Jamestown (CSi) Border States Paving has announced that the viaduct at 4th Avenue, Thursday will be closed for paving. Work will include both sides of the underpass.

Marcy Nicklaus with Border States, says paving crews will begin work at 7-am, Thursday morning and are expected to finish around noon.

Motorists are asked to take First Avenue in Jamestown or use alternative routes.

 

Jamestown (CSi) An electrical outage occurred in Southeast Jamestown on Wednesday afternoon for about an hour, between about 12:07 p.m., and 1:07.

Jeff Hoff with the Jamestown Otter Tail Power office said, a tree branch came in contact with a power line in Southeast Jamestown. He was unsure of the exact location as crews were still out in Jamestown taking care of damages caused by the high wind Tuesday, Tuesday night and Wednesday.

He pointed out that it took awhile for the crews to locate exactly where the tree branch came in contact with the line.

He estimated that about 1,000 customers were affected by the outage, Wednesday afternoon.

Otter Tail crews from Oakes, Sykeston and South Dakota locations were in Jamestown assisting the local crews in the cleanup and fixing downed power lines and utility poles that were downed by the high wind.

 

Jamestown (CSi) Two major construction projects in Jamestown are set to move forward this fall with prep work, with construction planned, next spring. Both projects are being developed by Phil Culler.

The planned hotel, convention center and retail center to located west of Jamestown Regional Medical Center has received approval of its drainage plan from the Stutsman County Water Resource Board.

Preliminary plans include a 140-room hotel, a 20,000-square-foot retail anchor with additional strip malls, 133 apartment units in two buildings, two restaurants and a medical practice building.

Meanwhile a planned 500-plus unit apartment complexto located south of Jamestown Regional Airport, has received plat approval from the Jamestown Planning Commission.

 

Jamestown (CSi) The Learning Center, at James River Family Fitness, has openings for 3 and 4 year old children.

On Wednesday’s Wayne Byers Show on CSi Cable 2 James River Family Fitness Director, Frank Conlon said, the program is for children 3-to 12 years old, and runs from 6-a.m., to 6-p.m., Monday through Friday.

There will be a Open House in August with the date to be announced.

Frank noted that in mid-August the new brochure will be available listing class and courses for the fall, as the offerings and regular hours will start after Labor Day.

He said popular classes include, Battle Ropes, Zumba, and Yoga, adding that Fitness on Demand in the air condition facility continues to be utilized.

 BILLILNGS, Mont. (AP) – A relative says his aunt, uncle and cousin were gunned down when they stopped to help a man whose vehicle had run out of gas on Montana’s Crow Indian Reservation.
 
     FBI spokesman Todd Palmer confirms that two people were killed and a third wounded Wednesday morning in the tiny town of Pryor. He says a suspect was later arrested in Wyoming.
 
     Palmer couldn’t say what led to the shooting and didn’t release the victims’ names or relationships.
 
     Bryce Hugs  says  his aunt, Tana Shane, drove by the stranded man, then returned with her husband and daughter to help.
 
     Hugs says the man opened fire, killing Tana and Jason Shane and wounding their daughter, Jora Shane.
 
     Hugs did not immediately return messages to the Associated Press yesterday.

 

  BISMARCK, N.D. (AP) – Attorney General Wayne Stenehjem says North Dakota’s crime rate per capita last year rose 4.4 percent from 2013.
 
     Stenehjem released the data Wednesday at the state Capitol in Bismarck.
 
     Stenehjem says one area of concern is the upward trend in illegal drugs in North Dakota. He says arrests for drug offenses increased almost 18 percent last year, to 4,000.
 
     Stenehjem says aggravated assaults were down 1 percent last year. He says it was the first time in at least 15 years aggravated assaults were down.
 
     There were 6,705 drunken driving arrests last year, down from 7,117 in 2013.
 
     There were 19 murders in North Dakota last year, up from 14 in 2013.
 

 

 GRAND FORKS, N.D. (AP) – One of two suspects in a fatal shooting in Grand Forks a year ago has been sentenced to eight years in prison under a deal with prosecutors.
 
Dametrian Welch was sentenced Wednesday. He had pleaded guilty in March to facilitating murder and agreed to testify against the other suspect in the June 2014 death of 24-year-old Jose Lopez.
 
     Delvin Shaw was convicted of murder last month and is to be sentenced Friday. He could face life in prison without parole.
 
