MINOT, N.D. (AP) – The first of two new parking ramps in Minot’s downtown has opened, after years of what officials described as “challenging” construction.

Work began on the ramps in October 2013. Construction stopped a year later amid concerns that subcontractors weren’t being paid. It became apparent the project couldn’t be completed for the original bid price of $10.5 million.

The project cost is now estimated at $19 million.

The first ramp with 225 parking spaces fully opened Thursday. The second ramp, with the same number of spaces, is scheduled to open in the spring.

BISMARCK, N.D. (AP) – A program that provides grants to conservation projects across North Dakota likely will get only half of the money it expected to receive during the two-year budget cycle due to the oil slowdown.

The Outdoor Heritage Fund gets a percentage of oil and gas production taxes. The goal is to restore land affected by energy production and to develop such things as fish and wildlife habitat and outdoor recreation areas.

The program was expected to get about $27 million for the 2015-17 biennium. The amount is now estimated at slightly more than $13 million.

Outdoor Heritage Fund Advisory Board Chairman Jim Melchior says potential projects will be scrutinized and prioritized more stringently due to the drop.

FARGO, N.D. (AP) – A defensive back on North Dakota State University’s first three FCS championship teams is rejoining the Bison program as a defensive assistant.

Bryan Shepherd played on NDSU’s 2011, 2012 and 2013 national championship teams. The Bison have since won two more titles.

NDSU head coach Chris Klieman announced this week that he has added Shepherd to his staff for the upcoming season.

FARGO, N.D. (AP) – Former North Dakota State University volleyball standout Pati Rolf is getting a chance to referee again in the Olympics.

The Bison Athletic Hall of Fame member was appointed by the international volleyball federation to represent the U.S. as an official at the summer games in Rio de Janeiro.

It won’t be a first for Rolf – she served as a line judge at the 1996 Atlanta Games.

FARGO, N.D. (AP) – The North Dakota State University softball team is the preseason favorite to win the Summit League.

NDSU received five of the seven first-place votes in the coaches’ poll to take the top spot. The rest of the top five is IUPUI, South Dakota, Omaha and South Dakota State.

The Bison won the league last season, made their sixth appearance in the NCAA tournament in seven years, and finished in the top 25 of both national polls. They received votes in both national preseason polls this year but didn’t crack the top 25.

In world and national news…

NEW YORK (AP) – A strong rebound in oil prices — and an encouraging report on retail sales — are helping to lift the stock market. Stocks have been on course Friday for their first gain in a week, with financial and energy companies among the biggest gainers. Oil is up more than 11 percent.

HAVANA (AP) – Pope Francis has been meeting in Havana with the head of the Russian Orthodox Church, Patriarch Kirill. It’s the first time a pope and Russian patriarch had ever met. The Vatican sees the meeting as an important new step in its ecumenical efforts. The pope heads to Mexico later today.

MONTPELIER, Vt. (AP) – Vermont Senator Bernie Sanders is receiving the support of the Black Lives Matter movement in his home state. Dozens of activists gathered at the Vermont Statehouse Friday to call for a racial justice agenda in the state, including more hiring of African-American teachers and school administrators and more accountability for state agency hiring practices. The event came a day after congressman and long-time civil rights leader John Lewis endorsed Hillary Clinton for president, and said he doesn’t recall meeting Sanders during key events of the 1960s civil rights era.

WASHINGTON (AP) – Mitt Romney has said he learned it the hard way — presidential candidates should release their tax returns before the primaries, to avoid tough scrutiny later. But the three Republicans who are leading in national polls don’t appear to be taking his advice. Donald Trump, Ted Cruz and Marco Rubio have still failed to release their returns, despite promises to do so. Jeb Bush has disclosed years’ worth of returns, as has Hillary Clinton. There’s no legal requirement, but every major party nominee since 1976 has done so.

GLENDALE, Ariz. (AP) – A student at an Arizona high school says it was a shock to learn that two of her schoolmates died in a shooting there Friday. Police say two 15-year-old girls were found dead on campus. They say they don’t know what led to the shooting, but that they’re not looking for anybody else. Senior Lanie Walter says when her class went on lockdown, she called her parents to let them know she was OK.
