Jamestown (CSi) Work is progressing to convert a downtown church garage into a bus depot for Jamestown.

On Monday’s Wayne Byers Show on CSi Cable 2, Jamestown Bus Stop, Inc., organizer Charlie Kourajian said, Jamestown has been without an official bus stop the past two years, when S&R Truck Plaza closed the bus stop location there.

The bus has been stopping near Babb’s Coffee House downtown. A small semi enclosed structure was put up as a shelter near the railroad tracks, but was impractical during the cold and windy winter months.

After making several inquires about a new bus stop location, First Congregational United Church of Christ offered to make their garage at 119 2nd Ave. S.E available to Jamestown Bus Stop, INC., to remodel for a Bus Depot. Fund raising efforts are continuing. Those wishing to make a contribution may send checks in any amount to Jamestown Bus Stop Inc., 119 Second Avenue Southeast, or contact Charlie Kourajian at 701-320-3015.

Charlie pointed out the garage is being converted to meet building codes, including excavating to bring in water and sewer lines to install a handicapped accessible restroom, meet ADA regulations, rewiring has been done, along with installing heating and cooling, insulate the facility and put in two partition walls. The budget for all this is $20,000.

The building is 24 feet X 19 ½ feet, with the waiting area 9 feet X 24 feet, and is heated and air condition supplied by a contribution, and has a T.V.

Jamestown Bus Stop, Inc. is a non-profit 501(c)3 corporation is accepting gifts of any amount to compliment the $5,000 commitment by the City of Jamestown to help the organization to fulfill its mission “To provide a safe, comfortable place for bus riders to wait for the bus to arrive.” There will also be a computer and ticket printer at the location so individuals can purchase their tickets onsite.

Charlie Kourajian will be the bus stop’s ticket agent, along with volunteers Steve Grenz and Aldon Kollman. Kollman has led restoration efforts along with volunteer workers and supply contributions.

Charlie says the bus stop will be open two hours in the morning and two hours in the afternoon, for passengers to wait for the bus and a location for those getting off the bus. The Jefferson Bus Lines schedule includes a bus leaving eastbound at 10-a.m., and westbound at 2-p.m.

Charlie pointed out that the bus stop anticipates $500 in monthy expenses, and will receive 20 percent of Jamestown ticket sales.

He added that $5,000 still needs to raised toward the goal of $20,000.

Jamestown (CSi) The Jamestown Public School Board, Monday received an update concerning the district’s smartphone app.

Pam Brown, a specialist in the school district’s technology department, said there have been problems with the app, and on Friday the app crashed as the company that oversees the app had trouble loading different fields of information for use in the app.

Superintendent Rob Lech said the app is a great way for teachers to reach out to a large number of staff, students and families who make up the Jamestown Public School District.

The app is free to download for any smartphone or tablet that uses either the Droid or Apple iOS operating systems. The app contains school calendars, sports and after-school activity schedules, lunch menus, photos and district maps.

She said parents can also track their child’s progress, including setting grading thresholds.

She said the app is running well and is stable and the district wants to let parents know the app is available for their use.

In other business, the school board approved the first reading of updates to existing school policies, including, school assignment and choice, student rights under Equal Opportunity Act, education of pregnant and parenting students, English language learner communication procedure, and supervision and evaluation policy. Lech said the board is in the process of updating all of the school district’s policies.

The board also recognized Jackie Barnes for 25 years of service to the district as a special education para educator at Roosevelt Elementary School.

Jamestown (CSi) The James River Valley Library System Board of Directors has discussed with JLG Architects of Fargo plans recarpet the Alfred Dickey Public Library, and update wall coverings with an estimated cost of nearly $127,000.

The board unanimously passed, with board members Dale Marks and Jim Nyland not present, a motion to begin the process of formal bidding, open to the public to receive bids on the cost of the renovations.

Library Director, Joe Rector, is looking for external funding for the renovations, but also has $90,000 allotted in the library’s annual budget for building maintenance and repair.

Rector said he is excited about the renovations, and that it is important to take care of this building for the future.

In other business, the board will hold a special meeting November 18, 2015 at 4:30 p.m. to discuss the bookmobile bids again.

The next regular library board meeting is at 4:30 p.m. Nov. 16 at the Alfred Dickey Public Library.

 

Jamestown (CSi) On a 5-0 vote, the Stutsman County Commission decided to move toward pursuing litigation against the city of Spiritwood Lake, for denying a requested zone change of agricultural land to recreational use.

The vote came after an executive session and authorized Stutsman County Auitor/COO, Casey Bradley, to work through Stutsman County State’s Attorney Fritz Fremgen in the process of identifying an outside legal counsel to pursue possible litigation against the city of Spiritwood Lake.

The action follows the denial of a Stutsman County zoning change request by the Spiritwood Lake City Council on October 6, 2015.

The Spiritwood Lake City Council had voted 2-1 against rezoning agricultural land within the city for recreational use by Stutsman County. The lands in question were dedicated to Spiritwood Lake City in 1928 to be used as a public park.

The Stutsman County Commission’s action also authorizes Bradley to contact the North Dakota Insurance Reserve Fund to represent Stutsman County against potential litigation against the county from the concessionaire, Lake of the Prairies LLC.