     Authorities say Lopez was shot three times in his Grand Forks apartment. They say Lopez wasn’t the intended target, but that Shaw went to the wrong apartment.

 

 MINOT, N.D. (AP) – About 15 North Dakota Air National Guard airmen have departed for a six-month deployment to Southwest Asia.
 
     The airmen are assigned to the Minot-based 219th Security Forces Squadron. They volunteered for the base defense and security operations mission being led by Tech Sgt. Michael Clow.
 
     The group will support units in the U.S. Central Command, or CENTCOM. Its covers security and military issues in the central area of the globe and includes 20 countries, including Afghanistan, Egypt, Iran, Iraq, Kuwait, Lebanon, Pakistan, and Saudi Arabia.
 
     The Minot group was honored by political and military leaders before departing. U.S. Air Force deployment regulations to not allow the Air National Guard members to have public send-offs like their Army National Guard counterparts.

 

   BISMARCK, N.D. (AP) – North Dakota’s Public Service Commission has signed an agreement with the Federal Railroad Administration that will allow the state to supplement federal oversight of burgeoning oil train traffic.
 
     The PSC says it signed the agreement with the federal agency on Wednesday.
 
     The North Dakota Legislature in April approved $523,000 to fund the state-run rail safety pilot program that includes two rail safety inspectors.
 
     The pilot program is to be in place four years, although lawmakers have only funded it for two.
 
     The funding is part of the agency’s $22.2 million budget.
 

 

 BISMARCK, N.D. (AP) – North Dakota’s Board of University and School Lands has awarded $11.5 million in Energy Impact Grants to law enforcement, nonprofits and emergency medical services in the state’s oil and gas region.
 
     A news release from the office of Gov. Jack Dalrymple says the grants were awarded Wednesday. Nearly $8 million will go to law enforcement agencies and service organizations such as the McKenzie County Sheriff’s Office and Williston Family Crisis Shelter.
 
     About $3.7 million is being given to emergency medical services, including for the purchase of equipment and in support of new buildings.

 BISMARCK, N.D. (AP) – North Dakota Attorney General Wayne Stenehjem joined counterparts and other officials in 30 other states in asking the Environmental Protection Agency to delay the implementation of a new federal water rule.
 
     Stenehjem on Wednesday said he signed a letter that was sent to the EPA and the U.S. Army Corps of Engineers. In June, several states led by North Dakota filed a federal lawsuit over the same rule change.
 
     Federal officials say the “Waters of the U.S.” rule clarifies which waterways are protected under the Clean Water Act. The rule is set to go into effect Aug. 28.
 
     At least 27 states, national agriculture and land organizations, and the U.S. Chamber of Commerce have filed complaints in federal districts courts around the country since the rule was published in June.
 

 

BISMARCK, N.D. (AP) – The North Dakota Supreme Court says 62 people have taken the bar exam this week, the lowest number of July examinees since 2009.
 
     The applicants began the exam Tuesday with multistate performance tests and essays. They finished Wednesday.
 
     North Dakota’s exam is comprised of the Uniform Bar Examination, which allows examinees to apply for admission to the bar in other states that accept the UBE scores.
 
     The Supreme Court says 66 percent of the applicants are graduates from the University of North Dakota School of Law.

Velva defeated Valley City Post 60 10-1 at the American Legion State Class A Baseball Tournament.

Valley City plays against Makoti in the loser’s bracket while Velva plays Wahpeton in the winner’s bracket.

Wahpeton beat Makoti 15-4 in six innings.

 

Dickinson (CSi) The top-seeded American Legion Class AA state Legion baseball tournament team, Bismarck defeated Jamestown’s Post 14, 20-10 Wednesday evening in Dickinson.

Valley City (VCSU- CSi) – Valley City State University men’s basketball coach Jeff Kaminsky has gone overseas to find the Vikings latest recruit.

Kaminsky announced Tuesday that the Vikings have signed Jason Ralph, a 5-foot-11 guard from Ipswich, Australia, to a letter of intent. Ralph will attend VCSU and join the men’s basketball team starting this fall.

Ralph has averaged 11.6 points and 6.4 assists per game this summer playing with the Ipswich Force in the Australia-State League. He recently scored a career-high 27 points, helping his team to a 116-111 victory. He is shooting 49 percent from the field and 30 percent on 3-pointers, while also pulling down 4.5 rebounds per game.

