BISMARCK, N.D. (AP) – Mid-winter warmth is breaking records in the Dakotas, with temperatures climbing into the 50s and 60s.

National Weather Service reports show that record-high temperatures were set Monday in Dickinson and Williston in western North Dakota, and in Rapid City in western South Dakota.

Bismarck, North Dakota set a record high overnight low on Sunday, and Rapid City did the same on Monday.

The weather service said more record highs were expected Tuesday in parts of the region. Forecasters said temperatures might climb into the 70s in southwestern South Dakota.

The record Jamestown high for this date is 47 set in 1989.

Meteorologist Todd Hamilton says the jet stream has moved to the north, allowing warm Pacific air to flow in. He says a lack of snow cover also is contributing to the warmth.

Colder temperatures are expected to return by the weekend.

 

DAZEY, N.D. (AP) – The North Dakota Highway Patrol has identified the two men involved in a rollover crash near Dazey over the weekend, that  killed one man and injured the other.

The North Dakota Highway Patrol says 33-year-old Brent Siverson, of Casselton, was a passenger in a pickup truck that went out of control on state Highway 26, went into a ditch, vaulted off an intersecting county road, rolled, and came to rest upside down.

The crash happened about 8:45 p.m. Saturday. Siverson was thrown from the pickup and died at the scene.

The patrol says 30-year-old Christopher Weller, of Dazey, was driving the pickup and was pinned inside after the crash. He was taken to a Fargo hospital with unspecified injuries.

The report says alcohol was involved in this crash.

 

Jamestown (CSi) The Jamestown/Stutsman Development Corporation (JSDC) Executive Committee is recommending that the Board of Directors invest an additional $970,000 for automated rail switches in the Spiritwood Energy Park Association.

The request for the JSDC funding stems from the SEPA Board of Directors.

The JSDC Executive Committee has scheduled a special meeting for 9 a.m. Wednesday

The additional investment is necessary to install heated and automated switches between the rail loop around the SEPA property and the BNSF mainline.

The railroad announced in November that without automated switches, it will not serve the SEPA rail loop.

BNSF has set a March 31 deadline for payment for the automated switch.

If the investment is approved, the JSDC ownership share would go up to 75 percent, from 70 percent.

A  funding option is borrowing $500,000 from Stutsman County, with other options including a possible loan from the Bank of North Dakota. A bill authorizing loans for railroad switch projects is currently before the Legislature.

The Dakota Spirit AgEnergy, ethanol plant at the SEPA industrial park, anticipates starting some production in March or April this year.

Jamestown (CSi) The Jamestown Arts Center has been selected as one of 90 finalists nation wide for an ArtPlace America 2015 Grants Program.

Representatives from ArtPlace America are scheduled to visit Jamestown and The Arts Center in late February.

The Arts Center encourages the public to show support for the Arts Park.

Ground will be broken this spring, the next phase of the Arts Park development.

The space provides a location for community gatherings and live gallery including with sculptural elements.

ASHLEY, N.D. (AP) – An Ashley couple says a shift to holistic beef ranching has helped them reduce their debt and operating costs and improved the quality of life for them and their cattle.

Cody and Deanna Sand shared their story this week at the North Dakota Grazing Lands Winter Conference in Minot, where they first heard about the simplified approach to raising livestock. The couple said with their debt increasing and profit decreasing, they needed to make a change.

The Sands sold equipment they didn’t need to reduce debt. And they reduced the amount of hay and supplements fed to their cattle by changing winter grazing and calving patterns, which made the land more productive.

 

MINOT, N.D. (AP) – Minot police are investigating three recent reports of gunshots in the city.
 
     The most recent incident happened shortly before 4:30 a.m. Monday, when a person reportedly stole a vehicle at a motel and fired a shot at the vehicle’s owner but missed.
 