In other business, the County Commission decided against voting on a resolution for a county fire ban created by Stutsman County Emergency Manager Jerry Bergquist, and recommended he seek a more enforceable ordinance process for better compliance.

GRAND FORKS, N.D. (AP) – Grand Forks police are investigating the early morning burglary of a Kmart store.

Authorities say an alarm at the business went off shortly before 3:30 a.m. Tuesday. An investigation determined a single person had taken an undetermined amount of merchandise from the store.

Authorities did not immediately determine how the person gained access to the business.

 

WEST FARGO, N.D. (AP) – A faulty furnace is cited as the cause of a carbon monoxide leak at a West Fargo business.

Authorities were called to a Subway restaurant Monday and determined an ill employee was suffering from exposure to high levels of the potentially deadly gas. The worker was taken to a hospital and is now recovering at home.

Authorities detected lower levels of carbon monoxide at a preschool in the same building and evacuated it until crews could ventilate the building.

No one other than the Subway worker reported any ill effects.

 

FARGO, N.D. (AP) – An Elbow Lake, Minnesota, man has been sentenced to serve 6  1/2 years in prison after reaching a plea deal in the beating death of a homeless man in Fargo.
 
     Clayton Lockwood Jr. initially pleaded not guilty to manslaughter in the November 2014 death of 54-year old Mario Perez. Perez was found beaten in an empty apartment in downtown Fargo and died in a hospital two weeks later.
 
     Lockwood was sentenced Monday after agreeing to an Alford plea, meaning he didn’t admit guilt but did acknowledge there was enough evidence to convict him.
 
     He’ll be on probation for five years following his prison term.

 

 MINOT, N.D. (AP) – A Texas man faces five charges including attempted murder after allegedly pointing a loaded rifle at a sheriff’s deputy during a car chase in North Dakota.
 
     Thirty-five-year-old Brandon Bradford, of Giddings, Texas, could face more than 25 years in prison if convicted on all charges, which also include felony fleeing and misdemeanor driving and weapons offenses.
 
     Court documents don’t list an attorney for him. He’s due back in court Nov. 24 and could enter pleas at that time.
 
     The Ward County Sheriff’s Department says the deputy tried to stop Bradford about 1 a.m. Saturday on U.S. Highway 2 between Minot and Berthold because he was driving a vehicle with no right-side tires, only rims. A chase ensured, with Bradford allegedly pointing an AR-15 rifle at the deputy at one point.

 

 MOORHEAD, Minn. (AP) – Moorhead police say a man found dead in a Moorhead mobile home he was renovating and staying in was a homicide victim. Police yesterday identified the victim as 55-year-old Bradley William Carrington. Authorities say he was killed over the weekend at Mobile Manor mobile home park in north Moorhead. Details of how he died were not released.

 

 BISMARCK, N.D. (AP) – A sex trafficking trial is underway in Bismarck for a man who was featured in a North Dakota oil patch documentary.
 
 Jury selection began late Monday afternoon after U.S. District Judge Daniel ovland rejected a request to delay the trial by Keith Graves, who’s representing himself.
 
     Graves faces 11 charges related to sex trafficking by force or coercion, obstruction, and methamphetamine possession and distribution. Authorities say Graves beat some of his victims and forced at least one woman to perform sex acts on him. He could face life in prison if convicted.
 
     Graves was one of the main subjects in “The Overnighters,” which won an award at the 2014 Sundance Film Festival. It followed a pastor who opened his church to homeless oil workers.

 

 BISMARCK, N.D. (AP) – North Dakota Gov. Jack Dalrymple says a comprehensive and coordinated plan is needed to respond against cyber threats on state government.
 
     Dalrymple held a meeting Monday of his Cybersecurity Task Force that will look at cybersecurity issues facing the state. The group is headed by Lt. Gov. Drew Wrigley and will make recommendations on how to better secure state networks and systems.
 
     The group includes directors of state agencies and information technology officials.
 
     Dalrymple told the group that cybersecurity must “be built into the culture of state government.”

 

 DICKINSON, N.D. (AP) – Delta Airlines will stop service to the airport in Dickinson starting Nov. 30.
 
     Kelly Braun is the manager of Dickinson’s Theodore Roosevelt Regional Airport. He says the airline notified the airport of its decision to stop the twice-a-day service between Dickinson and Minneapolis Friday evening.
 
     Delta began offering service to and from Dickinson in June 2013. The airport has obtained a number of grants to modify its facilities to accommodate the 50-passenger jets used by Delta and United Airlines.

 

 WHITE EARTH, N.D. (AP) – Oil and saltwater continue to spill in northwestern North Dakota after workers lost control of a well Saturday.
 
     The state Department of Health says well operator Oasis Petroleum North America, LLC, has been unable to regain control of a well in Mountrail county, about 15 miles south of White Earth.
 
     The incident began around 11 p.m. Saturday. The agency says a light sheen was seen on the White Earth River, approximately 850 feet north of the well pad. Absorbent booms have been placed across the river to help keep the spill material from moving downstream.
 
