbed a convenience store at knifepoint over the weekend.
Authorities say the man walked into a Loaf ‘N Jug store shortly before 1:30 a.m. Sunday, displayed the knife and demanded money from the clerk.
The suspect fled with an undetermined amount of cash.
KEENE, N.D. (AP) – The environmental cleanup at the site of a well blowout that spilled 600 barrels of oil and salt water in western North Dakota is nearing completion.
Crews have been removing contaminated soils and snow cover following the Friday incident in McKenzie County about a mile northwest of Keene. The well blew after it’d been hydraulically fractured.
Fred Hosey is a spokesman for well owner Petro-Hunt LLC. Hosey says the blown production water and oil stayed on the well location and didn’t penetrate any watershed areas.
Karl Rockman with the state Health Department says inspectors will return to the cleanup site this week. He says the contaminated area is roughly 500 feet by 500 feet.
Rockman adds that the department didn’t order a specific cleanup protocol.
MINOT, N.D. (AP) – Preston Dean of Minot has earned the right to be called North Dakota’s poker champion.
Dean last week beat out more than 1,300 people from around the country at the 11th annual North Dakota Texas Hold ’em Championship at the Vegas Motel in Minot.
Dean won $50,000. Joann Roerick of Minot finished second, and won $18,000. Sam Fandrich of Golden Valley took third and won $10,000.
The total payout at the tournament was $145,000. The tournament modeled after the annual World Series of Poker also is a charitable event, with profits going toward scholarships for Minot State University marketing students. The MSU Alumni Foundation is a co-sponsor of the event.

MINNEAPOLIS (AP) – The Minnesota women’s basketball team has cracked the Associated Press national rankings for the first time in nearly nine years. The AP Top 25 poll released yesterday had the Gophers at No. 23. This is their first AP ranking since March 2006. The Gophers have their longest streak since the 2003-04 season.

CLEVELAND (AP) – The Cleveland Cavaliers have altered their roster by sending Dion Waiters to Oklahoma City and backups Lou Amundson and Alex Kirk to New York. The Cavaliers acquired guards J.R. Smith and Iman (ih-MAHN’) Shumpert from the Knicks and picked up the Thunder’s first-round pick in this year’s draft. The Knicks also received Lance Thomas from Oklahoma City and a 2019 second-round pick from the Cavs.

INGLEWOOD, Calif. (AP) – St. Louis Rams owner Stan Kroenke (KRAHN’-kee) is part of a development group that has announced plans to build an 80,000-seat stadium in the Los Angeles suburbs that could become home for an NFL team. It becomes the latest in a string of stadium proposals in the Los Angeles area since the 1994 exit of the Rams and Raiders from Southern California. St. Louis is expected to offer the Rams a new stadium proposal by the end of the month, and the NFL has said no franchise can relocate before 2016.
NEW YORK (AP) – Former New York Giants coach Allie Sherman has died at 91.
Sherman led the Giants to the NFL championship game in each of his first three seasons from 1961-63, but they lost each time before the franchise bottomed out in 1964. He was the NFL Coach of the Year in 1961 and 1962 and finished 57-51-4 in nine seasons with the Giants.

No. 19 Seton Hall cracks the poll for the first time in almost three years, and No. 25 Old Dominion appears in the rankings for the first time in history.

UNDATED (AP) – The Philadelphia Phillies have signed well-traveled pitcher Aaron Harang (huh-RANG’) to a $5 million, one-year contract. A person familiar with the situation says the Chicago White Sox have agreed to a $4 million, one-year contract with veteran utility player Emilio Bonifacio (boh-nih-FAH’-see-oh). And a person with direct knowledge of the deal tells The Associated Press the Atlanta Braves have reached an agreement on a one-year contract with catcher A.J. Pierzynski (peer-ZIN’-skee).

BAGHDAD (AP) – Iraqi officials say Islamic State extremists coordinated a suicide bombing with attacks on army and police positions in the western province of Anbar, killing at least 23 troops and allied Sunni fighters. The officials say the suicide bomber first struck a gathering of pro-government Sunni fighters, with the attack by militants following soon after.
NEW YORK (AP) – Officials say two New York City police officers are in critical but stable condition after being shot while responding to a grocery store robbery in the Bronx. A manhunt is under way for at least two suspects and police are trying to determine whether a man who later walked into a hospital with a gunshot wound to his back is connected to the case.
CAPE CANAVERAL, Fla. (AP) – There was only about a minute remaining in the countdown when SpaceX called off its planned supply mission to the International Space Station this morning. They can try again Friday if the problem is fixed. The highlight of the mission could be the attempt to recover the booster by flying it to a tail-first soft landing on a barge in the ocean.
JERUSALEM (AP) – The possibility of holding soldiers legally accountable for their actions during last year’s Gaza war has set off a firestorm in Israel. Many say a probe would shackle soldiers in any future battle and shatter a sacred trust on which Israel’s compulsory military service relies. But with the Palestinians’ application to the International Criminal Court, a robust Israeli inquiry could be essential in thwarting an embarrassing and potentially incriminating outside probe.
PANGKALAN BUN, Indonesia (AP) – Rough water and bad weather in the Java Sea is pushing debris around and making it difficult to reach suspected chunks of the fuselage of AirAsia flight 8501, which crashed Dec. 28 with 162 people aboard. Strong currents have forced Indonesia to expand the search area. Only 37 bodies have been recovered and the search also continues for the plane’s black boxes.
