Jamestown (CSi) The public gave its thoughts Thursday at the Gladstone Inn & Suites in Jamestown concerning a proposed project to improve just over a 20-mile section of North Dakota Highway 20.

The proposed $6.8-million project includes widening and resurfacing the highway from the Jamestown city limit north about 4 miles. That, according to Brad Humphreys, senior project manager for Stanley Consultants, a Bismarck-based engineer firm designing the project.

Construction on the project is expected to start in spring 2016.

The Valley City district engineer for the Department of Transportation, John Thompson, pointed out that the entire project length is about 22 miles. After the first 4 miles, the remainder of the project will be resurfacing the highway.

The majority of the project is a preventative, maintenance-type project, an overlay, not a reconstruction.

The project includes adding 2 feet of shoulder to both sides of the highway in the first 4 miles of the project will improve driver and pedestrian safety.

Paul Marsalek, commented that the highway is rough in spots, and that it needs widening. He has driven that 20-mile stretch between Jamestown and his house for the last 50 years.

Public comments about the project will be taken by Stanley Consultants Inc. through March 20. All comments must reference NDDOT Project No. SS-2-020(016)001, PCN: 18853. WILLISTON, N.D. (AP) – Three more men in western North Dakota are dead following a crash with a semitrailer on Highway 200. The North Dakota Highway Patrol says three men driving in a Dodge Ram were struck by the semi after failing to yield at an intersection Wednesday evening in McKenzie County. All three men died in the crash. The driver was uninjured.
 

GALENA, Ill. (AP) – A freight train loaded with crude oil derailed in northern Illinois, bursting into flames and prompting authorities to suggest that everyone within 1 mile evacuate, authorities said. Only two people did so.
 
     BNSF Railway spokesman Andy Williams says the train derailed around 1:05 p.m. Thursday in a rural area where the Galena River meets the Mississippi. No one was injured.
 
     Galena City Administrator Mark Moran said late Thursday that out of 500 families in the voluntary evacuation area, only a family of two agreed to leave their home. He said the evacuation was prompted by the presence of a propane tank near the derailment.
 
     The train had 103 cars with crude oil and two buffer cars with sand.
 
     Williams says the cause of the derailment hasn’t been determined. The Federal Railroad Administration is sending investigators.

 FARGO, N.D. (AP) – Court proceedings for a man accused of sexually assaulting three North Dakota State University students have been postponed.
 
     The  attorney for Stanley Busche asked to move an April pre-trial hearing back due to pending matters that won’t be settled by then. Busche also waived his right to a speedy trial.
 
     Police say Busche attacked international students on Dec. 20 after he entered an unlocked door of their ground-floor apartment near campus and ordered them to strip at knifepoint. Police say he sexually assaulted at least one of the women, and one was injured during a struggle.
 
     Busche faces charges of gross sexual imposition, attempted sexual imposition and terrorizing.
 
     Busche previously told a judge that he’s not a violent person.

 

WATFORD CITY, N.D. (AP) – Authorities say the man responsible for a shooting south of Watford City is in custody.

The McKenzie County Sheriff’s Office says 28-year-old Kristopher Reddell turned himself into the Watford City Police Department this week. Officers had been looking for Reddell for several days.

Reddell has been charged with three counts of reckless endangerment, and one count of aggravated assault.

Reddell is accused of firing a shot in the Clear Water RV Park in what they believe was a domestic violence incident Sunday night. No one was hit by the gunshot but authorities say a woman was injured in the incident.

 

 BISMARCK, N.D. (AP) – A North Dakota woman has pleaded guilty in federal court to biting a Bureau of Indian Affairs officer on the arm.
 
     Jessie Grant, of Fort Yates, is charged with assaulting a federal officer. She faces a maximum penalty of eight years in prison.
 
     Authorities say the incident happened last summer on the Standing Rock Indian Reservation. Sentencing is set for June 22.
 
     A federal public defender could not be reached for comment.

 

 BISMARCK, N.D. (AP) – A state education board has postponed taking disciplinary action against the state superintendent of public instruction and a Bismarck teacher until a court reaches a decision in an alleged domestic violence incident.
 
     Kirsten Baesler is charged with assaulting her fiancé Todd Tschosik, who teaches at three Bismarck schools.
 
     The  Education Standards and Practices Board decided to delay action so they could monitor legal proceedings against Baesler and any action taken against Tschosik by the Bismarck School Board.
 
     Tschosik pleaded guilty to drunken driving in December. He was also accused of assaulting Baesler in a Florida hotel room last summer, but the charges were dropped.
 
