ASHLEY, N.D. (AP) – An Ashley couple says a shift to holistic beef ranching has helped them reduce their debt and operating costs and improved the quality of life for them and their cattle.

Cody and Deanna Sand shared their story this week at the North Dakota Grazing Lands Winter Conference in Minot, where they first heard about the simplified approach to raising livestock. The couple said with their debt increasing and profit decreasing, they needed to make a change.

The Sands sold equipment they didn’t need to reduce debt. And they reduced the amount of hay and supplements fed to their cattle by changing winter grazing and calving patterns, which made the land more productive.

BISMARCK, N.D. (AP) – An Arizona man convicted of robbing a North Dakota bank has been sentenced to more than 12 years in prison.

Sean Nichols was sentenced Monday in federal court. He pleaded guilty in September to the robbery of Dakota Community Bank in Bismarck in May.

Authorities say Nichols got away with $7,000. All but $1,700 was recovered. As part his sentence, Nichols was ordered to pay the amount not recovered.

Prosecutors in court documents said Nichols is a career offender. He was convicted of robbing two banks in Tucson in 2004.

Nichols’s defense attorneys had recommended a sentence of 2 1/2 years. Nichols says he was under the influence of methamphetamine at the time of the robbery.

BISMARCK, N.D. (AP) – North Dakota lawmakers are considering a pair of proposals that would freeze tuition at the state’s colleges but at a steep cost to taxpayers.

North Dakota’s university system has six four-year universities and five two-year colleges. Data show the state’s two-year colleges at Bismarck, Bottineau, Devils Lake, Wahpeton and Williston are more expensive than their regional counterparts. The state’s four-year universities are less expensive than their regional counterparts.

House Bill 1043 would prohibit raising tuition at the two-year colleges through 2017. Taxpayers would have to make up the difference, at a cost of more than $2.5 million.

House Bill 1233 would prohibit raising tuition at all schools until 2017, at a cost of almost $30 million to residents.

The House Appropriations Committee took no action on the bills Monday.

BISMARCK, N.D. (AP) – Defense attorneys say a North Dakota mother accused of leaving her two young daughters to die in an unheated car during a frigid winter day will plead insanity.

Assistant Federal Public Defender Ryan Costello also has asked Magistrate Judge Charles Miller to send Michelle Wounded Face to the State Hospital for a mental health evaluation.

Miller hasn’t yet ruled on that request. He has, however, ordered a blood sample be taken from Wounded Face after she allegedly bit a jail guard.

The 24-year-old Wounded Face is a member of the Rosebud Sioux Tribe in South Dakota. She’s been living on the Fort Berthold Reservation. She’s accused of abandoning her 2- and 4-year-old daughters in a car for more than three hours on Jan. 3, in bitter cold weather. They survived.

BISMARCK, N.D. (AP) – North Dakota lawmakers are mulling a measure that would make it a felony to assault a health care worker, including putting excrement, urine, blood, spit and other bodily fluids on them.

It’s already a felony under North Dakota law to assault law enforcement, firefighters and others.

Doctors, nurses and other medical officials told the Senate Judiciary Committee on Monday that health care workers should be included under the law.

North Dakota Medical Association Executive Director Courtney Koebele says health care workers are seeing more assaults in the workplace.

Bismarck emergency room Dr. Tyler Price says the proposal “is an important step” to help keep medical workers safe.

MAHTOMEDI, Minn. (AP) –   A 19-year-old man has been charged with killing a high school teacher in a drive-by shooting in Washington County.

Sheriff’s officials say 46-year-old David Frigaard was shot in the chest in his truck at an intersection in Mahtomedi about 3:30 a.m. Saturday.

A criminal complaint charging Bailey Jordan Garcia with second-degree murder says the defendant was parked near the intersection and shot at the truck with a rifle, fled and was arrested after crashing his vehicle.

The complaint says Garcia told investigators he didn’t know if he hit the driver.

Frigaard was an art teacher at Park High School in Cottage Grove. He also owned Frigaard’s bar in Willernie. Defense attorney Ryan Pacyga says his client will be evaluated by mental health professionals so they can determine whether to pursue an insanity defense.
