BISMARCK, N.D. (AP) – Officials are set to scrap a program in five North Dakota counties that aimed to combat methamphetamine labs by requiring farmers to lock tanks of a fertilizer used to make meth.

Farmers say it’s been a hassle. Law officers say it’s been difficult to enforce.

Attorney General Wayne Stenehjem (STEHN’-juhm) says it’s likely to be repealed because officials have found a more effective way to crack down on meth labs. North Dakota has restricted sales of pseudoephedrine, an ingredient in cold medications that’s necessary to make any form of meth.

The program approved by lawmakers in 2003 required farmers and chemical dealers to lock valves on unattended mobile tanks of anhydrous fertilizer. It started in Williams and McKenzie counties and later expanded to Walsh, Pembina and Cavalier counties.

WAHPETON, N.D. (AP) – Employees of a Wahpeton grocery store have elevated from being workers to owners.

Joe Lueken owned the Wahpeton Econofoods but decided to sell the store to his workers through an employee stock ownership program. The ownership shifted to the workers Sunday.

Lueken says it’s his way of thanking the workers for helping him make his 46 years in business a success.

He’s doing the same with two more stores in Bemidji, Minn. He says he considered selling to a grocery chain for more money but decided against it.

Employee – and now part owner – Janea Ries says that workers are “taking on something great” and is excited that the business is becoming employee-owned.

She says the workers will take pride in what they have.

BISMARCK, N.D. (AP) – The Bismarck Police Department will soon have a new chief, and with that internal ascension comes the promotions of eight people within the department.

Dan Donlin got the top post after another candidate turned down an offer in the nationwide search. Because Donlin was a deputy chief within the department, a series of people beneath him will be promoted.

Donlin will replace Interim Chief Fred Wooten on Jan. 19.

Donlin tells the newspaper that he has the support of people in the department, as well as other law-enforcement agencies in the area. He says city officials are happy to show him the ropes in his new job.

Donlin says, “Just because I’ve been here 25 years doesn’t mean I know everything.”

FARGO, N.D. (AP) – North Dakota’s hog and pig inventory has dropped by about 16,000 head.

The United States Department of Agriculture reports that the Dec. 1 year-end inventory was at 135,000 head, a 12 percent decrease compared with the same time frame last year. The agency says that the drop is because the breeding herd has shrunk. The breeding herd had decreased by 5,000 head, while the pig crop was 23,000 below last year’s number.

The hog and pig inventory has pinballed over the past 10 years. The largest Dec. 1 inventory was 182,000 head in 2007, while the previous low was 143,000 in 2010.

LOS ANGELES (AP) – 2012 was a good year for Hollywood. The movie studios had their best year ever this year – selling $10.8 million worth of tickets. The box office take usually goes up because of rising ticket prices – but this year, Hollywood.com reports the actual number of tickets sold has gone up for the first time in three years. “The Avengers” was the biggest movie of the year, with $623 million. “The Dark Knight Rises” was second. Hollywood hopes to continue the record run into the new year with major releases like those from the “Iron Man,” and “Star Trek” franchises — and a new Superman movie.

In sports…

The day after the regular season ended, NFL teams have dropped the axe on coaches and some front office personnel.

LAKE FOREST, Ill. (AP) – The Chicago Bears have fired coach Lovie Smith after the team missed the playoffs for the fifth time in six seasons.

Smith was informed of the decision by general manager Phil Emery on Monday, a day after the Bears beat Detroit to finish 10-6 but still missed out on a playoff spot.

Smith led the Bears to a Super Bowl, but also saw his team collapse in the second half of the past two seasons. Hired in 2004, Smith led the Bears to three division titles, two NFC title games and a Super Bowl appearance in his nine seasons. His record is 81-63.

The Bears scheduled a news conference Tuesday to discuss the move.

PHILADELPHIA (AP) – Andy Reid has been fired after 14 seasons coaching the Philadelphia Eagles.

The Eagles made the announcement Monday. Team owner Jeffrey Lurie says, “it is time for the Eagles to move in a new direction.”

Reid is due to make $6 million in 2013 in the final year of his contract. He is the franchise leader in wins (140) and winning percentage (.578) and led the Eagles to six division titles and five NFC championship games. He led them to the Super Bowl in 2004.

Lurie put Reid on notice after last season’s 8-8 record. The Eagles slumped to 4-12 this season forcing Lurie to make the move.

Lurie calls Reid, “someone I respect greatly and will remain friends with for many years to come.”

Reid inherited a 3-13 team in 1999, drafted Donovan McNabb with the No. 2 overall pick in that year’s draft, and quickly turned the franchise into a title contender.

BEREA, Ohio (AP) – A person familiar with the decision says the Cleveland Browns have fired coach Pat Shurmur and general manager Tom Heckert.

Shurmur and Heckert were informed Monday at the team’s facility, said the person who spoke on condition of anonymity because the team has not yet announced the moves. The dismissals come one day after the Browns lost their finale 24-10 in Pittsburgh, completing a 5-11 season.

Shurmur went 9-23 in two seasons with the Browns, who have undergone almost constant change since their return to the NFL as an expansion franchise in 1999. Heckert infused Cleveland’s roster with talent during three years with the team.

Owner Jimmy Haslam and CEO Joe Banner will try to turn around a franchise that has lost at least 11 games the past five seasons.

ORCHARD PARK, N.Y. (AP) – Chan Gailey has been fired by the Buffalo Bills after three losing seasons.

The announcement was made Monday, a day after the Bills closed out another disappointing season with a 28-9 win over the New York Jets.

Buffalo finished 6-10, and Gailey leaves with a 16-32 record in his three seasons. There was no immediate word on the status of general manager Buddy Nix.

In a hopeful season after signing star defensive end Mario Williams, the Bills reverted to their ways of the past, failing to make the playoffs for a 13th straight year, the NFL’s longest active drought.

LORHAM PARK, N. J. (AP) — The New York Jets have fired general manager Mike Tannenbaum and say coach Rex Ryan will be back next season.

The Jets finished 6-10 and were in constant turmoil from the moment they acquired Tim Tebow in a trade before the season.

NEW YORK (AP) – Three weeks after she was seriously burned in a propane gas grill accident at her home, ESPN anchor Hannah Storm will return to the air on New Year’s Day for ABC’s telecast of the 2013 Rose Parade. Storm was burned on her face, chest, arms and hands and lost roughly half her hair. She says she’s nervous about things she used to take for granted.

In world and national news…

WASHINGTON (AP) – President Barack Obama says a deal to prevent the nation from going over the “fiscal cliff” is close but not done. He offered the update at the White House while standing with a group of middle-class taxpayers. Those close to the talks say it would raise tax rates on households earning over $400,000 a year and extend unemployment benefits for one year.

WASHINGTON (AP) – A Senate report says the CIA, the FBI and the intelligence community all made major changes in talking points that led to the Obama administration’s confusing public explanation of the attack on U.S. diplomatic facilities in Benghazi, Libya. The report also charges that the director of national intelligence has been stonewalling the Homeland Security and Governmental Affairs Committee.

AUSTIN, Texas (AP) – A judge in Austin, Texas, has ruled that state funding to Planned Parenthood’s family planning programs for poor women can be cut off even though a lawsuit challenging the law is pending.