     Two other incidents happened over the weekend. Officers who responded to a report of gunshots in an apartment late Sunday found an empty shell casing at the scene. And an officer who heard gunshots in a neighborhood early Saturday found several rifle bullet casings on a road.
 
     No injuries were reported in any of the incidents. They all are still being investigated. It’s unclear whether they might be related.

 

BISMARCK, N.D. (AP) – A federal jury in Bismarck has concluded that two brothers accused of using a metal pipe and a bottle to beat a woman on the Standing Rock Indian Reservation last April did not intend to kill her.
 
     Jurors found Christopher Rainbow and Jordan Rainbow not guilty of assault with intent to commit murder. The jury found the brothers guilty of assault with a dangerous weapon and assault resulting in serious bodily injury.
 
Sentencing is scheduled for April.

 

 BISMARCK, N.D. (AP) – A North Dakota woman accused in a vehicle-pedestrian accident that killed two people has been sentenced to two years in prison.
 
     Sheila Morin pleaded guilty in federal court to two counts of involuntary manslaughter for the October 2012 incident on the Turtle Mountain Indian Reservation.
 
     Authorities say Morin was drunk when she caused the accident that killed 41-year-old Jennifer Crissler and 30-year-old Lacey Delorme.
 
     U.S. District Judge Daniel Hovland ordered Morin to pay nearly $15,000 in restitution.

 

 BISMARCK, N.D. (AP) – A 45-year-old man has pleaded not guilty to murder in connection with a Bismarck slaying.
 
     Mark Butts is accused in the early December stabbing death of 57-year-old Richard Glover of Mississippi. Bismarck police say an argument over race might have preceded the killing.
 
     Authorities say Glover died on Dec. 4 after suffering from more than a dozen stab wounds. Police found Butts in a nearby parking lot.
 
     On Monday, a Bismarck police detective testified Butts had cuts on his hand that were consistent with the stabbing.

 

 MANDAN, N.D. (AP) – A 33-year-old Mandan man who pleaded guilty to sex crimes involving minors has been sentenced to five years in prison.
 
     Authorities say Cameron Zahn offered a 14-year-old girl alcohol in exchange for sex, and that he also had sex with two 16-year-olds he met on Facebook. He pleaded guilty last October to four sex offense charges.
 
     Zahn will be on supervised probation for five years following his prison term.

 

 BISMARCK, N.D. (AP) – North Dakota lawmakers are considering legislation that would allow concealed-carry permit holders to pack guns at schools, if officials allow it.
 
     The House Education Committee is slated to take testimony on the legislation Tuesday.
 
     The proposal would require someone who wants to carry a gun in school to undergo training with local law enforcement.
 
     A similar measure failed two years ago in the Legislature.
 
     Supporters of the gun-rights proposal have said the aim is create an efficient and cost-effective way to protect people at school, and just passing the law also would serve as a deterrent.
 

 BISMARCK, N.D. (AP) – North Dakota lawmakers are considering a pair of proposals that would freeze tuition at the state’s colleges but at a steep cost to taxpayers. North Dakota’s university system has six four-year universities and five two-year colleges. Data show the state’s two-year colleges at Bismarck, Bottineau, Devils Lake, Wahpeton and Williston are more expensive than their regional counterparts. The state’s four-year universities are less expensive than their regional counterparts.

 

 BILLINGS, Mont. (AP) – Authorities have lowered their estimate of how much oil spilled from a broken pipeline beneath the Yellowstone River in eastern Montana, briefly contaminating the water supply of a city downstream.
 
     U.S. Environmental Protection Agency spokeswoman Wendy Thomi said Monday that Bridger Pipeline Co. recovered about 20,000 gallons of crude from its pipeline. That’s 10,000 gallons more than originally reported, meaning 30,000 gallons went into the river Jan. 17.
 
     Thomi says the Wyoming company has finished drawing oil from the line, but very little crude has been recovered from the river, where ice has slowed cleanup efforts.

