Jamestown (CSi) Jamestown Police wants to warn Jamestown residents regarding a convicted sex offender who has changed addresses in the City of Jamestown.
39 year old James Charles Thompson III now resides at 1311 Western Park Village, Jamestown, ND
He presently has no vehicle.
Thompson is a black male, 6 feet tall, weighing 293 pounds with brown eyes and black hair.
Thompson has been assigned a high risk assessment by the North Dakota Risk Level Committee, of the North Dakota Attorney General’s Office.
Thompson was convicted of promoting a sexual performance by a minor.
Conviction date January 26, 2004 in Stutsman County Court.
Disposition: two years, with three years supervised probation.
Thompson is not wanted by police at this time and has served the sentence imposed by the court. This notification is meant for public safety and not to increase fear in the community, nor should this information be used to threaten, assault, or intimidate the offender.
Attempts to harass, intimidate, or threaten these offenders, their families, landlords or employers will be turned over for prosecution.

Jamestown (CSi) A 39 year old Jamestown man accused of a number of thefts committed while working for a plumbing and heating company was sentenced Thursday in Southeast District Court in Jamestown.
Chad Lee Gourneau, pleaded guilty to the charges, three Class C felony charges of theft of property worth more than $1,000, and two Class B misdeneanor counts of theft of property valued at less than $500.
He was accused of taking property from five different homes in Jamestown.
Most of the property stolen was collectible coins and jewelry. Some of the property is still in the possession of Jamestown Police and has not been claimed by the owners.
Judge Jay Schmitz sentenced Gourneau, to one year and one day in prison, at the North Dakota Department of Corrections and Rehabilitation with credit for 18 days served. The jail time is to be served concurrently with the sentence he received on other charges.
Schmitz said the intent of the sentence was for Gourneau to make restitution.
A restitution hearing will be scheduled in the next month to determine the amount owed to victims in the most recent charges.
Gourneau previously pleaded guilty to burglary, a Class B felony, and theft of property, a Class B misdemeanor, in related incidents. He was sentenced to one year and one day in the North Dakota Department of Corrections and Rehabilitation with three months suspended. He was also ordered to pay $3,800 in restitution.
Property seized from Gourneau but not claimed by any victim could be sold and the proceeds used to offset the restitution owed.
Assistant State’s Attorney Kathryn Naumann recommended a two-year prison sentence be served after the completion of the previous sentence.
Defense Attorney Scott Sandness recommended probation on the most recent charges.
Jamestown (CSi) The Environmental Protection Agency and the North Dakota Department of Health have announced that the City of Jamestown did not collect or report the required chlorine and chloramine residual samples during the months of October through December in 2014.
City officials announced that the city could not be sure of the quality of drinking water during that time period.
In a news release, the City of Jamestown said that they regret the error in monitoring and reporting requirements of the Stage 2 Disinfectants and Disinfection Byproducts Rule.
The city has also pointed out that steps are being taken to ensure adequate procedures are taken in the future.
The City sent releases to residential areas on February 28th announcing the failure to monitor.

