 Jamestown (CSi) The Jamestown City  Fire Department responded to a fire call at Aggregate Industries in Southeast Jamestown Tuesday evening at about 5:50.

City Fire Chief Jim Reuther says there was a report of flames coming out of a building at 2515 17th St. Southeast.

Reuther says a two inch propane hose attached to equipment was leaking and fueling the fire that damaged part of the building, in the area where machinery was located.

Reuther says one of the first firefighters on the scene was able to shut off the propane at its source, which helped contain the fire.

The fire was under control and out in 11 minutes.

31 city firefighters and five units that responded.

Reuther said the cause of the fire has not yet been determined.

 

Jamestown (CSi) The Jamestown Police Department wants to warn residents of two sex offenders who have changed addresses.

Larry Gant now resides at 1018 4th Avenue Southwest, Apt #32.

He currently has no vehicle.

Gant is a 37 year old black male, 5 feet 11 inches tall weighing 177 pounds with brown eyes and black hair.

He is a high risk sex offender.

He was convicted in February of 2003 of aggravated rape, in Shelby County Tennessee District Court. Disposition 8 years. He is presently on probation with North Dakota Parole and Probation.

Also…

26 year old Matthew Jacob Lee Graham now resides at 517 4th Street, Northwest. Jamestown ND.

He is a high risk sex offender.

He is a white male 5-feet 11 inches tall weighing 172 pounds with blue eyes and brown hair.

He was convicted of indecent exposure in April of 2004 in Kidder County, ND, involving a five year old boy. His disposition was remanded to the Mesabi Academy Treatment Center.

Neither Gant or Graham are wanted by police at this time and have served the sentence imposed by the court. This notification is meant for public safety and not to increase fear in the community, nor should this information be used to threaten, assault, or intimidate the offender.

Attempts to harass, intimidate, or threaten these offenders, their families, landlords or employers will be turned over for prosecution.

Valley City (CSi) The Valley City Public School board has begun the process of seeking a successor to Superintendent Dean Koppelman who will retire at the end of the 2015-2016 year.

The position will be advertised in the fall of 2015, with guidance from the North Dakota School Boards Association for a fee of $8,000, based on school districts with an enrollment of over one thousand students.

Koppelman has been the school district’s superintendent for 17 years.

Alaine Toso, a Title On Reading teacher will retire at the end of this school year.

Also “retiring” is “Junior” is a licensed therapy dog

Ms. Toso says her experience as a teacher along with her companion “Junior” has been very rewarding for her and the students, adding that the stress relief that “Junior” provides for students and staff members has been beneficial to everyone.

Alaine plans to continue being a substitute teacher following her retirement this spring.

 

Valley City (CSi) Luke “Strider” Jordan will share the story of his 2013 thru-hike of the 4,600 mile-long North Country National Scenic Trail (NCT). His presentation will be on April 16, 2015, starting at 6:30 in the Skoal Room of the VCSU Student Center and is free and open to the public.

The presentation is hosted by the VCSU Business Department and the Sheyenne River Valley Chapter of the non-profit North Country Trail Association.

Jamestown (CSi) The Jamestown/Stutsman Development Corporation (JSDC) has approved two items in an effort to streamline the process of selling lots in the I-94 Business Park.

One measure would implement a questionnaire for prospective buyers, and would be graded, and only businesses with a high enough ranking would be approved to purchase lots.

The other measure would establish a template for a standard sales agreement based on the sales agreement being developed for the sale of lots offered by Dean Hafner.

This process would be done by JSDC staff and would not require the review of the JSDC Board of Directors.

The sale of the lot could then be reviewed by the City Council and Stutsman County Commission in less than 30 days after the agreement is reached.

Hafner plans to build a showroom and office space for a building trade businesses.

The JSDC Board, and Executive committee in January this year approved Hafner’s offer to purchase one and a half lots and requested a right of first refusal on an additional lot.

The request was heard by the Jamestown City Council and the Stutsman County Commission in February. The County Commission approved the sale then, the City Council made its approval pending a review by the city attorney.

Jamestown Mayor Katie Andersen said the final approval has been delayed while City Attorney Leo Ryan and JSDC attorney Joe Larson were working out details of the sales agreement.

Andersen said Ryan and Larson had exchanged drafts of the document early Monday this week, and a finalized sales agreement could be prepared for Hafner to review soon.

Hafner asked for a time limit of 90 days for finalizing documents.

The sales agreement must also meet the requirements of North Dakota law regarding economic incentives for businesses because the lots are being sold for less than market value as an inducement for development.

Tim Nill offered to purchase a lot in October. While the purchase agreement has not been finalized, Nill has already begun construction on the building.

In other business, the JSDC Executive Committee approved an extension of the lease for an office building used by UTC Aerospace Systems and tabled for further review an update to the JSDC policy manual.

 

BISMARCK, N.D. (AP) – Crews have been battling grass fires around North Dakota as warm, dry conditions persist.

On Tuesday a grass fire was reported in the Courtenay area,   which burned a structure, and Monday in the Montpelier area.