 

 MARMON, N.D. (AP) – The Environmental Protection Agency says more than 4 million gallons of a mixture of freshwater, brine and oil have been pumped from the area affected by the largest saltwater spill of North Dakota’s current energy boom. The federal agency says nearly 3 million-gallon spill of saltwater generated by oil drilling leaked from a ruptured pipeline. Saltwater is an oil-production byproduct that’s considered an environmental hazard.

GRAND FORKS, N.D. (AP) – The University of North Dakota men’s hockey team has reclaimed the top spot in both national polls after a weekend sweep of Colorado College.
 
     UND moved up from No. 2 in both the USA Today/USA Hockey Magazine poll and the USCHO.com poll.
 
     Previous No. 1 Minnesota State fell to No. 3 in both rankings. Boston is No. 2, Harvard is No. 4 and Nebraska-Omaha is No. 5 in both polls.
 
     UND travels to Omaha this weekend.

 MINNEAPOLIS (AP) – The Minnesota women’s basketball team has fallen out of the top 25 after consecutive losses. The Gophers were two spots off the cut at 27th. The Gophers dropped a couple of close decisions last week after falling behind early. Minnesota fell to 16-4 overall and 5-3 in the Big Ten.

Andrew Wiggins scored 23 points for the league-worst Timberwolves.

AP POLL…

UNDATED (AP) – The top three spots in the men’s Associated Press Top-25 poll remain the same as in last week’s poll. That means Kentucky is No. 1, with Virginia second and Gonzaga (gahn-ZAG’-uh) third. Duke moved up a notch to fourth, just ahead of Wisconsin.
 
     Kentucky and Virginia are the only unbeaten teams in Division I men’s basketball, each with a record of 19-0. The Wildcats got 64 of the first place votes, with the Cavaliers receiving the remaining one.
 
     This week’s second-five in the men’s poll consists of Arizona, Villanova, Notre Dame, Kansas and Louisville.
 
     The women’s top five is like the men’s in that the top three teams are the same as last week. Number 1 is South Carolina with Connecticut second and Baylor third. Completing the first five are Notre Dame and Maryland.

 

 RAMS MOVE…

 ST. LOUIS (AP) – The Rams have notified the St. Louis Convention and Visitors Commission that they intend to shift to a year-to-year lease agreement for their use of the Edward Jones Dome. The move is another step toward the team making a possible move back to the West Coast. Rams billionaire owner Stan Kroenke (KRAHN’-kee) is part of a joint venture that announced plans earlier this month for an 80,000-seat stadium in the Los Angeles suburbs.

 

DEFLATGATE…

CHANDLER, Ariz. (AP) – New England Patriots owner Robert Kraft has made an impassioned defense of his team’s actions and integrity regarding the NFL’s investigation into under-inflated footballs being used in the AFC championship game.
 
     He says the team did nothing in violation of NFL rules, adding that it bothers him that the reputations and integrity of coach Bill Belichick and quarterback Tom Brady have been called into question. Kraft said he expects an apology from the league once the Patriots are found to be not guilty of breaking any rules.

     EL SEGUNDO, Calif. (AP) – Los Angeles Lakers guard Kobe Bryant will have surgery tomorrow on his torn right rotator cuff, likely ending his 19th NBA season. Bryant was averaging 22.3 points, 5.7 rebounds and 5.6 assists when he injured his shoulder during a dunk in a loss at New Orleans last week. The Lakers declined to offer a timetable for Bryant’s return but discouraged speculation that his career might be over.

 CHARLOTTE, N.C. (AP) – NASCAR won’t change its new championship format, which chairman Brian France says is “overwhelmingly popular” with fans. The Chase was revamped last year into an elimination-style system that created a winner-take-all final race among four drivers. Kevin Harvick won the season finale at Homestead in November to claim his first Sprint Cup title.

