DRAFT MINUTES – Planning Commission
December 14, 2015 – 8:00 a.m.

- Chairman Hillerud opened the meeting. Commission member Trautman made a motion to approve the minutes from the November 9, 2015 Planning Commission meeting. Seconded by Rath. Motion carried.
- Public Hearing: Final Plat Request
The final plat of Dakotah Hills Addition, a replat of the south 442 feet of Lot 2, Block 1 of Garden Hills Second Addition to the City of Jamestown, Stutsman County, North Dakota.
The property is located along 5th St NE between 12th Ave NE and 14th Ave NE.
Chris Clanahan of SRF Consulting Group gave the staff report. The property is currently zoned R-3 which meets the requirements for the development of the 40 unit apartment building and separate garages. Chris explained the easements that are in place and that there was a utility easement requested by MDU. Chris stated that the current easement protects and allows maintenance for the utilities and that no new easement is needed, the reciprocal easements will remain.
Chairman Hillerud opened the public hearing. No on appeared. Chairman Hillerud closed the public hearing.
Commission member Frye made a motion to accept the findings of staff and recommend approval of the Final Plat of Dakotah Hills Addition, a replat of the south 442 feet of Lot 2, Block 1 of Garden Hills 2nd Addition within the NW ¼ of Section 30, Township 140N, R63W to the City Council as it meets the requirements of Section 13 of Appendix B of the Jamestown Municipal Code. Seconded by Ritter. Roll Call. Unanimous aye vote. Motion Carried.
- Other Business – Chairman Hillerud suggested the Commission discuss the items that seem to come up during the busier season next month.
Cindy Gray, SRF Consulting related that sometimes Commissions will discuss regulations, ordinances etc. during the less busy season. She suggested that the traffic impact study ordinance could be discussed in a work shop with or without the City Council, planning for the upcoming year and identifying some priority areas could also be discussed.
Chairman Hillerud suggested the Commission and City staff make a list of items of concern to discuss in January.
- Frye made a motion to adjourn. Meeting adjourned.