     Assistant Attorney General Sandra DePountis said the board could potentially take action against Tschosik for violating the board’s code of ethics.

 

BISMARCK, N.D. (AP) – The North Dakota Legislature is considering doubling the $1-per-head checkoff that ranchers pay when they sell cattle.
 
     North Dakota’s House approved the measure last month. The Senate Agriculture Committee is slated to hear the bill Friday.
 
     The North Dakota Stockmen’s Association supports doubling the checkoff to provide more money for beef research, education and promotion. Ranchers would have the option of asking for a refund of the additional dollar.
 
     The Independent Beef Association of North Dakota and the North Dakota Farmers Union are opposed to the measure.
 
     Opponents say any checkoff increase should be decided by ranchers nationwide – not by state lawmakers. 
 
     The national beef checkoff hasn’t changed for three decades. Several states have raised the checkoff at the state level to promote the industry and increase beef demand.

 

BISMARCK, N.D. (AP) – The state Department of Health says a pipeline has leaked nearly 19,000 gallons of saltwater in northwest North Dakota.
 
     The pipeline owned by Continental Resources ruptured after it was struck by equipment excavating at the site about 16 miles north of Tioga.
 
     The 450-gallon saltwater, or brine, spill was contained to the excavated area near the pipeline. The department says it has not impacted any waterways and is not a threat to public health at this time. 
 
     Brine is an unwanted byproduct of oil production and is considered an environmental hazard by the state. It is many times saltier than sea water and can easily kill vegetation exposed to it.
 
     The Department of Health and the North Dakota Oil and Gas Division have responded and say cleanup is underway.

 

 BISMARCK, S.D. (AP) – The state of North Dakota does not plan to push back against federal rules requiring new wood-burning stoves to produce fewer emissions.
 
     The U.S. Environmental Protection Agency recently updated its clean air standards for residential wood heaters. It also added air standards for outdoor and indoor wood-fired boilers, indoor wood-fired forced air furnaces and single burn-rate woodstoves.
 
     Several states are refusing to go along because lawmakers say the rules could leave lower-income residents unable to afford the new stoves.
 
     North Dakota ranked 30th in a list produced by The Associated Press ranking states that produce the most fine particle emissions per person from residential wood burning.
 
     The state Division of Air Quality says the state doesn’t have to adopt the new standards because it’s not a problem in the state.

Minot     The LaMoure-Litchville-Marion girls basketball team upset third-seeded Lakota-Edmore 58-44 to advance to the semifinals of the Class B state tournament.

The Loboes finished 21-of-26 from the free-throw line in the fourth quarter, as L-E desperately tried to get back into the game with fouls.

Anna Holen had a team-high 18 points and 11 rebounds. Katrina Hoff and Taylor Hebl added 13 and 11, respectively.

L-E’s Fallyn Freije dumped in 18 points and 10 rebounds.

L-L-M plays Kindred at 6:30 p.m. today in the state semifinals.

 

DICKINSON TRINITY-THOMPSON
 
     Trinity beats Thompson 66-57 in 1st round of state B
 
     MINOT, N.D. (AP) – Kennedy Keator had 21 points to lead Dickinson Trinity to a 66-57 win over Thompson on Thursday in the first round of the North Dakota Class B girls basketball tournament.
 
     Keator was 7 for 14 from the field and perfect on six free throw attempts. She was one of four Titan players in double figures, including Alanna Sickler with 12 points and 13 rebounds.
 
     Brianna Soehren had 16 points and Abigayle Jones 11 for Trinity (20-5).
 
     Thompson (22-3) got a team-high 20 points from Emily Overby and Shaice Marx. Overby had three 3-pointers and Marx was 6 for 8 from the lines and grabbed 11 rebounds for the Tommies.
 
     Thompson scored the first points of the game but Trinity took the lead for good with 6:03 left in the first quarter.

     Minor Ryan beats Shiloh Christian 49-30 at state B tourney
 
     MINOT, N.D. (AP) – Hannah Stewart and Gabbie Bohl had double-doubles Thursday as Minot Bishop Ryan beat Shiloh Christian 49-30 in a first-round rematch of last year’s title game at the North Dakota Class B girls basketball tournament.
 
     The Lions (24-1) have won 81 straight games against Class B opponents dating back to the 2012 state tournament.
 
     Bohl had 11 points and 11 rebounds. Stewart added 10 points and 10 boards. Maddie Wald led Ryan with 13 points.
 
