Jamestown (CSi) City Engineer Reed Schwartzkopf has announced that the city has received the final comments from the Federal Highway Administration on the Land Use & Transportation Plan.
Schwartzkopf says , there is no substantial changes indicated from the previous version and he will be waiting to send out the final draft until June 12th.
The City Council is scheduled to discuss the plan during their July 6th regular meeting.
Once the city has reviewed and discussed the plan, the City Engineering Department will conduct open house meetings to allow the public to discuss and review the city’s 1- and 5-year Transportation Improvement Plan.
The new time line is as follows:
· On or before Friday, June 12, 2015: Final Electronic Draft of LUTP to be received by Engineering by 1:00 pm; to then be distributed to all included in this email and placed into the Dropbox.
· Monday, June 22, 5:00 pm: Special Meeting of the Jamestown Planning Commission – Public Hearing on the LUTP; Planning Commission (and public) make any comments and decisions need to be made on recommending to Council about incorporating any comments into the Plan.
· Tuesday, June 23, 4:00 pm: Regular Planning and Zoning Committee Meeting – There is no need to hold or advertise a formal Public Hearing, but obviously discussion can and should take place, and public input should be allowed as deemed fit by the Committee Chair.
· Monday, July 6, 5:00 pm: Regular City Council Meeting including a Public Hearing on the LUTP; The City Council should direct the consultants to incorporate whatever comments deemed appropriate (from the Planning Commission, the Council and the Public) and to proceed with finalizing the LUTP.
· Wednesday, July 15 at 1:00 pm: Final Electronic LUTP to be received by Engineering by 1:00 pm; to then be distributed to all included in this email and placed into the Dropbox.
· Wednesday, July 22 at 1:00 pm: Any final “last minute” comments due to Engineering; comments forwarded to RDG/KLJ that afternoon.
· Thursday, July 22 – July 29: RDG/KLJ incorporate any “last minute” comments
· On or before Thursday, July 30 at 1:00 pm: The final LUTP deliverables must be received at Jamestown City Hall – Engineering Department. The Deliverable must include the two (2) electronic copies and twenty-four (24) “hard” copies of the Plan for distribution by the City. Remember that two (2) sets of “hard” copies of any other data collected will be required, with one (1) additional electronic copy of such data in an electronic format.
· Monday, August 3, 5:00 pm: Regular City Council Meeting to Approve the LUTP.
As before, once this is done, the City Engineering Department is planning to conduct between 2 and 4 “town hall” or “open house” meetings to allow the public to come in and view the LUTP and to discuss issues related to revising the City’s 1- and 5-year Transportation Improvement Plan (CTIP). The Engineer’s Office will take any comments received in these meetings and prepare a revised plan expanding the CTIP to the 20-25 year horizon and hopefully present it at the August Planning Commission Meeting and the Planning and Zoning Committee Meeting, and finally present it for approval and submission to the NDDOT at the September Regular City Council Meeting.
