 Jamestown (CSi) The North Dakota Highway Patrol this morning was investigating what cause  a cattle truck to overturn about 5-a.m., eastbound on I-94 east of  Exit 257 near Jamestown Regional Medical Center.

Traffic was being slowed on I-94 eastbound, to allow access with wreckers on the scene.

While some of the animals parished in the accident, other livestock that escaped from the semi trailer were herded into a makeshift cattle gate from as far away as the Menard’s construction site.

The scene was being tended to early Friday afternoon.

The North Dakota Highway Patrol, Stutsman County Sheriff’s Office and Jamestown Police were on scene to assist.

It’s unclear what caused the truck to crash.

BISMARCK, N.D. (AP) – A new report shows that a North Dakota college student who was found dead in a river last year was working for a regional drug task force as a confidential informant a few months before he died.
 
     The independent state review also concluded that the drug task force handled its dealings with 20-year-old Andrew Sadek properly.
 
     Sadek went missing from the State College of Science in Wahpeton in early May 2014. His body was found in the Red River in late June. An autopsy concluded he died of a gunshot wound to the head. His death is still being investigated.
 
     Mother Tammy Sadek says she questions whether her son was pressured into working for the task force. She believes her son was murdered.

 

  BISMARCK, N.D. (AP) – The Highway Patrol has identified two Alexander teenagers who died when their car collided with a semitrailer in the western North Dakota oil patch.
 
     Authorities say 18-year-old Brady Armour was driving the car and 16-year-old Nathan Sims was a passenger.
 
     The crash happened on state Highway 23 north of Keane about 8:30 p.m. Wednesday, after the car spun out of control on a curve. The driver of the semi was not hurt.

 

BISMARCK, N.D. (AP) – The North Dakota University System’s suspended chief auditor has signed a separation agreement.
 
     Timothy Carlson was put on paid administrative leave last November and told he likely will be fired for allegedly providing misleading information about his work experience and credentials.
 
     Under the separation agreement Carlson has signed with the university system, he will get pay and benefits through the end of the month. His annual salary is $140,000. A telephone listing for him could not immediately be found.
 
     University system spokeswoman Linda Donlin says Carlson’s position will be filled either by internal appointment or through an arrangement with the state auditor’s office.

 

 BISMARCK, N.D. (AP) – North Dakota has become the second state in the union to adopt a law requiring high school students to take the same test that immigrants must pass to become a U.S. citizen.
 
     Gov. Jack Dalrymple signed the measure Friday that sailed through North Dakota’s Senate and House this month.
 
     First lady Betsy Dalrymple has promoted the legislation and co-chaired a committee to make it state law.
 
     The legislation requires students to correctly answer 60 percent of the 100 questions on the U.S. citizenship test to graduate high school or earn a GED diploma starting in the 2016-2017 school year. Students must achieve a 70-percent passing grade in subsequent years.
 
     Earlier this month Arizona became the first state to require passage of a civics test to graduate high school.

 

  BISMARCK, N.D. (AP) – A growing number of North Dakota lawmakers believe the Legislature should meet annually instead of every two years.
 
     Legislation in both the Senate and the House was presented Friday that would bring lawmakers back to the Capitol annually to deal with more issues spurred by the state’s explosive growth.
 
     Rep. Keith Kempenich is the primary sponsor of a bill that would hold a 20-day session in even-numbered years and 60-day session in odd-numbered years. Sen. John Grabinger is sponsoring a bill in the Senate that would hold a 50-day session in odd-numbered years and 30-day session in even-numbered years.
 
     Lawmakers have debated holding annual sessions for years.
 
     North Dakota is one only four states – along with Montana, Nevada and Texas – where the Legislature doesn’t meet every year.

 

BISMARCK, N.D. (AP) – A bipartisan group of lawmakers wants to use oil revenue to build a new home for North Dakota’s first family.
 
     Beulah Republican Sen. Jessica Unruh is the primary sponsor of the bill that would appropriate $5 million to build a new governor’s residence on the state Capitol grounds.
 
