Planning Comm ok’s land use amendment

Jamestown (CSi) The Jamestown City Planning Commission has approved a land use amendment and zoning change.

The action clears the way for residential housing unit.

A driveway location issue has postponed a preliminary replat request until its next meeting.

SRF Consulting Group, Planner, Christopher Clanahan requested an amendment for lot one, block two of the Mill Hill second addition from commercial to medium density residential land use. The commission approved the amendment for property along the 600 block of 11th Street Southwest, where three twin homes are to be constructed on three lots.

The commission also approved Clanahan’s request for a zone change from C-2 (general commercial district) to R-2 (one to six family residential district). He said the client would also be pursuing a subdivision for the immediate area.

Clanahan said the client would ask to continue the Sumac Ridge Addition preliminary replat of a portion of lot one, block two. The property meets all requirements of an R-2 district, he said, but a redesign is underway that would allow lot three access through 5th Avenue or 11th Street, as it is infringed by steep grading and the Jamestown Fire Department’s substation.

Following the commission’s agenda, Joel Onsurez of Fargo said he and wife, Barbara, owners of Babb’s Coffee House, wants a preliminary review of the Masonic Temple building they purchased eight years ago before going forward with a zone change application.

Onsurez said he bought the building to preserve the original woodwork and prevent it from being gutted for multiple apartments. The couple intended to use the large hall for events and dinners.

The building did not sell, and now the couple would like to make it their primary residence. It would be used for an aromatherapy business with one apartment rental on a lower level that would not change the character of the building.

The current C-2 zoning requires development of the building to have a minimum of four apartment units.

The application process will determine if a zone change is appropriate, but a pre-application walkthrough was possible.
