Jamestown (CSi)   The North Dakota Highway Patrol reports a one car rollover accident at 1:45 p.m. Friday on I 94 two miles east of Jamestown caused over $10,000in damage, to a Honda Accord.

The patrol says 21 year old  Nathan Agwata, of  Minot, was driving  westbound when a bird struck the windshield. The car then veered into the median and when Agwata attempted to return the car to the road, the car slid across the westbound lanes into the ditch, holding a shallow amount of water, and rolled. The car came to rest on its wheels.

The patrol said Aswata and passenger 20 year old 20 year old Sebstine Nyanumba, also of Minot  were wearing  seat belts. Nyanumba sustained a minor hand cut.

Damage was estimated at $10,000 to the Honda.

The crash remains under investigation by the North Dakota Highway Patrol

 

Valley City (CSi) With the Valley City permanent flood protection project, in the VCSU area, College Street closes starting May 26 from Seond Avenue Southeast to Third Avenue Southeast between the Rhodes Science Center and the bridge to the east.

Workers are making storm sewer and water main adjustments.

Updated maps for all road closures will be posted on the City of Valley City’s website www.valleycity.us

 

Jamestown (CSi) Memorial Day observances planned in Jamestown, on Monay May 25, 2015.

Memorial Service at the Knights of Columbus Hall 9-a.m.

After the program a Naval Ceremony will be held at the Nickeous Park Bridge.

The Local Service Groups will depart for all five Jamestown cemeteries, and then meet at about 11:30-a.m. at Fort Seward for a ceremony at the Memorial Wall.

Around noon, all are welcome to the All Vets Club for a light lunch.

 

Valley City (CSi) In place of the planned parade on Memorial Day in Valley City plans now call for, weather permitting a Patriotic Concert on May 25th.

Local AMVETS member Gary Schlagel, told the City Commission, which approved the plans that the Valley City High School and Junior High bands will hold the concert at 10:30am in the 100 block of Main Avenue. The music will center on a themes that honor American Veterans.

BISMARCK, N.D. – In accordance with a proclamation signed by President Barack Obama, Governor Jack Dalrymple has proclaimed Memorial Day, Monday, May 25, a day of prayer in North Dakota, and has directed all state government agencies to fly the American and North Dakota flags at half-staff from sunrise until noon on that day.

In addition, Dalrymple calls on North Dakotans to observe the President’s request that Americans unite in prayer at 11 a.m. local time on that day, and that a moment of silence also be observed at 3 p.m. local time for the National Moment of Remembrance.

“On Memorial Day, we honor the patriots who, since our nation’s founding, have performed incredible acts of valor that shaped the course of history and preserved theliberties of this great country for future generations,” said Dalrymple. “We remember those who laid down their lives in the name of freedom, heroes who willingly stepped forward to defend all we hold dear as Americans. For that extraordinary measure of devotion, we will forever be grateful, and forever be proud.”

Dalrymple and First Lady Betsy Dalrymple will commemorate Memorial Day byattending a ceremony at the Riverside Cemetery in Fargo beginning at 11 a.m. Lt. Gov. Drew Wrigley will commemorate the day by attending a ceremony at the North DakotaHeritage Center in Bismarck beginning at 10 a.m. He will also attend a ceremony at the North Dakota Veterans Cemetery, south of Mandan, beginning at 12 p.m.

 

MANDAN (CSi)  The 2015 Memorial Day Ceremony at the North Dakota Veterans Cemetery will begin at noon, Monday, May 25. This annual event, hosted by the North Dakota National Guard, honors all deceased American servicemen and women and is free to the public. The theme of “25 Years of Honor” is in celebration of the 1990 groundbreaking. The cemetery is located 6.5 miles south of Mandan on North Dakota Highway 1806.

Participants should arrive early due to anticipated crowds. Lawn chairs are encouraged due to limited seating. Due to the large attendance anticipated and limited parking near the ceremony area, handicap marked vehicles are encouraged to arrive before 11 a.m. Shuttle vans marked with yellow flashing lights on top will be available to transport attendees from parking areas to the ceremony. Attendees are encouraged not to drive large vehicles such as recreational vehicles, campers or tow trailers due to constrained parking.

Individuals not attending the ceremony, but dropping off flowers for Memorial Day grave decorations, need to arrive by 10:00 a.m.