A fire north of Minot on Tuesday afternoon burned about 100 acres and came close to an uninhabited rural school.

Flames also crept dangerously close to some homes northeast of Bismarck on Tuesday, but none were damaged. In nearby Morton County, firefighters at the Tesoro oil refinery battled a blaze on refinery land. It didn’t threaten any infrastructure.

A wildfire in Oliver county scorched about 5,000 acres, or nearly 8 square miles.

No injuries were reported in any of the fires.

The National Weather Service has issued a red flag warning for almost all of North Dakota, meaning conditions are ideal for wildfires.

 

WEST FARGO, N.D. (AP) – North Dakota authorities say the body of missing Minnesota snowmobiler has likely been found in the Sheyenne River near West Fargo.

Police say the body was discovered late Tuesday morning and sent to Grand Forks for an autopsy and positive identification. But they believe it is that of 34-year-old Cole Schwindt, of Moorhead, Minnesota.

The clothing appeared similar to what Schwindt was wearing Dec. 2 when he disappeared while snowmobiling on the river. The body was recovered about 800 yards downstream of where Schwindt likely entered the water.

Divers found the snowmobile submerged in the river but abandoned searches for Schwindt in early February.

Two flooring installers spotted the body in the water while searching a wooded area for unique pieces of wood.

 

HAWLEY, Minn. (AP) – The propeller of a small airplane piloted by a North Dakota man has caused significant damage to a car after the aircraft made an emergency landing on a Minnesota highway. The incident happened just before noon Tuesday on Highway 10. No injuries were reported. Pilot David Gowan of Minot, North Dakota, says the incident happened after he took off from the airport in Hawley, where he picked up a passenger and refueled his 1979 single-engine Mooney.

 

BISMARCK, N.D. (AP) – A North Dakota House committee is opposing legislation that would prohibit discrimination based on sexual orientation in housing, government, public services and the workplace.

The House Human Services Committee voted 11-2 on Tuesday to give the bill a do-not-pass recommendation. The measure now goes to the full House for a vote.

The Senate passed the bill last month despite the fact that it received a do-not-pass recommendation in committee.

Lawmakers have defeated legislation twice in the past six years that would prohibit discrimination based on sexual orientation.

 

BISMARCK, N.D. (AP) – North Dakota plans to join Wyoming in a lawsuit challenging a new federal hydraulic fracturing rule for U.S. government lands.

The North Dakota Industrial Commission headed by Gov. Jack Dalrymple voted Tuesday to intervene in the lawsuit that Wyoming filed last week in federal court.

The Obama administration is requiring companies that drill on federal lands to disclose chemicals used in hydraulic fracturing.

The process involves pumping water, sand and chemicals underground to split open rocks to allow oil and gas to flow.

Attorney General Wayne Stenehjem (STEHN’-juhm) says North Dakota agrees with Wyoming’s argument that the rule is unlawful because it interferes with state regulations.

North Dakota’s top energy regulator, Lynn Helms, says the federal rule will hamper the drilling of thousands of wells in the state.

 

BISMARCK, N.D. (AP) – North Dakota’s House has killed a bill that would name lawmakers who make written requests for public records.

The House defeated the measure 62-29 on Tuesday.

North Dakota’s Senate approved the bill 44-3 in February.

Lawmakers can make anonymous requests for public records through the Legislative Council, which is the Legislature’s research arm.

Republican Sen. Tim Flakoll, of Fargo, is the main sponsor of the bill. He says there have been some cases where unnamed lawmakers have made single requests for thousands of pages of documents at a staggering cost to taxpayers.

Although the proposed legislation is intended to strip the anonymity of lawmakers making such requests, it still provides a huge loophole. Lawmakers could still be unnamed if they make the request for public records by telephone.

 

FARGO, N.D. (AP) – North Dakota farmers this year are expected to plant more wheat and sugar beets but less corn and soybeans.
 
     The federal Agriculture Department projects the size of the state’s spring wheat crop to be up 1 percent and the durum wheat crop to be up 4 percent from last year. Farmers intend to plant 4 percent more sugar beets.
 
     Soybean acres are expected to drop 2 percent from last year’s record, and corn acres are projected to be down 4 percent over the year.
 
     The state’s dry edible bean and hay crops also are expected to drop in size. But North Dakota farmers are expected to plant more sunflowers, barley, dry peas, lentils, flaxseed and oats. Canola acres are projected to be unchanged.

 

BISMARCK, N.D. (AP) – A judge has ordered a pet cemetery slated for closure in Bismarck to remain open to the public until mid-April. South Central District Judge Sonna Anderson delayed judicial action on visitation to Billie’s Meadow Pet Cemetery yesterday. She ordered the cemetery to stay open to pet owners until April 15th.

BISMARCK, N.D. (AP) – With the beginning of April comes the need for some new hunting and fishing licenses in North Dakota.

The state Game and Fish Department is reminding outdoors enthusiasts that anglers, trappers and spring light goose hunters all need new licenses starting April 1. They’re good through next March.

