WITH AREAS OF REDUCED VISIBILITY IN SNOW AND BLOWING SNOW…THERE IS THE POTENTIAL FOR NEAR BLIZZARD CONDITIONS.

MUCH UNCERTAINTY REMAINS AT THIS TIME ON THE AMOUNT OF SNOW AND THE STRENGTH OF THE WINDS.

THIS AREA COULD RECEIVE 2 INCHES OF SNOW SOUTH TO 4 OR MORE NORTH IN THE  TURTLE MOUNTAINS. THOSE PLANNING TRAVEL ACROSS NORTH DAKOTA ON SUNDAY SHOULD CHECK THE LATEST FORECASTS AND ROAD CONDITIONS BEFORE SETTING OUT.

QUICKLY FOLLOWING THIS A COLD FRONT ARRIVES
SATURDAY NIGHT SWEEPING ACROSS WEST AND CENTRAL NORTH DAKOTA GIVING ANOTHER PERIOD OF WINDS IS ASSOCIATED WITH THE ARRIVAL OF COLD AIR..

Valley City (CSi) Valley City residents are invited to participate in a community visioning process, Tuesday, February 9, 2016, at 7:00pm-9:00pm at Epworth United Methodist Church

CATCH: Creating a Vision for the Future of Valley City, will be explained.

Participants will be guided through an “Appreciative Inquiry” session led by a facilitator from the Bismarck-based Common Enterprise Development Corporation.

Residents will be invited to think about our community now, and describe their ideal Valley City five years from now. The brainstorming session will be the kick-off a two-month information gathering project. At a follow up meeting, community participants will decide how to work towards a common vision of a better Valley City.

The session is sponsored by CATCH, which is an acronym for Communities Acting Together for Change and Hope, a statewide multi-faith group which encourages churches and other community groups to work together to improve their community.

The CATCH movement was founded in Grand Forks.

This is a chance for individuals to make their voice heard and make a difference in the community.

MOORHEAD, Minn. (AP) – A woman asleep in her Moorhead home escaped injury when a pickup truck crashed into her bedroom wall.

Police say the 33-year-old driver from Ransom, North Dakota has been arrested for drunken driving and other charges. Moorhead police say the crash shortly before 1 a.m. Friday caused substantial damage to the house, but did not break through the wall. Authorities say the driver lost control of the vehicle, crashed through a cedar fence in the backyard and hit the house.

Police say he left the scene of the crash and was found across the street. Officers say the driver had a blood alcohol content of 0.18. He was taken to the Clay County Jail.

MINOT, N.D. (AP) – A Minot woman accused of leaving her two preschoolers unattended in a car for about an hour while she drank and gambled in a bar with her then-boyfriend says the case is a misunderstanding.

Twenty-two-year-old Chelsea Erie faces a felony child neglect charge that carries a maximum punishment of five years in prison.

Erie says in court documents that she was getting off work at the bar the night of the alleged incident and is “the victim of a hysterical overreaction.” She says the children were in the car for “a very brief period of time,” and were periodically checked on by herself or her boyfriend.

The boyfriend also is charged in the case. Police say the children were not harmed.

WILLISTON, N.D. (AP) – A Williston man faces a felony reckless endangerment charge after allegedly dragging another man nearly 50 feet with his car.

Authorities allege that 34-year-old Travis Fowler grabbed the man’s arm and drove away during a confrontation outside the man’s house last Sunday. The man eventually fell away from the car and hit his head on the road.

Fowler returned to the man’s house, where the man pointed a gun at him before officers broke up the confrontation.

Fowler faces up to five years in prison if convicted. Court documents do not list an attorney for him, and a home telephone listing could not be found. He could enter a plea at a March 24 hearing.

BISMARCK, N.D. (AP) – Bismarck police have arrested a suspect in the theft of a tip jar from a fast food restaurant.

The jar with $400 in it went missing from the Pita Pit on Dec. 29 when the lone worker in the business at the time went into a back room. Surveillance camera footage showed two males grabbing the jar and fleeing.

The money was to fund an employee Christmas party, and news of the theft led to more than $1,200 in donations.

Authorities arrested a 22-year-old man on Thursday. Formal charges were pending.

BISMARCK, N.D. (AP) – The North Dakota Republican Party will host a gubernatorial debate next month in Bismarck.

GOP party officials say they want to showcase their three conservative candidates for governor. Rick Becker, Doug Burgum and Wayne Stenehjem will all take part in the debate at the Belle Mehus Auditorium on March 9.

The debate will be moderated by conservative radio host Scott Hennen, Prairie Public News Director Dave Thompson and Donnell Preskey Hushka, a lobbyist for the North Dakota Association of Counties.

Each candidate will receive a block of tickets. The remainder will be distributed through the party’s headquarters on a first-come, first-served basis.

MINOT, N.D. (AP) – Minot Air Force Base officials say the facility contributed nearly $600 million to the local economy last year.

The base each year estimates its economic impact. The 2015 figure of $597.2 million was up more than 3 percent from the previous year, despite a drop in personnel and the lowest spending on construction in five years.

The annual report takes into account base payroll, expenditures and indirect jobs created.

The northern North Dakota base has about 12,000 personnel overseeing B-52 bombers and Minuteman III intercontinental ballistic missiles.

MINOT, N.D. (AP) – The city of Minot is adding a federal compliance officer to ensure proper spending of a $74 million federal grant to help with flood resilience projects.

The  City Council recently approved advertising the position with an annual salary range of $57,000 to $75,000, paid by the grant.

Minot is one of 13 communities sharing in about $1 billion through the Housing and Urban Development’s National Disaster Resiliency Competition. The competitive program is designed to help communities recover from a disaster and enhance their resilience in future disasters.

The Souris River in June 2011 swamped part of Minot, damaging or destroying more than 4,000 homes and other structures and causing nearly $700 million in damage.

In world and national news…

WASHINGTON (AP) – President Barack Obama used a new jobs report to take a bow on the economy – and jab at Republicans vying for his job. The president spoke after the Labor Department announced that U.S. employers added 151,000 jobs in January and that the jobless rate decreased from 5 percent to 4.9 percent. Obama said the data defies Republican criticism of his stewardship of recovery.

WASHINGTON (AP) – President Barack Obama’s allies in the Senate are urging him to ramp up the government’s response to the outbreak of the Zika (ZEE’-kuh) virus. All 44 Senate Democrats and two independents sent Obama a letter urging him to use money from last year’s government-wide spending bill to come up with a comprehensive response plan to combat Zika, both overseas and in the U.S.

NEW YORK (AP) – A huge construction crane being lowered to safety in a snow squall plummeted onto a Lower Manhattan street Friday. The collapse killed a Wall Street worker in a parked car and left three people hurt by debris that scattered as the rig’s lengthy boom fell. The mobile crane’s boom stretched much of a block after this morning’s accident.

BOSTON (AP) – A winter storm packing heavy, wet snow is giving New England its first real taste of winter. It’s knocked out power to more than 150,000 customers and threatening to cover some spots a foot deep. It’s New England’s biggest snowstorm so far this season, coming two weeks after a massive blizzard engulfed much of the Eastern Seaboard but largely spared Boston and points north.

MIAMI (AP) – A Florida man was sentenced to life in prison Friday for fatally shooting his wife eight times during an argument. The slaying gained international notoriety after he posted a photo of his wife’s bloody body on Facebook. The husband told police he shot his wife during an altercation in which she threatened him with a knife – but jurors didn’t buy his self-defense claim.
