Valley City (CSi) The Valley City Commission met in Regular Session Tuesday evening at City Hall. All members were present.

PUBLIC HEARING:

City Attorney Myhre said the procedure is in compliance.
Following the Public Hearing the City Commission approved a Resolution of Necessity for the Replat of Block 5 Granger’s Addition. Commisioner Pedersen abstained from voting.
Approved a Resolution to Refer to Professional Land Surveyor to survey Block 5 Granger’s Addition to the City of Valley City, Barnes County, North Dakota. Commissioner Pedersen abstained from voting.
Approved a Resolution accepting final plans and specifications and advertising for bids for Water Main Improvement Districts No. 96B and 97.
ORDINANCES
Approved the second and final reading of an Ordinance to extend the Food and Beverage Sales Tax from 2020 to 2025.
Approved first reading of an Ordinance creating a restrictive covenant for structures to be removed in accordance with the State Water Commission. Attorney Myhre said the action is in conjunction with the flood buyout program.
NEW BUSINESS
Considered Request for Funds by VCBC Development Corporation for Creative Therapy in the amount of $5,000. Development Director Jennifer Feist pointed out Barnes County, does not have these types of services available, and is a critical part of health care.
The City Commission voted unanimously to approve.

With spring coming the frost depth will deepen and City Adminstrator Schelkoph said tap water temperatures should be 40 degrees or warmer.
If the water temperature is lower run a faucet with a pencil thin amount of flow, to help prevent water pipe freeze-up. Notifiy the city and the water department will adjust water bills by estimates of previous bills

Jamestown (CSi) Jamestown Tourism has released new items promoting Jamestown.
On Tuesday’s Wayne Byers Show on CSi Cable 2, Jamestown Tourism Director, Searle Swedlund said, now available are maps outline trails in the Jamestown area.
Those include: Pipestem Creek Trail, which will eventually include a bike shop location, White Cloud Trail, Split Rock Trail, Overlook Trail, and North Ridge Trail. The maps indicate each trail’s type, distance and difficulty.
Copies of the maps are available at the Tourism office, outside Frontier Village, along with Jamestown Parks and Recreation, and the Jamestown Area Chamber of Commerce. Businesses wanting maps for distribution to customers may contact the tourism office.
Swedlund has promoted camping opportunities in the Jamestown area at various regional sports, camping and RV shows.
Those included the Minneapolis Camping and RV Show, and the Bismarck Tribune Sports show. Upcoming Swedlund will attend the KX Sports Show in Minot, and the Fargo Sports Show.
He added that the goal is to have those attendees ponder a new impression of the Jamestown community concerning camping opportunities.
Swedlund added that the new Jamestown Tourism Guide, is just coming off the press, to be available soon.
Jamestown (CSi) Supporters of the proposed Two Rivers Activity Center (TRAC) have submitted petitions for the City of Jamestown to hold a special election on a one percent city sales tax to help fund the construction of the facility.
The city members has 15 days to verify signatures of the petition.
1,053 valid signatures are needed to place the item on the ballot, and TRAC supports say almost 1,600 signatures were collected.
If the petition signatures and Jamestown addresses are verified, the city must schedule the special election within 90 days.
It’s estimated new center’s construction costs will be about $40 million.