Ralph has had success at several previous levels in his career. He led the Queensland Basketball League in assists during the 2014 season, and was first in scoring at 30.6 points per game for the Under 21 BWJBC Men. He was also named the Under 21 Ipswich Force MVP, and was a captain of the 2014 Under 20 Men’s Queensland team.

 

 BISMARCK, N.D. (AP) – North Dakota’s Game and Fish Department is accepting online applications for the 2015 tundra swan hunting license lottery.
 
     The agency’s website is www.gf.nd.gov . The deadline to apply is Aug. 19. A total of 2,200 licenses are available.
 
     Paper applications will be available at the end of July from Game and Fish offices, county auditors and license vendors. Hunters also can apply by calling 800-406-6409. A service fee is added for license applications made by phone.
 
     Both North Dakota residents and nonresidents are eligible to apply. The resident swan license is $10, while the nonresident fee is $30.
 
     The statewide tundra swan hunting season begins Oct. 3 and runs through next Jan. 3.

  TORONTO (AP) – Troy Tulowitzki (too-loh-WIT’-skee) homered and had three hits in his Blue Jays debut as Toronto beat the Philadelphia Phillies 8-2 last night. The five-time All-Star, acquired in a trade with the Colorado Rockies, went 3 for 5 with two doubles and three RBIs and scored three times.

 MINNEAPOLIS (AP) – Andre Miller’s agent says his client has agreed to terms with the Minnesota Timberwolves. The Timberwolves had a need for an experienced point guard who could play at the end of games and step in in case of an injury. Miller will play his 17th season in the league. He has averaged 12.8 points and 6.7 assists in his career.

 FOXBOROUGH, Mass. (AP) – The next move in the New England Patriots’ “Deflategate” matter may be in federal court in Minnesota. The NFL Players Association has asked the court to overturn Patriots’ QB Tom Brady’s four-game suspension one day after NFL commissioner Roger Goodell (guh-DEHL’) turned down Brady’s appeal.

     FOXBOROUGH, Mass. (AP) – The NHL’s Winter Classic is coming to the home of the New England Patriots when the Boston Bruins play the Montreal Canadiens at Gillette Stadium on New Year’s Day.  CINCINNATI (AP) – A University of Cincinnati police officer charged in the traffic stop fatal shooting of a motorist is scheduled to appear in court today. Officer Ray Tensing claims he fired at 43-year-old Samuel DuBose because he thought he was going to be dragged under the car and feared for his life. Tensing had pulled DuBose over for not having a front license plate, and the July 19 incident was recorded by police bodycam. Hamilton County Prosecutor Joe Deters calls the killing “senseless.”
 
     PARIS (AP) – Malaysia’s premier says the piece of plane wing that washed up on an Indian Ocean island will be sent to Toulouse, France. Investigators want to know if the piece of plane “flaperon” came from Malaysia Airlines Flight 370, which disappeared more than 16 months ago while flying from Kuala Lumpur to Beijing.
 
     MOSCOW (AP) – The Russian ruble is falling under the pressure of cheaper oil, reviving concerns over the country’s economic outlook. The ruble was down 0.9 percent in Moscow trading today, at 59.2 rubles against the dollar. The decline comes a day after the Russian central bank halted daily purchases of foreign currency in an attempt to stop a week-long slide in the national currency. The ruble on Tuesday hit 60 rubles to the dollar, its lowest point in more than four months.
 
     PHILADELPHIA (AP) – Police in Philadelphia say three people are dead and one person is in critical condition following an apparent drag racing crash. The crash happened late last night in Northeast Philadelphia. Police say the car was speeding around a sharp turn when it clipped a curb and went out of control. The car hit a tree and split in two. Two women and a man were pronounced dead at the scene. Another man was taken to a hospital in critical condition.
 
     MAYVILLE, N.Y. (AP) – A 14-year-old girl is accused in western New York of strangling a 1  1/2-year-old boy. Authorities have charged the teen with manslaughter in the death of 21-month-old Joshua Jock Jr. in the town of Harmony. Officials say the toddler died Monday between 11 p.m. and midnight at a day care where the owner also lives. Someone called 911 and reported that the toddler was unresponsive. Authorities say the only people home at the time were the teen, the boy and a 1-year-old girl, and that they all are related.