The Boston Red Sox say All-Star pitcher Bill Monbouguette (mahn-boh-KEHT’) has died due to complications from leukemia at age 78. Monbouquette made the last of his four All-Star appearances in 1963, the year of his only 20-win season. He spent more than 50 years in professional baseball as a player, coach and scout.

 MELBOURNE, Australia (AP) – Seventh seed Tomas Berdych (TOH’-mahs bur-DEEK’) has advanced to the Australian Open men’s semifinals by knocking off a former champion.
 
     Berdych needed a little more than two hours to dispatch No. 3 Rafael Nadal (rah-fay-ehl nah-DAHL’) 6-2, 6-0, 7-6. Nadal had just 24 winners compared to 46 for Berdych.
 
     Nadal said before the tournament began that his lack of match fitness due to injuries and illness in the last half of 2014 made him unlikely to win more than a few rounds at Melbourne Park. The 14-time Grand Slam champion had played only eight matches since last June because of a right wrist injury and appendix surgery in November.
 
     Andy Murray ensured there would be no five-set comeback for local hope Nick Kyrgios, beating the 19-year-old Australian 6-3 7-6 (5), 6-3. Kyrgios came back from two sets down and saved a match point in the fourth round Sunday before beating Italian Andreas Seppi.
 
     But on Tuesday at Rod Laver Arena, the excitable Kyrgios was undone by the sixth-seeded Murray’s steady all-court game and his own string of unforced errors. Murray will next play Tomas Berdych, who upset Nadal in straight sets earlier Tuesday.
 
     Maria Sharapova and Ekatarina Makarova are the first players to advance to the women’s semifinals.
 
     The second-seeded Sharapova continued her bid for a sixth major title by downing No. 7 Eugenie Bouchard (yoo-JEE’-nee boo-SHAHRD’) 6-3, 6-2. Sharapova dominated on serve and took the ball early in an effort to keep points short against her 20-year-old opponent.
 
     Next up for Sharapova is the 10th-seeded Makarova, who needed just 68 minutes to oust No. 3 Simona Halep (HAH’-lehp), 6-4, 6-love. It will be Makarova’s second consecutive Grand Slam semifinal.

 TRIPOLI, Libya (AP) – A staffer at a luxury hotel popular with foreigners in Libya’s capital says there were Italian, British and Turkish guests, but the hotel was largely empty when several gunmen stormed the place today. Security officials tell a TV station five foreigners and at least three guards were killed. Officials say the gunmen also held hostages. A car bomb went off in the parking lot during the attack.
 
     NEW YORK (AP) – A storm packing blizzard conditions failed to live up to expectations in some areas of the Northeast but is still packing a punch with high winds and heavy snow. Eastern Long Island north through Massachusetts and Maine are expected to fare the worst, with 1 to 3 feet of snow, punishing hurricane-force winds and possible coastal flooding. A blizzard warning was lifted for New York City. Roads, mass transit and airlines shut down in the affected region.
 
     PARIS (AP) – French President Francois Hollande (frahn-SWAH’ oh-LAWND’) says Internet service providers cannot turn a blind eye to anti-Semitic theories promoted on social networks. During a visit to France’s Holocaust Memorial, he called on ISPs to take action against the spread of anti-Semitism online. A report by a Jewish organization says the number of anti-Semitic acts doubled last year in France.
 
     ABIDJAN, Ivory Coast (AP) – Oxfam is calling on wealthy nations to pitch in quickly in the three countries hit hardest by the world’s worst Ebola outbreak. The international development agency says battered health systems must be repaired and there’s a need to get cash to millions of families. Oxfam says donor countries should commit to a post-Ebola “Marshall Plan.”
 
     NEW DELHI (AP) – President Barack Obama is scheduled to arrive today in Saudi Arabia to pay respects to the royal family following King Abdullah’s death. In a CNN interview before his arrival, Obama says the U.S. must balance its advocacy for human rights in Saudi Arabia with the need to cooperate on counterterrorism and security.