Cooperstown (CSi) With the help of a mediator Griggs County reach a settlement Tuesday to complete construction on the $3.5 million dollar courthouse in Cooperstown.
Contractors walked off the construction site last May after not being paid and the building sat empty even though it is 90 percent complete.
The Griggs County Commission agreed to pay a bill from the contractor for $274,000. Commissioners say they’ll have to figure out where to get another $180,000 to finish the new Griggs County Courthouse.
BISMARCK, N.D. (AP) – North Dakota’s House is considering a measure to study the idea of starting a tax-supported nest egg for newborns.
The House Finance and Taxation Committee is slated to review the legislation on Wednesday.
Minot Republican Senator Oley Larsen introduced the bill in the Senate. The measure originally aimed to open a $5,000 account at the Bank of North Dakota for babies born after Jan. 1, 2017.
The money would be used to pay tuition at a state college, or to pay for a business, home or farm loan when the child became an adult.
The Senate amended the measure to study the idea instead.
FARGO, N.D. (AP) – The state Board of Higher Education says it is opposed to several facets of a House budget bill but decided to wait before taking a stance on a proposal to move university system lawyers and auditors to other state agencies.
The position paper approved at Tuesday’s meeting in Bismarck asks the Legislature to rescind a new funding formula, keep the authority to set tuition and fees with the board, and fund eight major capital projects.
Some board members were split on whether they thought the university system should keep control of legal and internal audit services, rather than shifting them to state agencies as the House approved.
The board tabled that discussion until its next meeting and hoped to have the attorney general and lawmakers talk about the proposed change.
FARGO, N.D. (AP) – Bail has been set at $75,000 for a Fargo teenager accused of trying to rob and kidnap a woman at a local mall. Abdirahman Sahel is charged with felony robbery, criminal attempt and terrorizing. Prosecutors pushed for the case to be transferred to adult court because of the severity of the crimes.
BISMARCK, N.D. (AP) – A Denver man accused of drug and weapons charges in the North Dakota oil patch has agreed to a plea deal in federal court. Jesse James Jackson is charged with distribution of a controlled substance and possession of a firearm in relation to a drug trafficking crime. Jackson faces life in prison without parole.
FARGO, N.D. (AP) – Four American missionaries released by Venezuelan authorities after several days of detention and questioning say they are happy to be back home in North Dakota, but that they hope to return to Venezuela someday. The group from the Devils Lake area was caught up in escalating political tension between the U.S. and Venezuela. They were told they didn’t have the required work visas, something that wasn’t required in the last 14 years of delivering hearing aids and medicines to needy citizens.
BISMARCK, N.D. (AP) – Trial has been delayed three months for a man and woman accused of luring women from California to work as prostitutes in western North Dakota.
Trina Nguyen (wihn) and Loc Tran were to stand trial in federal court this week on charges related to human trafficking and coercion. Court documents show that U.S. District Judge Daniel Hovland has rescheduled the trial to begin June 8 to give attorneys more time to prepare.
The trial in Bismarck is expected to last nine days.
State human trafficking charges against Nguyen and Tran were dismissed earlier when federal prosecutors took jurisdiction in the case.

Jamestown (CSi) University of Jamestown head men’s football coach Shawn Frank has announced the signing of Chandler Cork of Rock Springs High School who will join the Jimmies in the 2015-2016 season.
Cork (Rock Springs, WY) is 5’10″ tall and weighs in at 150 pounds. He runs the 40 yard dash in 4.7 seconds. Cork’s defensive statistics for the season include 2 interceptions and 1 fumble recovery.
Coach Frank says of Cork, “When the recruiting process started with Chandler we felt that there was some position flexibility due to his athleticism. He certainly was a focal part of the offense at Rock Springs HS. Ultimately, we decided that Chandler was a great fit for us at defensive back. Chandler has the ability to change directions very well, which is a must playing defensive back. We were very impressed with Chandler when he visited our campus. His actions solidified the fact that he is a great fit for us and our program. We are excited to have Chandler and his family a part of Jimmie Nation!”

