Valley City (CSi) Tinder-dry vegetation may have caught fire Thursday morning about 11:45, near Baldhill Dam, from sparks from a passing train.

Rural Fire Chief Gary Retterath says a group of farm workers were able to extinguish the majority of the fire before fire crews arrived.

The rural fire fighters watered down the hot spots so the grass fire would not spread to a nearby field.

Jamestown (CSi) The Jamestown City Fire department was called out around 9:30pm Wednesday for a garage fire at 705 15th street SE in Jamestown

City Fire Chief, Jim Reuther, says, there was smoke damage, and fire damage to a wall of the garage. A vehicle inside the garage was damaged.

Five Units of the city fire department and 35 fire fighters were on the scene about a half hour.

No injuries reported.

The cause was listed as accidental as the resident’s were using linseed oil, in the garage which spontaneously combusted, causing the fire.

Jamestown (CSi) Jamestown City Fire Chief Jim Reuther says the fire that caused significant damage to a Northeast Jamestown Apartment building early Wednesday, has no evidence that the fire was intentionally set.

He says, the investigation however is continuing in conjunction with the building owner’s insurance carrier.

The Jamestown City Fire Department was called to the fire about 6:35 a.m., at a 24-plex apartment building, at 611 11th Street Northeast.

Reuther says, the fire started in a first floor apartment, which sustained heavy fire damage. The remaining seven apartment units on that floor received smoke damage, with water damage on the first floor.

No injuries were reported.

He says the Red Cross was on scene assisting those left homeless.

Jamestown (CSi) The Jamestown Tourism Grant/Executive Advisory Board met Thursday afternoon at the CSi Technology Center, at Historic Franklin School.

Grant requests were heard from the Roughrider Rodeo, and the Stutsman County Park Board’s Trail Builders Group.

The North Dakota Roughrider Association, requested and was granted $10,000 for the Rodeo Finals, held at the Jamestown Civic Center, to be held this year September 25-27.

The grant amount is earmarked for advertising and marketing.

Spokesperson, Pam Fosse said the total costs are expected to amount to $67,365. Other major sources of funding include sponsorships, admissions and the NDRRA. This year a children’s event will be added.

She supplied information from North Dakota Tourism on the rodeo’s economic impact on the Jamestown market, which amounts to an estimated $3 million.

The attendance is about 5500, with day visitors spending between $112- $126 person. Overnight visitors spend an average of between $204 to $359 person.

Rodeo contestants contribute about $137,040 in economic impact

Ms. Fosse added that the rodeo is significant to bringing additional attractions to Jamestown. She noted that for three days in November this year, plans are for a bull riding event.

Also approved was the grant request from the Stutsman County Park Board’s Trail Builders Group, in the amount of $2,060, for trail maintenance equipment.

Spokesman Bill Steinmetz said the unit will be used for clearing brush, for Jamestown Dam, Mountain Biking & Hiking trails, specifically, a Swisher Rough Cut Trailcutter, capable of being pulled behind an ATV.

The Board, Thursday, approved members of the Site Advisory Board, adding the 1883 Stutsman County Courthouse Committee.

Tourism Advisory Board Ex-Officio member Pam Fosse added that Civic Center Concession sales the first three months this year, exceeded the to sales for all of 2014.

Ex-Officio member Holly Miller of the JSDC said jobs available in Jamestown billboards have been installed in some cities in North Dakota.

Searle Swedlund said he will be attending the North Dakota Tourism Conference this Monday in Minot, noting that the date is also the first day that newly hired Office Manager, Emily Bivens will begin her responsibilities while accompanying Swedlund.

He also pointed out adding part time summer staff member.

Valley City (CSi ) Construction of Phase One of the Valley City permanent flood protection project wil require construction crews closing off a portion of Viking Drive starting on Monday April 20.

The area of Viking Drive affected is from 6th Avenue Southwest to 4th Avenue Southwest. All homes west of 4th Avenue Southwest on Viking Drive will have access to their homes throughout the closure. The closure is estimated to be for about 3 weeks.

Project Manager Eric Gilbertson of KLJ Engineering says the previously closed 5th Avenue Southwest with remain closed.

Updated maps for all road closures will be posted on the City of Valley City’s website  http://www.valleycity.us/

Jamestown (CSi) This year’s Annual Home & Garden Show will have double the vendors over 2014. The 2015 show is Saturday and Sunday June 18, 19, Saturday 9-a.m., to 5-p.m., and Sunday from noon to 5-p.m.

The show is free of charge.

On the Wayne Byers Show on CSi Cable 2, Jamestown Area Chamber of Commerce, Executive, Becky Thatcher-Keller said a variety of businesses will have products on display witht the main arena filled, and addtional booths set up on the concourse.