This year’s keynote speaker is retired Maj. Gen. Alexander P. Macdonald, who served as the North Dakota National Guard adjutant general during the construction of the cemetery. The emcee is Col. (Promotable) Robert A. Fode, commander, of the North Dakota Army National Guard.

Scheduled to render welcoming remarks are Lt. Gov. Drew Wrigley, Sen. John Hoeven, Rep. Kevin Cramer and Maj. Gen. David Sprynczynatyk, adjutant general for the North Dakota National Guard.

The North Dakota National Guard’s Fargo-based 188th Army Band’s “Brass Quintet” will perform “The Battle Hymn of the Republic” as well as pre-ceremony music. Also participating in the ceremony are local Veteran organizations who will post colors. The Bismarck Mounted Police also will carry colors and have a caparisoned riderless horse with boots reversed in the stirrups to symbolize a fallen warrior that can no longer ride into battle.

The national anthem will be performed by Ms. Brittan Grubb. A combined team comprised of members of the American Legion Post 40 and Veterans of Foreign Wars Post 707 will render a rifle salute volley and the North Dakota National Guard Military Funeral Honors Team will fire a 21-gun cannon salute with a World War I-era French 75 millimeter cannon. Taps will be performed by the 188th Army Band’s Warrant Officer 1 John Landman.

Pastor Jim Ray, Valley Christian Church of Moorhead, Minnesota, and Chaplain (Capt.) Chad Dion, North Dakota Army National Guard, will render Memorial Day prayers. After the formal portion of the ceremony concludes, Sinte-Ska will perform “The Flag Song”.

Also, after the ceremony is concluded, the public will be invited to view an unveiling of the nearly complete POW MIA Memorial located on site. The formal dedication of the memorial is scheduled for June 3 at 11 a.m.

In honor of past and present military personnel, Fort Abraham Lincoln State Park is offering free admission and tours and refreshments at the commissary after the Memorial Day event in celebration of the 50th anniversary of the North Dakota State Parks and Recreation Department. In support of the Memorial Day ceremony at the North Dakota Veterans Cemetery, the Viet Nam Vets / Legacy Vets Motorcycle Club along with the Second Brigade Motorcycle Club are organizing a Memorial Day “Motorcycle Honor Ride.”  The clubs will organize motorcycles at “The Shop” (131 Airport Road) in Bismarck and ride-in together to the cemetery.

Honor Ride participants will leave Bismarck at 11 a.m., head west on Main Street, cross the Liberty Memorial Bridge to Mandan’s Memorial Highway. After turning west on Mandan’s 3rd Street SE, the motorcyclists will head south on North Dakota Highway 1806 until they reach the North Dakota Veterans Cemetery. To participate in the ride, please assemble at “The Shop” by 10:45 a.m. All motorcyclists are invited to join the ride and no pre-coordination is required. Ride organizers will be on site by 10 a.m.

The North Dakota Veteran’s Cemetery was established by an act of the 1989 North Dakota Legislative Assembly. The cemetery was opened in July 1992, and is operated by the office of the North Dakota adjutant general.

Jamestown (CSi) Jamestown city voters will vote on June 2, 2015, on a $28.6 million bond issue on a special election ballot. The ballot will ask voters if they want to approve a 1 percent sales tax to repay bonds used to finance the construction and operation of the first phase of the $28.6 million project.

The second phase, would be paid for by a separate capital fundraising campaign, bring the total cost for the project to about $40 million.

FARGO, N.D. (AP) – Fargo police say a man brutally beaten outside of a bar last weekend has died.

Police said they were notified early Friday of the death of 35-year-old Joey Gaarsland. He had been in the hospital since early Sunday, in critical condition with a brain injury.

Police this week arrested three men from Fargo and a man from Denver in the alleged assault. Authorities say Gaarsland’s wife and a bystander also were assaulted in the altercation that started inside Rick’s Bar and continued later in the parking lot.

Police say they are working with the Cass County State’s Attorney’s Office on how to proceed with the case in light of Gaarsland’s death.

 

DICKINSON, N.D. (AP) – Police in Dickinson say human remains and clothing have been discovered at a construction site in the northern part of town.

Captain Joe Cianni says excavation crews working on a project on 40th Street Southwest found the remains on Thursday.

Construction was immediately halted and police turned the area into a crime scene.

Police are not releasing any further details at this time.

 

FARGO, N.D. (AP) – A former nurse accused of having sex with a male inmate at the Cass County Jail in Fargo has changed her plea.

