HARVEY, N.D. (AP) – Authorities are investigating the cause of a fire that displaced residents of an apartment building in Harvey.

The blaze began Thursday afternoon, and it took firefighters several hours to bring it under control. The building was destroyed.

It was not immediately known how many people lived in the building. Two nearby hotels offered free housing to those who were displaced.

FARGO, N.D. (AP) – North Dakota’s largest city saw a minor drop in serious crime last year and a slight increase in overall offenses.

The report released Friday by Fargo police shows there were 3,222 serious offenses reported in 2014, a decrease of 110 from the previous year. Those crimes include homicide, gross sexual imposition, robbery, aggravated assault, arson, burglary, theft and vehicle theft.

The city had four homicides, one more than in 2013.

BISMARCK, N.D. (AP) – The Environmental Protection Agency’s independent investigative arm says its recent audit of pesticide inspections in North Dakota focused only on a lack of federal oversight and not on the quality of work done by state inspectors.

The report by the Office of Inspector General said North Dakota facilities that produce or handle pesticides have not been federally inspected for 14 years, possibly endangering the public.

Both the state Agriculture Department and the EPA’s regional office have blasted the audit for overlooking North Dakota’s competent efforts to ensure pesticides are handled safely. The OIG says judging the quality of North Dakota inspections was not the intent of the audit.

Regional EPA officials also say they’ll work to meet OIG recommendations, including ensuring at least some North Dakota inspectors are federally certified.

In world and national news…

TYRONE, Mo. (AP) – Although authorities still aren’t offering a motive for the shooting deaths of seven people in Missouri overnight by a man who then took his own life, they’re suggesting that he may have become unhinged by the death of his mother. The coroner tells the St. Louis Post-Dispatch that before the gunman was discovered dead, authorities found his mother dead of apparent natural causes on a couch at her home. The victims, along with an eighth person who was wounded, were found last night and early today in four separate homes in the town of Tyrone, about 40 miles north of the Arkansas line.

OXON HILL, Md. (AP) – Former Florida Gov. Jeb Bush says he doesn’t see how cutting off the Department of Homeland Security’s budget would make the United States’ borders more secure. Bush Friday spoke to the annual Conservative Political Action Conference near Washington as Congress wrangled over Homeland Security’s budget. Some lawmakers are opposed to spending cash on the department without stripping out President Barack Obama’s executive actions on immigration. Bush, who is considering a White House run, is working to win over conservative activists who have concerns about his record on immigration and education policies.

WASHINGTON (AP) – The leaders of Afghanistan’s new unity government will be making their first visit to the White House next month. The meeting comes as the administration considers slowing down its military exit from Afghanistan by keeping a troop presence this year that would be larger than had been planned. The new Afghan president and the country’s chief executive — like a prime minister — formed a unity government after an election to replace President Hamid Karzai. His relations with the United states had grown increasingly strained.

ATHENS, Greece (AP) – Greece’s prime minister says his country isn’t going to ask for a third bailout. He spoke at a Cabinet meeting a day after Greece was granted a four-month extension to its existing loan agreement. The prime minister says the issue of how Greece will repay its oversized debt is still on the table in talks with the country’s European creditors.

SACRAMENTO, Calif. (AP) – A federal agency says it will not release any water for farmers in the Central Valley of California this year, forcing them to find other sources or leave fields unplanted. The announcement marks the second straight year that the Bureau of Reclamation will provide no water to the vast area that grows much of the nation’s produce. The state reservoir system is providing local agencies and farmers 15 percent of the water they requested, a slight increase from last year.