Vendors signed up are from the Dakotas, Minnesota, and Montana.

Ten presenters will also be giving free workshops during the weekend.

Thatcher-Keller said more than 3,000 visitors came through the show last year and the Chamber is hoping for even more this year.

Thatcher-Keller said the first 150 families who come through the doors each day will receive a certificate for a free tree seedling from the Soil Conservation District, while the second 150 families that pass through each day will receive a free organic packet of seeds for flowers or vegetables, sponsored by Flower Power.

On display will be products for new construction or remodeling of homes, insurance agencies, and various financial services will be represented with information regarding refinancing or buying a home.

Information on lawn, home and garden products and services will be avaialble, along with health and wellness services, and products such as massage therapy and Essential Oils will have booths.

“There will be vendors on hand selling food and beverages and showcasing their products.

The Jamestown Area Chamber of Commerce will also have a table at the show promoting Yard of the Week, the Flower Basket Program for the Chamber’s City Beautification Committee and the Jamestown Downtown Association.

She said various chamber committee members will represent and have information on their committees at the table.

Becky added that the primary sponsors of the Home & Garden Show are: Dakota Rental Center, Infinity Building Services, Lifestyle Appliance and Entertainment Center, Midstate Realty LLC and Montana Dakota Utilities Co.

 

 MINOT, N.D. (AP) – An 18-year-old Nebraska man was killed when the motorcycle he was driving collided with a semitrailer in northern North Dakota.
 
     The Highway Patrol says the man from Elkhorn, Nebraska, was riding a motorcycle on a Ward County road west of Minot on Thursday afternoon and failed to yield at an intersection.
 
     The motorcycle driver died at the scene. The patrol did not immediately identify him.
 
     The driver of the semitrailer was not injured.

 

  FARGO, N.D. (AP) – A Thompson woman is in custody after allegedly driving drunk on Interstate 29 with an infant child in the vehicle.
 
     The Cass County Sheriff’s Office says the 35-year-old woman was arrested about 5 a.m. Friday. Authorities say the woman was drunk and had a suspended license, and that the infant was not properly restrained.
 
     The woman was arrested on misdemeanor driving offenses and on a felony child abuse or neglect charge. Formal charges were not immediately filed.
 
     The child was turned over to Social Services.

 

 WILLISTON, N.D. (AP) – Three people are charged in a Williston drug bust that netted thousands of dollars’ worth of meth and heroin.
 
  Police arrested 20-year-old John Locke, 20-year-old Brianna Lizotte and 25-year-old Clayton Degreenia. They face felony charges.
 
     An affidavit shows that a search found about 55 grams worth of meth and 58 grams of heroin, as well as drug paraphernalia. Police also found 13 cellphones in one of the rooms.
 
     Police say the drugs have a street value of $10,000 for the meth and $30,000 for the heroin.
 
     Court documents do not list attorneys for the defendants.

 

WATFORD CITY, N.D. (AP) – A 63-year-old man has been charged with attempted murder and kidnapping for allegedly stabbing his wife in the chest and attempting to put her in the truck of his car in Watford City.
 
     The Bismarck Tribune reports Alexander resident Peter Ortiz was charged Wednesday with felony attempted murder and attempted kidnapping.
 
     The stabbing was reported early Tuesday morning. The woman told a dispatcher that Ortiz gave up on trying to stuff her into his car, got into the vehicle and drove off.
 
     Police examined Ortiz’s wife and found a three-quarter inch stab wound in her chest.
 
     Police found Ortiz in the front seat of his car on Tuesday morning, still allegedly in possession of the knife and with blood on his pants.
 
     It’s unclear whether Ortiz has an attorney.

 

WASHBURN, N.D. (AP) – A change-of-plea hearing has been scheduled for a Fargo woman who pleaded not guilty earlier to negligent homicide in a fatal all-terrain vehicle incident in McLean County.

Carla Keller is accused of being drunk while operating an ATV that vaulted off an approach last August, throwing a passenger. Forty-nine-year-old Patrick Anderson, of Bismarck, later died of his injuries.

Keller was to stand trial this week on a negligent homicide charge that carries a maximum sentence of five years in prison. The trial was canceled and a change-of-plea hearing was scheduled for May 4.

Keller also faces a misdemeanor charge of operating an ATV while under the influence.

 

BISMARCK, N.D. (AP) – A Bismarck woman accused of embezzling money from a high school dance team has changed her plea to guilty.

Thirty-four-year-old Melissa Weltz faces up to 10 years in prison and a $20,000 fine for felony theft. A sentencing date was not immediately scheduled.