     Spill investigation program manager Bill Suess says crews had recovered 73,920 gallons of oil and 84,000 gallons of saltwater as of Sunday evening.
 
     Oasis spokesman Brian Kennedy on Monday said vacuum trucks continue to remove fluids from the well site.

 

 SIOUX FALLS, S.D. (AP) – South Dakota and North Dakota sunflower growers are well ahead of last year’s harvest pace. The National Sunflower Association says  31 percent of the crop is harvested in North Dakota. That’s well ahead of last year’s pace of 10 percent and just ahead of the five-year average of 26 percent.

 

 MINOT, N.D. (AP) – A zoning rule in Minot that quietly slipped into city ordinance last year has caught some child care providers by surprise.
 
     The city changed its zoning ordinance in July 2014 to require home child-care operations with more than 14 children to obtain $250 permits. They also must deposit $1,200 into escrow to cover the cost of notifying neighbors and other expenses that might arise in the permitting process.
 
     Child care providers say  day cares already are regulated by the state, and that Minot’s ordinance could mean the loss of day care slots.
 
     Amy Jenkins at Ward County Social Services says larger cities commonly require permits for larger day cares in residential areas. City planner Donna Bye says noise and traffic often are the primary concerns.

 

BISMARCK, N.D. (AP) – Three attorneys have been named finalists for a Northeast Judicial District judgeship chambered in Bottineau.
 
     The state Supreme Court says a nominating committee completed interviews with six applicants on Friday and is forwarding the names of Bottineau attorney Anthony Benson, Tioga attorney Benjamen Johnson and Rugby attorney William Hartl to Gov. Jack Dalrymple.
 
     Dalrymple with appoint the successor to retired Judge Michael Sturdevant.

 

 BISMARCK, N.D. (AP) – The University of Mary is planning a $272 million fundraising campaign to transform its campus in Bismarck over the next 15 years.
 
     School officials announced Monday that the three-phase campaign will pay for new facilities and improvements as part of its Vision 2030 Strategic plan.
 
     Phase one will require $96 million in donations over three years for construction projects including a 276-bed women’s residence hall, a two-level field house and an 80,000-square-foot campus center.
 

 

 BISMARCK, N.D. (AP) – The North Dakota Highway Patrol says 14 new troopers are ready for work.
 
     A graduation ceremony was held in Bismarck on Friday for the latest group of graduates from the North Dakota Highway Patrol Training Academy. The candidates completed 22 weeks of training.
 
     Most of the new troopers will be stationed at or near the state’s oil patch in western North Dakota, where the population has soared in the past few years.

 OAKLAND, Calif. (AP) – Former American League Cy Young Award winner Barry Zito (ZEE’-toh) has retired, making the announcement through an article he wrote for “The Players’ Tribune.” The 37-year-old said last month that he planned to retire and turn his attention to his other interests.

     JOHANNESBURG (AP) – A South African official says Oscar Pistorius has been released from prison and placed under house arrest.
 
     A spokesman for South Africa’s correctional services department said the double-amputee Olympic runner who fatally shot his girlfriend on Valentine’s Day 2013 was put under “correctional supervision” on Monday night.
 
     He confirmed Pistorius’ release from a prison in Pretoria, the South African capital, in a cellphone text message sent to The Associated Press.
 
     Pistorius has served nearly a year of his five-year sentence for manslaughter.

KABUL, Afghanistan (AP) – The Taliban say they are holding the police chief and more than a dozen officers from a remote district in a northwestern province of Afghanistan. An Afghan official says the chief and his men haven’t been heard from since yesterday and reinforcements are being sent. The Taliban say they seized the area Sunday. Afghan troops are also battling Taliban in southern Helmand province.
 
     IRBIL, Iraq (AP) – Joint Chiefs of Staff Chairman Marine Gen. Joseph Dunford is meeting with his commanders in Iraq today to get updates on battles in Beiji (BAY’-zhee) and Ramadi against Islamic State militants. On the flight over, Dunford told reports that reports of Iraq asking Russia for airstrikes are no longer in play. He says Iraqi leaders claim no Russian strikes have been requested.
 
     TORONTO (AP) – It’s out with the old after elections in Canada. Nearly a decade of conservative leadership under Stephen Harper has ended with the stunning landslide victory of the Liberal Party and its leader, Justin Trudeau. He’s the son of the late Pierre Trudeau, one of the country’s most dynamic politicians. The Liberal Party won enough seats in parliament to govern alone.
 
     DOBOVA, Slovenia (AP) – Worries about closed borders apparently aren’t enough to stop refugees and other migrants from trying to reach a better life in Europe. The International Organization for Migration says 27,000 refugees entered Greece over the weekend, while at least 25 people died in the last week. For the year, the total is 507,000 people with 291 dead. The vast majority are from Syria.
 
     NEW YORK (AP) – It’s music to Apple’s ears. The company says 6.5 million paying subscribers have signed on to its streaming-music service since the end of June and another 8.5 million customers have grabbed three month trial offers. Speaking at WSJDLive, The Wall Street Journal’s global technology conference, Apple CEO Tim Cook says one of the big draws is human curation of playlists.