BISMARCK, N.D. (AP) – State Treasurer Kelly Schmidt says $1.1 billion in fast-track funding for highways and communities affected by North Dakota’s exploding growth is being distributed.
Schmidt says the funding started going out Friday.
The North Dakota Treasurer’s Office distributed $640,000 to Stutsman County Friday. The money will be transferred to the 64 townships in the county at a rate of $10,000 per township
The fast-track legislation includes $450 million in funding for state highway projects. It includes $240 million for the 10 biggest oil-producing counties, $112 million for non-oil-producing counties, $100 million for cities in oil-producing counties, and $198 million for other cities outside the oil patch.
Gov. Jack Dalrymple signed the bill last month at a ceremony at the state Capitol.
Dalrymple called the bill “a great legislative accomplishment” that had strong bipartisan support.
GRAND FORKS, N.D. (AP) – Grand Forks police are still searching for a suspect in an armed robbery at a fast food restaurant over the weekend.
Authorities say a woman armed with a handgun entered a Hardee’s restaurant about 10 p.m. Saturday, demanded cash from employees and fled on foot.
The amount of money the woman stole has not been disclosed.
ALEXANDER, N.D. (AP) – No injuries were reported in two large fires in the western North Dakota oil patch over the weekend.
McKenzie County Emergency Manager Karolin Rockvoy says emergency crews from Alexander and Williston were called to an oil and gas waste disposal site north of Alexander about 3:30 a.m. Saturday. Firefighters had the blaze contained about 5 1/2 hours later.
Three oil tanks exploded about 9 a.m. Saturday at a site about 5 miles north of Killdeer. Dunn County Emergency Manager Denise Brew says the boom was felt by people in Killdeer.
Authorities are investigating the causes of both fires.
BISMARCK, N.D. (AP) – A North Dakota man has been sentenced to more than four years in prison on an illegal weapons charge.
Thirty-eight-year-old Jerome Fletcher, of Minot, pleaded guilty earlier to possession of ammunition by a convicted felon.
Authorities say Fletcher had 11 rounds of 9mm ammunition in his possession in November 2013.
Fletcher has an extensive criminal record that includes convictions for robbery, assault and possession of methamphetamine.
U.S. District Judge Daniel Hovland sentenced Fletcher to four years and three months in federal prison, followed by three years of supervised release.
BISMARCK, N.D. (AP) – The father of U.S. Rep. Kevin Cramer has died.
The North Dakota Republican issued a statement Monday saying his father, Richard Cramer, died at his home in Kindred after a battle with cancer.
Fredrickson-Boulger Funeral Home in Kindred says Richard Cramer died Saturday.
A prayer service is scheduled Wednesday night at the funeral home. A funeral is scheduled Thursday afternoon at Kindred Lutheran Church.
BISMARCK, N.D. (AP) – More than $200,000 in federal funds has been awarded to a North Dakota nonprofit that focuses on providing affordable housing to people across the state.
The funds granted to the group CommunityWorks North Dakota are meant to be used to help families that do not qualify for traditional lending programs, including down payment, closing costs, emergency repair assistance and affordable first and second mortgages.
U.S. Sen. Heidi Heitkamp says North Dakota families more than ever before are in need of assistance and flexible financing options to purchase affordable housing. She says rising housing costs as well as “insurmountable student loan debt” is making it “exceedingly difficult” for families to afford a house.
U.S. Sen. John Hoeven says the funds will also help create jobs in the state.
DEVILS LAKE, N.D. (AP) – An oil refinery with the capacity to process 20,000 barrels a day could open in Devils Lake.
City commissioners have approved an ordinance to allow oil companies to apply for a conditional use permit to build a refinery in Devils Lake.
The proposed refinery would be operated by American Dakota Energy a subsidiary of Eagle Ledge Petroleum LLC. The facility is expected to be built on roughly 350 acres west of the city.
Devils Lake officials have hired a Seattle-based attorney to draft an agreement that the city would then present to the operator of the proposed facility. Residents will get two opportunities to voice their opinions on the agreement before it is approved.
Oil companies also have to obtain a state permit to build a refinery.

Minot (CSi) In their first appearance at the State Class B Girls Basketball Tournament, the LaMoure-Litchville/Marion girls basketball team finished in third place, defeating Dickinson Trinity 49-34 on Saturday evening at the Minot State Dome.
Parshall defeated Thompson for seventh place and fifth place went to Lakota/Edmore after defeating Bismarck Shiloh Christian. Minot Bishop Ryan won their third straight State Championship defeating Kindred in the title game.
Jamestown (CSi) Two Jamestown Blue Jay Swimmers, broke school records, at the state meet in at the BSC Aquatic Center in Bismarck Saturday.
Colt Rasmussen broke his own school record and placed in two events, as the Blue Jays finish with 106 team points.
Rasmussen took second in the 200-yard freestyle with a time of 1 minute, 45.19 seconds. He bested his school record 1:46.62, which he set in 2014. He also placed third in the 100 freestyle with a time of 48.60.
Junior Cody Lutman also broke a school record, scoring a 453.10 in the diving competition.
Jametown (CSi) University of Jamestown head women’s soccer coach Nick Becker has announced the signing of Caelie Williams of Pierre SD who will join the Jimmies in the 2015-2016 season.
Caelie played soccer at T.F. Riggs High School where she was awarded 2011 Up and Coming Player of the Year, 2012 Honorable Mention, 2013 First Team All State and Finalist for Goal of the Year, and in 2014 she was team captain, MVP, First Team All-Conference, AA Girls Elite II, First Team All-State, and South Dakota’s Female Soccer Player of the Year. In addition, she was part of the Oahe FC U12-U18 and South Dakota United U14 – U18.
Coach Becker says of Williams, “Caelie is a very good player who is going to provide us with a high soccer IQ and a very well rounded competitive background.”
Caelie plans to major in Radiologic Technology and will be a welcome addition to the University of Jamestown family. She said of her decision, “it turned out to be the perfect fit for me. I fell in love with the campus and the team.” Caelie is the daughter of Shawn & Britt Williams.
Head women’s soccer coach Nick Becker has announced the signing of Ashley Greenlund of Horace, ND who will join the Jimmies in the 2015-2016 season.
Ashley played soccer for four years at West Fargo High School where she was awarded the coaches award. She also played with the West Fargo Soccer Club, Jamestown Soccer Club, and the Tri-City Soccer club.
Coach Becker says of Greenlund, “”Ashley is a strong central midfielder who is going to add a high work rate and good technical ability throughout our midfield.”
Ashley plans to major in psychology at the University of Jamestown. In addition to soccer, she played basketball and volleyball in high school. She says of her decision to attend the University of Jamestown, “I felt very comfortable with the players and coaches, and I also like the small hometown feel of the campus.”