Authorities allege Weltz stole nearly $18,000 from the Bismarck High School Demonettes Booster Club while serving as treasurer. Defense attorney Justin Vinje questions the total, and says Weltz has already repaid $12,500.

 

 

ST. PAUL, Minn. (AP) – The U.S. Department of Agriculture’s chief veterinary officer says the poultry industry may have to live with a deadly bird flu strain for several years, which could be devastating. North Dakota’s first case of the H5N2 strain of avian influenza showed up earlier this month.  Dr. John Clifford says that new cases should drop close to zero once the weather warms up but there is likely to be a resurgence this fall.
 

 

GRAND FORKS, N.D. (AP) – Student government leaders at the University of North Dakota are mulling whether to ask the school’s president and other top administrators to resign.
 
     The UND Student Senate on Thursday night tabled a decision on a vote of no confidence in President Robert Kelley and three other administrators.
 
Student leaders feel the university officials have not been forthcoming with information regarding a possible tuition increase. They believe school officials are waiting until summer break to impose a tuition hike.
 
     Kelley says school leaders have not hidden any information from students, and that student leaders are not effectively representing the student body. He says his confidence in student leaders “has been stretched to the limit.”

 

BISMARCK, N.D. (AP) – Three finalists are in the running to lead the North Dakota University System as chancellor.
 
     The North Dakota Board of Higher Education announced Thursday that Paul Turman, Mark Hagerott and Robert Donley have all agreed to move forward in the search process
 
     The board had narrowed the group to four following video interviews. Candidate Michael Thomas officially withdrew his name from the search on Thursday.
 
     The next step in the process is constituent meetings and face-to-face interviews at the end of April.

 

 LAS VEGAS (AP) – State and U.S. officials say that federal funding could be at stake as Common Core testing problems continue in Nevada, Montana and North Dakota.
 
     The states contract with the New Hampshire-based Measured Progress to administer the tests, which are linked to the hotly disputed, federally-backed education standards.
 
     A coding issue in March caused delays and an ongoing server problem first stopped testing on Tuesday.
 
     The trouble prompted Montana to offer school districts the option to opt-out of the mandatory test this year.
 
     North Dakota schools may use the paper version of the test, but officials also say the state is prepared for any consequences.
 
     The U.S. Department of Education maintains that states are responsible for the compliance of at least 95 percent of all students, saying it hasn’t had to withhold federal funding yet.

 

 OMAHA, Neb. (AP) – The economic outlook for rural areas of 10 states in the Plains and the West remained negative in April even though it improved slightly from the previous month.
 
     Creighton University’s Rural Mainstreet index grew to 46 in April from March’s 43.6, but any score below 50 suggests a decline. The indexes range between 0 and 100.
 
     Creighton University economist Ernie Goss says the strong U.S. dollar continues to hurt exports of agriculture and energy products. And demand for farmland remains weak, so land prices are declining.
 
     The farm equipment sales index sits at 15.6, up slightly from March’s 15.2, but well below the neutral level of 50.
 
     Bankers from rural areas of Colorado, Illinois, Iowa, Kansas, Minnesota, Missouri, Nebraska, North Dakota, South Dakota and Wyoming were surveyed.

 

 BISMARCK, N.D. (AP) – North Dakota lawmakers began this session with several proposals to lower individual tax rates or reduce them to zero, but that was before oil prices took a nosedive. But only one measure that would cut individual and corporate income taxes stands after Thursday’s vote in the Senate. Officials say the Legislature has cut income tax rates a combined 38 percent since 2009.

 

 BISMARCK, N.D. (AP) – North Dakota’s Legislature is at odds over how to pay for maintenance and other costs at the boyhood home of famous band leader Lawrence Welk.
 
     The Legislature two years ago included $100,000 in the State Historical Society’s budget for the purchase of the home in Strasburg.
 
     Senators now want an appropriation of $135,000 over the next two years for maintenance and to pay part-time staff.  North Dakota’s House voted against the funding.
 
     House Appropriations Chairman Jeff Delzer says the money must come from within the Historical Society’s budget.
 
     Sen. Robert Erbele’s district includes Strasburg. Erbele says it makes no sense for the state to buy the home and not spend money to maintain and operate it.
 
     A House-Senate conference committee is working to find a compromise.
 

 

 WILLISTON, N.D. (AP) – North Dakota regulators are deciding on two energy pipelines proposed in McKenzie and Williams counties.
 
     The state Public Service Commission says Hess North Dakota Pipelines LLC wants to build a crude oil pipeline and a natural gas liquids pipeline. Officials say they would connect Bakken production fields south of Lake Sakakawea to existing processing and truck facilities north of the lake.
 
     The estimated cost of the oil pipeline is $105 million. An estimate is not available for the gas pipeline.
 
