Valley City (CSi) Valley City (CSi) – A second SPECIAL MEETING of the Valley City Commission was held Thursday afternoon at City Hall.

Mayor Werkehoven was not present. The meeting was conducted by Commission Vice President Pedersen.

The City Commissioners discussed the permissibility of the grievances filed against Mayor Werkhoven, and how the employee manual and code of conduct apply to the process going forward.

The city commission had requested the Barnes County State’s Attorney to determine the status of the grievances. Under review is rights of four city employees in the city employee personal policy and procedure manual.

At Thursday’s meeting, Pedersen said State’s Attorney Carl Martineck said it was not within his scope to provide the information.

The Commission voted unanimously to hire Vogel Law Firm to make a determination on the permissibility and how the process pertains to the city’s Code of Conduct and Employee Manuel, with a fee cap of $7,500.

Next the City Commissioners considered retaining an attorney for the limited purpose of investigating the grievances filed against Mayor Werkhoven and advising the City Commission during the Grievance procedures.

The City Commission voted unanimously to potentially engage attorney Pat Monson as a mediator, if Vogel determines that mediation is the approach.

A fee cap is to be determined.

 

 FARGO  (AP)  – Police have identified the man suspected of shooting a Fargo police officer as  49-year-old Marcus Schumacher (SHOO’-maw-kur).
 
 Authorities say Schumacher held police at bay for about 11 hours, from late Wednesday evening to early Thursday morning, firing numerous rounds at law enforcement. The injured officer, Jason Moszer, died about 12:45-p.m., Thursday. 

Moszer was the first Fargo officer to die in the line of duty in more than a century.

 The standoff began Wednesday evening when police responded to a domestic violence report.
     Court documents show that Schumacher has a previous conviction for disorderly conduct in January 2013. He received a 30-day suspended jail sentence and served a year of probation. No further details were immediately available.
 
     Police Chief David Todd says a SWAT team entered the Fargo home shortly before dawn Thursday and found his  body. Todd says he doesn’t know if the suspect was hit in an earlier exchange of gunfire with a SWAT officer or if he shot himself.   More updates at WDAY.

    An account has been set up at Bell State Bank & Trust for the behalf of the family of Officer Jason Moszer.

Moszer was the officer shot during Wednesday night’s standoff in North Fargo.

Jamestown  (CSi)  The Jamestown Rural Fire Department was called out at 7:19pm Wednesday night with a report of tires on the truck on fire.  More information when the report on the fire is released from the rural fire department.

 

Washington (CSi) North Dakota Senators John Hoeven and Heid Heitkamp have announced that the North Dakota Housing and Urban Development has awarded 15 grants totaling $2.1 million to several housing authorities in the state.

The Barnes County Housing Authority will receive $53,893.

The funds were made available through HUD’s Capital Fund program and supports management improvements and modernization of public housing.

New Rockford (CSi) The UND Medical Examiner’s Office has positively identified the body found Tuesday in the Sheyenne River near Warwick, North Dakota as 36 year-old Amanda Engst of Halstad, Minnesota.

She went missing last fall.

 

The cause of death has not been reported, although foul play is suspected. A car owned by Engst was used by two people linked to burglaries and robberies in Minnesota and North Dakota.

 ST. PAUL, Minn. (AP) – Attorneys for a Red River diversion project say construction on a levee should proceed because it’s independent of the larger proposal.
 
     Three federal appeals judges heard oral arguments Thursday on whether to allow the levee south of Fargo, North Dakota, to move forward. A federal district judge last year halted construction until the Minnesota Department of Natural Resources completed its environmental study of the diversion project around Fargo and Moorhead.
 
     A group of North Dakota and Minnesota residents filed the lawsuit in August 2013, saying there were better, cheaper options than the diversion. They later added a motion to stop construction of the levee.
 
     Attorney Robert Cattanach told judges that residents of three North Dakota communities will need the levee for flood protection even if the diversion doesn’t affect them.

 BURNS, Ore. (AP) – The occupation of a national wildlife refuge in Oregon is over. Surrounded by FBI agents in armored vehicles, the last four occupiers surrendered Thursday. They were the last holdouts from a group that had seized the refuge nearly six weeks ago, demanding that the government turn the land over to locals and release two ranchers who’d been imprisoned for setting fires.
 
     LAS VEGAS (AP) – Charges have been filed  in Las Vegas against Cliven Bundy, who was arrested last night in Portland, Oregon. He was at the center of a standoff with federal authorities at his ranch in Nevada in 2014. And he had urged the occupiers in Oregon not to give up. His son, who is also in custody, had been a leader of the most recent occupation. Federal authorities may have believed that the presence of the elder Bundy would draw sympathizers to defend the holdouts.
 
     OKATIE, S.C. (AP) – Marco Rubio says having a brokered national convention this year would not necessarily be a bad thing. The Florida Republican said Thursday his campaign is prepared to compete until the GOP nomination is decided – even if that means the GOP has to select a nominee at its July convention. He made the comments while having a late breakfast with reporters at a South Carolina Cracker Barrel. Rubio says the rules were never designed “to have everybody drop out after a certain time.”
 
     MUNICH (AP) – Talks are under way in Munich, aimed at narrowing differences over Syria and keeping alive a diplomatic effort to end its civil war. Secretary of State John Kerry and Russian Foreign Minister Sergey Lavrov (SEHR’-gay LAHV’-rahf) are among those taking part in the talks. Germany’s foreign minister says he hopes to find a way to re-start talks soon between the Syrian government and the opposition — but he says a “breakthrough” is needed.
 
     WASHINGTON (AP) – Once again, Einstein had it right. A century ago, he suggested the existence of gravitational waves — faint ripples in the continuum that combines both time and three-dimensional space. And Thursday, scientists say they have finally detected those waves. Astronomers say it’s a historic development — one that could change the way we observe the universe and the violent collisions that are constantly shaping it. As one of them puts it, “Until this moment, we had our eyes on the sky and we couldn’t hear the music.” He says, “The skies will never be the same.”
