Bismarck  (CSi) Gov. Jack Dalrymple Thursday extended a statewide fire emergency through May 8, 2015  to protect against fire outbreaks.
Dalrymple said the state’s county commissioners should assess their counties’ fire threat and be prepared to authorize a county burn ban, if necessary, once the statewide fire emergency expires May 8.
Dalrymple says, “I have extended the statewide fire emergency because of the significant threat of uncontrolled fire that still exists throughout the state. However, the state’s county commissioners have authority to issue their own burn bans, and they should be prepared to manage their specific needs for any additional fire restrictions once the statewide fire emergency expires.”

In his executive order, Dalrymple issued a burn ban for areas in the North Dakota Fire Danger Rating designated as “High,” “Very High,” or “Extreme,” and/or when a Red Flag Warning has been issued for an area. Burning will be allowed in designated areas with a “Low” or “Moderate” Fire Danger Rating if approved by the local fire response authority that has jurisdiction over the area.

Dalrymple has also activated the North Dakota State Emergency Operations Plan to make state assistance available to local and tribal officials in the event of a fire emergency. In addition, the governor has authorized the Adjutant General to activate and make available North Dakota National Guard resources in support of local and tribal governments.

The Governor first issued a statewide fire emergency on April 1, in response to dry conditions, unseasonably high temperatures and high winds.

As part of the course, students will participate in a variety of activities, including service projects in Oakes, the University of Jamestown’s fall leadership workshop, and a near-peer mentoring program with juniors and seniors in UJ’s Character in Leadership program.
“I am thrilled to be working with Oakes High School and to be bringing university-level humanities, leadership development, and civic engagement into their school,” said Dr. Paul Olson, the academic dean at UJ.  “To be able to provide a challenging dual-credit course for high achieving students is fantastic.  I hope we learn from our experience with Oakes and are able to use it as a model for other school districts throughout the area,” says Paul Olson, Vice President of Academic Affairs at the University of Jamestown.

BISMARCK, N.D. (AP) – A top Jamaican law enforcement officer testifying in a North Dakota trial says his country is making progress in disrupting lottery scams, but many children still want to grow up to be scammers.

Cpl. Kevin Watson testified in Bismarck Thursday in the trial of fellow countryman Sanjay Williams, accused of participating in a wide-ranging lottery scam that victimized more than 70 people, including a woman from central North Dakota.

Watson founded a lottery task force in late 2012. He says a Jamaican law passed in 2013 has increased the number of successful prosecutions of scammers, but many fraudsters have now gone underground.

Watson says a Jamaican elementary school teacher asked him to speak to her class because 17 of the 35 students said they wanted to be lottery scammers.

BISMARCK, N.D. (AP) – Officials cite slumping oil prices as one reason for the first drop in airline boardings in North Dakota in years.

Passenger numbers at the eight commercial service airports in North Dakota in March dropped a total of 3 percent from March 2014. The drop came after years of growth that coincided with the oil boom.

But state Aeronautics Commission Director Kyle Wanner also says passenger numbers still soar high above where they were when the state’s oil industry began taking off.

Year-to-date numbers show a 57 percent increase over January-to-March figures from five years ago. And even if airline passenger numbers for the rest of this year are stable or show a slight decline, 2015 likely still will be one of the top boardings years in state history.

The North Dakota Aeronautics Commission reports, Jamestown airline boardings for March of 2015 were 727. In March of 2014 Jamestown was without airline service. In March of 2013, boardings in Jamestown with Great Lakes Airlines was 227.

Through March this year, Jamestown boardings were 2,109.

Devils Lake in March this year had boardings of 403. No airline service there in March of 2014, with the March 2013 numbers, in affiliation with Great Lakes Airlines at 154.

GRAFTON, N.D. (AP) – A Grafton man accused of possessing explosive devices has been sentenced to serve about 2 1/2 years in prison and then spend another three on probation.

Sixty-two-year-old Gregory Sevigny faced six felony charges related to possessing explosives, preventing arrest and terrorizing after an hours-long standoff with law officers at his home on Nov. 29.

He could have faced up to 30 years in prison if convicted on all charges. Court documents show he recently reached an agreement with prosecutors under which he pleaded guilty to two counts of possessing explosives, and the remaining charges were dismissed.

Sevigny also reached a plea deal on charges of violating a no-contact order. Fines and fees for all of the charges levied against him total about $2,200.

MINOT, N.D. (AP) – The owners of the last 10 temporary housing units on private lots in Minot face a June 1 deadline for removing them.

The Federal Emergency Management Agency brought 2,052 temporary housing units to Minot after the 2011 Souris River Flood that damaged or destroyed more than 4,000 homes and other structures, causing nearly $700 million in damage in the city.

When the federal agency’s housing mission ended in September 2013, homeowners still making repairs were able to buy their units. The City Council approved 39 requests for permission to keep units on private property until June 2014. The deadline was extended to October 2014 and then individually extended to owners who needed more time.

Councilman Dave Lehner says June 1 is the final deadline.

BALTIMORE (AP) – Baltimore’s mayor is vowing that the city will get justice for Freddie Gray — the black man who died after suffering critical injuries while in police custody. The prosecutor, meanwhile, is asking the public to remain patient and peaceful as she conducts an investigation.

WASHINGTON (AP) – Just hours into his Democratic presidential bid, Sen. Bernie Sanders says questions about the Clinton Foundation’s activities are fair game. He told reporters on Capitol Hill that he wants to create “an economy that works for all of our people.”

DAUPHIN ISLAND, Ala. (AP) – Authorities in Alabama are launching an investigation into a sailboat race that ended with three boaters dead and three more missing on the Alabama coast. Forecasters had issued weather alerts, but sailors have said they didn’t know the storms would be so strong.

ATLANTA (AP) – A judge has sharply reduced the sentences for three former Atlanta public school educators who received the harshest prison terms in the city’s standardized test cheating trial. The three had earlier been sentenced to seven years in prison and 13 years on probation. That’s now been reduced to three years in prison and seven on probation — along with fines and community service. The judge says it’s a sentence he can “live with.” The three former district regional directors were the highest-ranking of the 11 former educators convicted of racketeering.