     Revenue from four oil wells where the state owns mineral rights would be used to build the new residence.
 
     Gov. Jack Dalrymple has not publicly endorsed the idea.
 
     The current home was completed in 1960 and is an example of prairie style architecture. A major renovation was completed in 2000.
 
     Officials say the current home has security issues, is not handicap-accessible and likely contains lead paint and asbestos.
 
     Lawmakers have defeated measures in the past two sessions for a new governor’s home.

 

MINOT, N.D. (AP) – A lack of snow in the Souris River Basin has officials optimistic heading into the spring flooding season.
 
     The National Weather Service says the potential for flooding in the north central North Dakota region is normal to well below normal.
 
     Upper Souris National Wildlife Refuge Manager Tom Pabian says the three major reservoirs on the river in the U.S. and Canada all have reached pre-spring levels stipulated in an international agreement governing management of the river.
 
     Pabian says the basin is in “a comfortable position.” But he says there’s still a lot of winter left, and hopefully there won’t be any abnormal precipitation.
 
     In June 2011, heavy spring snowmelt and rains flooded the river. It damaged or destroyed more than 4,000 homes, business and other structures in Minot.

 

SIOUX FALLS, S.D. (AP) – Authorities say Sioux Falls has become a popular stopping-off point for sex traffickers on their way to the booming western North Dakota oil patch.
 
     FBI Agent Chad Elgersma tells the Argus Leader that Sioux Falls is a logical in-between stop for traffickers moving women and girls from the Milwaukee area. He says traffickers can make money in Sioux Falls while traveling to North Dakota.
 
     Police statistics show that about two-thirds of the 78 people who have been arrested in connection with prostitution in Sioux Falls the past two years came from other states.
 
     Elgersma says authorities don’t see any signs of the activity slowing.
 

North Dakota lawmakers are considering several measures aimed at combating the increasing incidence of prostitution in the state, including increasing the penalties for sex traffickers.

WASHINGTON (AP) – The White House says efforts to monitor Taliban detainees who were released from Guantanamo Bay in exchange for an American soldier have been “updated” — because of concerns that they may be seeking to return to the battlefield. The five detainees have been in Qatar (GUH’-tur) since being released last year in exchange for Sgt. Bowe Bergdahl (boh BURG’-dahl). Thursday, Republican Sen. Lindsey Graham said the men have been in touch with members of the al-Qaida linked Haqqani (hah-KAH’-nee) network.

   
     LOS ANGELES (AP) – He’s been in trouble in the past for a series of violent crimes, and now Suge (shug) Knight could be looking at a murder charge. The man who became the impresario of gangster rap is being held on $2 million bail near Los Angeles, on suspicion of hitting and killing a man with his truck, injuring another and fleeing the scene of the crash yesterday. Police say it all began with an argument at a film shoot a couple of miles away.
 
     WASHINGTON (AP) – Wisconsin Gov. Scott Walker is using a Washington visit to try to build interest in his possible campaign for the Republican presidential nomination. During his first address to a Washington audience this year, Walker called for a transfer of power from Washington to what he called “the hardworking people of this country.” Meanwhile, one potential rival has decided not to enter the race — 2012 nominee Mitt Romney.
 
     ATHENS, Greece (AP) – Greece’s new government is still insisting it will honor its promises to seek a cut in what the country owes its bailout creditors. But those creditors aren’t willing to go along. Germany is bluntly rejecting suggestions that heavily-indebted Greece should be forgiven part of its rescue loans. And it’s warning of what it calls “blackmail” from the new government in Athens.
 
     DETROIT (AP) – A judge in Detroit has dismissed the last charge against a Detroit police officer who fatally shot a 7-year-old girl during a raid. The judge did so at the request of prosecutors. But she says she’s willing to be the “scapegoat” if critics don’t like the result. Two trials against the officer had ended without verdicts on a charge of reckless use of a gun. The judge had earlier dismissed a charge of involuntary manslaughter, saying there wasn’t enough evidence.