Young played soccer at West Fargo High School where she was a starting varsity player during her entire four-year high school career. She also participated in cross-country where she was a 5-year letter winner, Team Captain in 2013-2014, and All-EDC in 2013.
Coach Becker says of Young, “Alex is a very hard working player that will bring that extra level of energy to the game and to our backline.”
Alexis plans to major in marketing and will be a welcome addition to the University of Jamestown family. She is the daughter of Jeff and Terri Young.

BISMARCK, N.D. (AP) – Anglers are running out of time to remove permanent fish houses from North Dakota waters, and from any state wildlife management area or federal refuge land.
The state Game and Fish Department says the deadline is midnight Sunday. Fish houses may be used on state waters after that if they’re removed daily.
Anglers are advised to use caution when accessing lakes because mild weather can quickly result in unstable ice conditions.
Game and Fish says Sunday also is significant because it’s the end of North Dakota’s darkhouse spearfishing season.
BISMARCK, N.D. (AP) – A North Dakota man is overseeing modifications of a coffer dam in the Saskatchewan River delta to help ducks along their annual spring migration to the Canadian boreal forest.
Brad Karel is an engineer and construction manager with the Great Plains regional office for Ducks Unlimited in Bismarck. He has embarked on his third mission north to enhance habitat for waterfowl with his current project in The Pas, Manitoba.
The boreal forest covers 60 percent of Canada and is the second-highest waterfowl producing area in North America.
Ducks Unlimited Canada says about 12 million to 15 million ducks use the western boreal forest for spring breeding and as refuge when prairies are in drought.
WAHPETON, N.D. (AP) – Coming from a basketball family has helped two Wahpeton siblings become leaders in points and rebounds on their respective varsity teams. Blaze Irwin is leading the boys basketball team as the conference’s top seed. His younger sister Tylee is relishing in her role as captain of the girls basketball team. Blaze broke a school record last month for most points scored in a varsity career.

ORCHARD PARK, N.Y. (AP) – Running back LeSean McCoy has a new team and a new contract after he and the Buffalo Bills agreed to restructure his previous deal. McCoy’s agent confirmed in a text to The Associated Press that McCoy has accepted a five-year, $40 million contract that will make him the NFL’s highest-paid running back. The agreement was reached five days after the Bills reached a deal to acquire McCoy from the Philadelphia Eagles in exchange for linebacker Kiko Alonso.

SELMA, Ala. (AP) – It’s on to Montgomery, Alabama today for participants in the commemoration of “Bloody Sunday” on its 50th anniversary. The march from Selma, recreating the one from 1965, is expected to take about a week. Several speakers yesterday pushed visitors to fight to restore the Voting Rights Act. A key provision was struck down by the Supreme Court in 2013.
NEW YORK (AP) – Changes sought by consumer advocates are on the way from the three largest credit reporting agencies. Medical debts won’t be reported until after a 180-day waiting period to allow time for insurance payments to be applied. People who contest items in their credit reports will receive additional information concerning their dispute. Combined forces from Chad and Niger (nee-ZHEHR’) are on the offensive. A local resident says hundreds of troops from Chad and Niger had crossed the border into Nigeria.
BEIRUT (AP) – Syrian activists and Kurdish officials say the first female foreign fighter known to be killed fighting with Kurdish forces against the Islamic State group is a native of South Africa with German citizenship. They say Ivana Hoffman was killed Saturday. Hoffman is the third foreign national to be killed fighting with the Kurds. Meanwhile, airstrikes by the U.S.-led coalition hit a Syrian oil refinery held by the Islamic State group.