     The PSC scheduled a hearing in Williston on Friday to give the public a chance to weigh in on the proposal.

Jamestown (CSi) University of Jamestown head women’s soccer coach Nick Becker has announced the signing of Shelby Webb of Alta Loma, CA who will join the Jimmies in the 2015-2016 season.

Shelby attended Alta Loma High School. She played soccer all four years in high school where she was awarded defensive MVP. She also played on the Olimpia U12 – U14 and IE Surf U14 – U17 club teams. Coach Becker says of Webb.”

Shelby will come in to the team with a lot of pace and technical ability which we will look to use as a winger.”

Shelby also participated in Cheer and Link Crew in high school. She plans on majoring in nursing.

The University of Jamestown was established in 1883 and is ranked as a top regional school in both US News and World Report and The Princeton Review. The school features development of the whole person through its distinctive Journey to Success experience.

 MINNEAPOLIS (AP) – The NFL has reinstated Minnesota Vikings running back Adrian Peterson. That clears the way for the man to return after missing most of last season while facing child abuse charges in Texas. Commissioner Roger Goodell sent Peterson a letter advising him of his reinstatement. Goodell wrote that Peterson will have to fulfill all the obligations of his plea deal with authorities.

 CHICAGO (AP) – Multiple outlets say the Chicago Cubs will call up third baseman Kris Bryant before today’s game against the San Diego Padres, clearing the way for his much-anticipated major league debut. The Cubs wouldn’t confirm the yesterday, but Bryant wrote on Twitter that his “dream is coming true” and that he is “so excited for this journey.” Bryant hit .425 with nine homers and 15 RBIs in 40 at-bats in spring training.

     HILTON HEAD ISLAND, S.C. (AP) – Jordan Spieth (speeth) has followed his incredible Masters run by ending a string of 16 straight rounds under par. The 21-year-old Spieth opened with a 3-over-par 74 at the RBC Heritage yesterday, putting him in danger of missing the cut just a week after donning the green jacket. He’s eight shots behind leaders Graeme McDowell and Matt Every, who were at 5-under 66.

 KAPOLEI, Hawaii (AP) – Sei Young Kim shot her second straight 5-under 67 on Thursday for a share of the second-round lead with fellow South Korean I.K. Kim in the LPGA’s Lotte Championship.
 
     South Korean players held six of the top seven spots at the midway point. Third-ranked Inbee Park was three shots back following a 70, and American Paula Creamer bogeyed the final hole for a 69 to match Chella Choi, Mirim Lee and Jenny Shin at 6 under.

COLUMBUS, Ohio (AP) – An Ohio man is expected to plead not guilty today when he appears in a court on terrorism charges. U.S. officials accuse Abdirahman Sheik Mohamud (ab-DEE’-RAH’-mahn shayk moh-HAH’-mud) of plotting to kill four American soldiers “execution style,” and if that didn’t work, the he’d attack a prison. An indictment says Mohamud went to Syria and trained alongside terrorists. Mohamud, who is from Somalia, became a U.S. citizen in February 2014.
 
     NEW ORLEANS (AP) – A three-judge panel in New Orleans will hear arguments today over whether to lift an injunction that has temporarily put on hold President Barack Obama’s executive action to shield some 5 million immigrants from deportation. A federal judge in Texas put the executive action on hold in February, at the request of 26 states. Advocacy groups and immigrants are expected to rally outside the New Orleans courthouse today.   
 
     LONDON (AP) – Bloomberg says it’s restoring service to customers who experienced a 2  1/2-hour outage today. Bloomberg’s trading terminals, which are used by most of the world’s biggest financial firms, went down because of apparent technical problems. The outage prompted the British government to postpone a planned $4.4 billion debt issue. The problem did not affect Bloomberg’s websites or its TV channel.
 
     SAN FRANCISCO (AP) – Google is about to change the way its search engine recommends websites on smartphones and tablets. The revised formula is set to be released Tuesday, and it’ll favor websites that Google defines as “mobile-friendly.” Websites that don’t fit the description will be demoted in Google’s search results on smartphones and tablets while those meeting the criteria will be more likely to appear at the top of the rankings.
 
     HARTFORD, Conn. (AP) – Country singer Tim McGraw is defending his decision to headline a concert in Connecticut to benefit a group in Sandy Hook, where 20 children and six educators were massacred in their school in 2012. Gun rights advocates have taken to Facebook and Twitter, calling McGraw a hypocrite for appearing at a “gun control fundraiser.” McGraw tells The Washington Post that he supports gun ownership, but it requires education and safety. The concert benefits Sandy Hook Promise, whose goal is to protect children from gun violence.