GRAND FORKS, N.D. (AP) – The University of North Dakota is looking for suggestions for a new nickname.

The school’s nickname committee will be accepting submissions beginning Wednesday until the end of the April. The names must be 25 characters or less.

The committee says it is looking for nicknames that are unique, promote pride and strength, represent the state and region, honor the traditions and heritage of the past, and can be a unifying and rallying symbol.

A consulting group will research the suggestions for any trademark or copyright infringement. The committee will narrow down the choices for a public vote.

The school’s Fighting Sioux nickname was retired in June 2012, after which the Legislature enacted a three-year moratorium on a new moniker.

FORT MYERS, Fla. (AP) – Masahiro Tanaka gave up three runs in 4 1-3 innings yesterday as the Minnesota Twins beat the New York Yankees’ 3-1. Neither team started many of its projected opening day starters. Brett Gardner went 1 for 2 with a walk for the Yankees. Twins starting pitcher Tommy Milone allowed a run and four hits in six innings. He struck out five and walked two.

UNDATED (AP) – Connecticut’s Breanna Stewart and Notre Dame’s Jewell Loyd are unanimous selections for the 2014-15 AP women’s All-America team. NEW YORK (AP) – St. John’s will introduce their career leading scorer Chris Mullin as the Red Storm’s new head coach at a press conference today. It’s his first coaching job at any level. Mullin succeeds Steve Lavin, who agreed to leave last week after taking the Red Storm to the NCAA Tournament twice in five seasons.

 

COLLEGE FOOTBALL-FLORIDA STATE-PRO DAY…

TALLAHASSEE, Fla. (AP) – Jameis (JAY’-mihs) Winston put on a show for the assembled NFL coaches, general managers and scouts assembled for Florida State Pro Day.

The Seminoles star threw passes for nearly an hour, demonstrating arm strength, accuracy and stamina while drawing cheers from the hundreds on hand.

His next public workout might be as the top pick in the NFL draft. Asked why Tampa Bay should select him with the No. 1 pick, Winston replied because he’s the best player in the draft.

 

NASCAR …

CHARLOTTE, N.C. (AP) – NASCAR has imposed harsh penalties against Ryan Newman’s race team after determining Richard Childress Racing manipulated the tires Newman used at Auto Club Speedway in California.

Newman was one of four drivers to have his tires taken by NASCAR after the March 22 race at Fontana. The tires were sent for an independent inspection, and NASCAR says that Newman’s tires were found to been modified in violation of NASCAR rules.

Newman and car owner Childress were docked 75 points each. That dropped Newman from sixth to 27th in the driver’s standings.

Crew chief Luke Lambert was fined $125,000 and suspended for the next six races. Lambert was also placed on probation through the end of the year.

GOLF…

AUGUSTA, Ga. (AP) – Tiger Woods played a practice round yesterday at Augusta National, a strong indication that the four-time champion could make his return at the Masters.

Still to be determined is whether Woods returns for the Masters next week.

Woods has not played since he withdrew at Torrey Pines on Feb. 5. He has said he would return to competitive golf only when his game was ready.

 

In world and national news…

JERUSALEM (AP) – Israel’s leader is continuing his outspoken criticism of the Iran nuclear talks. Benjamin Netanyahu says that while world powers are making concessions, Tehran continues to wreak havoc in the Middle East and threaten Israel. He says a weak deal will endanger not only Israel but world peace. He says the deal needs to “significantly roll back Iran’s nuclear infrastructure” and insist on “a change in Iran’s behavior.”

LAUSANNE, Switzerland (AP) – There are competing claims about a deal today even as nuclear talks continue between Iran and world powers beyond a missed deadline. Three of the six foreign ministers involved left the talks with prospects for agreement remaining uncertain. But Iran’s deputy foreign minister says there will be a joint statement declaring that progress has been made but without mention of specifics. Western officials say there’s no decision about a statement.

SANAA, Yemen (AP) – A rebel-controlled port city on Yemen’s Red Sea coast has been targeted by Saudi-led warplanes and Yemeni officials say a factory in the city was hit, killing 23 workers. The official says anti-aircraft batteries returned fire. The campaign against the Shiite rebels known as Houthis (HOO’-theez) is in its seventh day.

CAIRO (AP) – Egypt’s president says Cairo’s anti-extremist efforts will get a boost now that the United States has reinstated military aid that had been suspended during the country’s turmoil. Abdel-Fattah el-Sissi (AHB’-del fat-AH’ el-SEE’-see), who overthrew Egypt’s elected but divisive Islamist president in 2013, says in a statement that the decision supports the strategic objectives of both countries in combating terrorism and extremism.

SEYNE-LES-ALPES, France (AP) – Lufthansa’s chief executive deflected questions from reporters today during a visit to the Germanwings crash site in the French Alps. He says it will take “a long, long time” to understand what led to the deadly crash but refused to say what the airline knew about the mental health of the co-pilot suspected of deliberately destroying the plane. The head of Germanwings also visited the site.