     Ryan pulled away from the Skyhawks (22-4) in the second quarter and allowed just 12 second-half points.
 
     Krista Ulmer led Shiloh with 10 points and 10 rebounds.
 
     ND GIRLS B-PARSHALL-KINDRED
 
     Kindred edges Parshall 55-54 in overtime at state B tourney
 
     MINOT, N.D. (AP) – Alexis Piatz had 18 points and 10 rebounds to lead Kindred to a 55-54 win over Parshall in overtime Thursday at the North Dakota Class B girls basketball tournament.
 
     Piatz’s driving basket with five seconds left in regulation sent the game into overtime tied at 47. She missed a free throw with six seconds left in overtime, but Parshall (20-6) did not get off a final shot.
 
     Alexandra Erickson added 10 points and 10 rebounds for Kindred (25-0).
 
     Michelle Risan paced Parshall with 23 points. Aulora Severance had 14 points and 13 rebounds and Cheyenne Packineau chipped in 12 points and 11 rebounds.
 
     Kindred led 27-26 at the half with its biggest lead five points in the third quarter. Parshall’s biggest lead was six points in the second quarter.

 MIAMI BEACH, Fla. (AP) – An attorney for the union representing NBA players has strongly indicated the association will again want the age limit for turning pro lowered in the next round of collective bargaining. National Basketball Players Association general counsel Gary Kohlman expects the issue will be a contentious one with the NBA. Commissioner Adam Silver has often said he favors raising the limit from 19 to 20 in the next labor deal.

     DORAL, Fla. (AP) – J.B. Holmes has a four-stroke lead over Ryan Moore heading into the second round of the PGA’s Cadillac Championship at Doral.  RIO GRANDE, Puerto Rico (AP) – PGA Tour rookie Mark Hubbard is the leader through one round of the PGA’s Puerto Rico Open in Rio Grande. Hubbard opened with a 4-under 68 that puts him one stroke ahead of Billy Mayfair, Chris Smith and Emiliano Grillo. David Duval, Jonathan Byrd, J.J. UNDATED (AP) – Peyton Manning has passed his physical and signed his revised contract with the Denver Broncos.
 
     The five-time MVP agreed to a $4 million pay cut to $15 million, but he can earn all of it back through incentives.
 
     Manning mulled retirement after the Broncos’ playoff loss to the Indianapolis Colts. But he determined he still had the health and hunger to keep playing at age 39.

 

NASCAR-KURT BUSCH…
     DOVER, Del. (AP) – Delaware prosecutors say they will not file criminal charges against NASCAR driver Kurt Busch following allegations of domestic violence by his ex-girlfriend.
 
     NASCAR indefinitely suspended Busch last month after a Delaware Family Court judge said the former champion almost surely choked and beat Patricia Driscoll last fall. But the Delaware attorney general’s office says that there was not enough evidence to bring criminal charges.

 

In world and national news…

 WASHINGTON (AP) – The U.S. job market and economy has been outdoing those of other major nations and that trend is expected to continue based on expected data being released today by the Labor Department. Economists surveyed by FactSet predict a February job gain of 240,000 and a drop in unemployment to a near-normal 5.6 percent from 5.7 percent.
 
     UNDATED (AP) – The major roads in Kentucky may be open again but the snow is yesterday’s news while today’s concern is flooding. With rising temperatures, all the snow, two feet in some spots, could melt and become a different kind of hazard. Before the highways reopened last night, some motorists had been stranded nearly 24 hours in backups that stretched some 26 miles.
 
     MIAMI (AP) – A Honduran woman is expected in court today in Miami to face federal charges after authorities say she crashed her vehicle into a police patrol car at Miami International Airport and screamed that she had a bomb. The Miami Herald reports that no bomb was found. Special Agent Michael Leverock says there appears to be no connection to terrorism, and there were no injuries.
 
     BERLIN (AP) – With 10 smugglers from seven countries scheduled for execution soon, the U.N. human rights office is pleading with Indonesia to back away from using the death penalty on convicted drug smugglers. The Office of the High Commissioner for Human Rights says there’s no evidence such executions solve the problem.
 
     COPENHAGEN, Denmark (AP) – International Olympic Committee President Thomas Bach is reacting to criticism of its site selection by human rights groups. The groups object to the selection of places like Beijing and the Kazakh city of Almaty. In a speech at a sports congress in Denmark, Bach reiterated his position that the IOC must remain “politically neutral” but also consider the political implications. He says choices don’t necessarily equal agreement with political or legal systems.