Jamestown (CSi) University of Jamestown head volleyball coach Jon Hegerle has announced the signing of Julina Niemeier of Jamestown who will join the Jimmies in the 2015-2016 season.
Julina played volleyball at Jamestown High School where she was awarded Most Digs in a Single Season and #2 Career Aces. She also made All State Second Team in 2014, the All-Tournament Team for the State Tournament in 2013, and the WDA All-Conference Team in 2014. Her senior year she had 17 kills, 796 digs, and 66 aces. Julina stands 5’1″ and also participated in Vocal Jazz.
Coach Hegerle says of Neimeier, “I am very happy that Julina chose to join our program and campus. I have had the pleasure of coaching Julina during Junior Olympic volleyball and at camps since she was in 7th grade.
Julina plans to major in elementary education.
Hegerle also announced the signing of Sara Rettig of Enderlin, ND who will join the Jimmies in the 2015-2016 season.
Sara played volleyball at Enderling Area High School where she was awarded MP and All District. Her senior year she had 228 kills, 133 digs, 36 aces, 65.5 blocks, and had an 85% hitting average. Sara stands 5’11” and also participated in Basketball, FBLA, FCCLA, NHS, and Close-Up.
Coach Hegerle says, “Sara is an outstanding young woman with great character and I am glad that she will be part of our program. I have had the opportunity to coach Sara in youth volleyball as well as camps for the past 5 years and I have no doubt that Sara will be a great asset to our University.”
University of Jamestown women’s track & field and cross country coach Jim Clark has announced the signing of Allison Foster of Rugby, ND who will join the Jimmies in the 2015-2016 season.
Allison ran track & field and cross country at Rugby High School. Her best 4K time was a 16:05, she has run the 3200 in 12:15, the 1600 in 5:52, and achieved a 4th place in the 3200 meter relay at the 2014 State Class Meet.
Coach Clark says of Foster, “Allie is a true multi-sport athlete for Rugby High School and she has been part of very successful teams in all of her sports. Most recently, she helped lead the Panthers to the championship game of the regional basketball tournament. Allie has missed Cross Country All-State honors each of the past two years by the slimmest of margins.

Pieh (Jackson, MI) is 6’4” tall and weighs in at 240 pounds. Cork’s defensive statistics for the season include 12 tackles and 1 sack with 1 fumble recovery. He was also Offensive Line MVP for 2014, voted team captain 2014, made the All-Area Dream Team and was on the 1st Team Interstate 8 All-Conference 2014.
Coach Frank says of Pieh, “Holden is a young man that fits the profile of successful student-athletes at the University of Jamestown. He is a great student, a quality young man and good football player. We were very impressed, as a staff, when Holden made his visit to campus. Pieh, plans to major in Biology.

GRAND FORKS, N.D. (AP) – The leading scorer on the nation’s top-ranked men’s hockey team is out indefinitely with an injury.
University of North Dakota head coach Dave Hakstol says senior forward and assistant captain Mark MacMillan suffered a lower body injury in Saturday’s game against St. Cloud State. Hakstol did not elaborate further on the nature of the injury.
MacMillan was scheduled for surgery on Wednesday.
The Penticton, British Columbia, native leads UND with 16 goals in 29 games this season. His 13 goals during conference play lead the National Collegiate Hockey Conference.
MacMillan was a fourth-round draft pick of the NHL’s Montreal Canadiens in 2010.
BISMARCK, N.D. (AP) – North Dakota will not have a bighorn sheep hunting season this year for the first time in more than three decades.
The state Game and Fish Department is making the move because of the deaths of dozens of sheep last year in the western Badlands due to bacterial pneumonia in the herd. Most of the sheep had been transplanted from Alberta, Canada, about a year ago.
State wildlife officials said the wild sheep likely were infected by domestic sheep, though sheep ranchers questioned that theory.
The last time North Dakota did not have a bighorn sheep hunting season was 1983. Game and Fish Wildlife Chief Jeb Williams says a summer survey of the bighorn population might help determine when hunting can resume.
GRAND FORKS, N.D. (AP) – A committee facilitating the selection of a new nickname for the University of North Dakota is expected to submit a “short list” of potential names by early May.
UND announced the formation of the committee on Tuesday. Its 11 members include Minnesota Twins President Dave St. Peter, former UND goalie Karl Goehring (GAYR’-ihng) and United Tribes Technical College President Leander “Russ” McDonald.
The committee will narrow a list of potential nicknames submitted through a public process that UND says it will announce soon. The short list of names will go to a final public vote.
State residents voted overwhelmingly in 2012 to dump UND’s “Fighting Sioux” nickname, which the NCAA considered “hostile and abusive.” The state Legislature put a moratorium on replacing the nickname until this year.