Claire Schwehr, of Dilworth, Minnesota, has entered Alford pleas to delivering an electronic device to an inmate and sexual abuse of a ward. That means she maintains her innocence but acknowledges a jury would likely convict her.

The sexual abuse charge was reduced from a felony to a misdemeanor, meaning Schwehr will not have to register as a sex offender. A sentencing date was not immediately set.

Schwehr worked for Fargo-Cass Public Health when prosecutors say she provided the inmate with a cellphone, tobacco and beef jerky. The inmate said Schwehr eventually seduced him.

 

BISMARCK, N.D. (AP) – A Conservation Reserve Program offshoot that’s aimed at boosting wildlife habitat has surpassed 1 million acres, thanks to a recent signup in North Dakota.

The amount of land in the State Acres for Wildlife Enhancement program is double what the federal government envisioned when it launched the effort seven years ago. The program has given a boost to wildlife in three dozen states – from pheasants in the Upper Midwest to sparrows on the east coast to mule deer and elk in the Pacific Northwest.

The SAFE program pays landowners to idle land for 10-15 years and offers financial help with creating or improving wildlife habitat. Rural Jud farmer Harry Schlenker enrolled the millionth acre and says the combined benefits to himself and hunters helped draw him to the program.

 

HOUSTON (AP) – Vanguard Natural Resources LLC will acquire Eagle Rock Energy Partners LP in a $474 million deal.

The agreement was announced Thursday by the Houston-based companies.

Vanguard Natural Resources will also assume $140 million of debt from Eagle Rock Energy Partners, which will become a wholly owned indirect subsidiary.

The agreement requires approval of the boards of both companies.

Vanguard Natural Resources deals in acquisition, production and development of oil and natural gas properties. The company has operations in Texas, Wyoming, Arkansas, Oklahoma, New Mexico, Montana, Colorado, Louisiana, Mississippi and North Dakota.

Eagle Rock Energy Partners is also involved with oil and natural gas properties.

 

GARRISON, N.D. (AP) – Fort Stevenson State Park is holding its annual kite festival over the long Memorial Day holiday weekend.

“Sky Fest over Fort Stevenson” is a kite-flying festival for people of all ages. It will run Saturday through Monday at the park south of Garrison.

Kites will fly from 11 a.m. to 4 p.m. each day, weather permitting. There also will be opportunities for people to build and fly their own kites.

 

FARGO, N.D. (AP) – A committee overseeing a proposed new City Hall in Fargo has accepted architects’ recommendations for more than $3 million in cuts to the plans.

Bids for the building came in 10 percent higher than expected in March, with the lowest bid at $30.4 million. The revised project lowers the cost to about $27 million.

The new plan keeps the same location and overall look but saves money by making electrical, mechanical, and minor structural and design changes.

The new plan now goes to the City Commission for final approval.

HAMPTON, N.H. (AP) – Democratic presidential candidate Hillary Rodham Clinton says all of the information contained in her emails from her time as secretary of state related to Benghazi, Libya, was handled appropriately. The 296 emails concerning the attack on U.S. facilities that killed four people were released Friday by the State Department. Clinton sent and received the emails via a personal account and private server she kept at home.

WASHINGTON (AP) – President Barack Obama says policy differences between his administration and Israel does not mean a lack of support for the longtime U.S. ally. Speaking at a Washington synagogue, Obama also addressed what he called a “deeply disturbing rise” in anti-Semitism around the world. He said the world knows from history that this is “not some passing fad” and should not be ignored.

NEW ORLEANS (AP) – Fire on an oil platform off Louisiana’s coast has forced the evacuation of 28 workers. The Coast Guard says the workers were evacuated by an offshore supply vessel that reported the fire early Friday. No word of injuries. The owner and operator of the platform estimates there is no more than 120 barrels of crude oil – about 5,000 gallons – stored on the platform.

LOS ANGELES (AP) – The company responsible for a pipeline that broke, spilling thousands of gallons of oil along the California coast, has been ordered to take a series of steps before it can restart the line. Federal regulators say they don’t know yet the cause of the leak, which spilled up to 105,000 gallons of crude into a coastal ditch. About a fifth of that amount is estimated to have flowed into the sea northwest of Santa Barbara.

MILWAUKEE (AP) – A Milwaukee man collapsed at his apartment. He was found to be unresponsive by paramedics, pronounced dead, and was about to be taken to the morgue. Then he started to move his limbs. The man was rushed to a hospital. No word on his diagnosis, or condition.