ST. PAUL, Minn. (AP) – Charlie Coyle scored the winner in a shootout as the Minnesota Wild beat Andrew Hammond and the Senators 3-2 last night. Devan Dubnyk made 31 saves and turned away Mike Hoffman in the fifth round of the shootout to secure Minnesota’s 15th victory in 20 games. Hammond made 36 saves for Ottawa.

MINNEAPOLIS (AP) – A person with knowledge of the situation says Adrian Peterson is scheduled to meet with Minnesota Vikings GM Rick Spielman and coach Mike Zimmer in Houston today. Peterson was suspended by the NFL. A federal judge ruled last week that the arbitrator in the case erred by applying a personal conduct policy that was adopted after Peterson beat his 4-year-old son.

NEW YORK (AP) – The NHL has fined two members of the Colorado Avalanche for their actions in the final seconds of a 3-1 loss to the Wild on Saturday. Captain Gabriel Landeskog (LAND’-ehs-kahg) and forward Cody McLeod were fined $5,000 and $3,091.40 respectively.

DENVER (AP) – The Denver Nuggets have fired coach Brian Shaw after 1 1/2 seasons and replaced him with assistant coach Melvin Hunt on an interim basis. Shaw went 56-85 after replacing George Karl, who was ousted after Denver won a franchise-record 57 games in 2012-13. Denver currently is 21-39 this season.

UNDATED (AP) – Major League Baseball introduced its new pace of play initiatives during five exhibition games in Arizona and Florida yesterday. There were the expected minor glitches as players, managers, umpires and fans adjusted to the “rules” designed to make games shorter, more appealing to TV viewers and perhaps lure the next generation of fans to a sport fighting for attention. Under the pace of play provisions, hitters are required to keep one foot in the batter’s box after taking a pitch.

FORT MEADE, Md. (AP) – The FBI says it believes shootings over the last two weeks along Maryland highways in the Baltimore-Washington area have been solved and a suspect is in custody. Authorities say shots damaged a National Security Agency building and that one vehicle was hit in another incident. One person was injured by broken glass. Authorities wouldn’t say if the NSA was targeted.
BOSTON (AP) – Dzhokhar Tsarnaev (joh-HAHR’ tsahr-NEYE’-ehv) was either a submissive, adoring younger brother who followed his radicalized, older sibling, or, he was a willing, active participant in the Boston Marathon bombings. Those are the portraits expected to be painted by defense and prosecution attorneys in opening statements today at Tsarnaev’s federal death penalty trial. He faces 30 charges in the bombings and the fatal shooting days later of a police officer.
MOSCOW (AP) – Russian President Vladimir Putin is condemning the public killing of one of his major critics just steps from the Kremlin. In televised remarks to Interior Ministry employees, Putin calls the death of Boris Nemtsov a “disgrace” to Russia. It was Putin’s first televised remark on the subject. He says high profile crimes need serious attention. No suspects have been detained.
WASHINGTON (AP) – President Barack Obama’s health overhaul is being tested again in a big way as the Supreme Court hears arguments on the latest challenge. Opponents contend only subscribers in states with their own insurance exchanges are entitled to federal tax subsides. The administration says the subsidies apply to everyone. An administration loss could cost millions of people their coverage under the Affordable Care Act.
MINNEAPOLIS (AP) – Winter isn’t going away anytime soon in a big part of the eastern U.S. from New England to Texas. The National Weather Service says a storm system that swept across parts of the Great Plains and Upper Midwest yesterday could bring snow rain and flooding to various areas as it moves into Maine, Massachusetts, eastern New York and New Jersey. The system will also dip through the mid-Atlantic region, including Washington, D.C., and North Carolina, and extend into Tennessee, Kentucky, Arkansas, southern Oklahoma and northeastern Texas.
