Jamestown (CSi) On a 3-0 vote Friday, the Jamestown Civil Service Commission upheld the decision of the City of Jamestown to dismiss former Jamestown Police Departmen, Detective sergeant Thomas Nagel
Civil Service Commission chair, Jon Lillejord said after reviewing the interviews and testimony the commission heard during 9 hours of testimony taken on April 27, the one thing he came back to was the consistency of the investigation done by the Jamestown Police Department. He said he thought there were some things that could have been done differently during the investigation, but overall the investigation was consistent.
Commission member, Kevin Gebhardt said he was concerned that if the Commission reinstated Nagel to his former position with the Jamestown Police Department, that Nagel would be a liability to the department.
Commission member Amie Aesoph said after reviewing all of the material presented at the April 27 hearing, she felt the conduct by Nagel was unbecoming as to what is expected of a police officer.
Nagel was fired on March 9, 2016 after an investigation to find where a tip to the KVLY Valley News Live Whistleblower Hotline originated. The tip alleged that members of the Stutsman County Sheriff’s Office were improperly using a county-owned Jet Ski for personal recreation. The tip was found to be false. Nagel was linked to the tip because an alias he used on Facebook was included in the tip. The investigation was ordered because the tip was believed to be an attempt to defame law enforcement officers and the Stutsman County Sheriff’s Office.

Valley City (CSi) A Valley City resident will circulate a petition to request the City Commission to call for a Special Election to replace former Mayor Bob Werkhoven, who resigned May 12, 2016.
The City Commission accepted his resignation at the May 17, 2016 Commission meeting.
The group is led by Valley City resident Janis Clark Klein.
Valley City Auditor Avis Richter says petitioners need to collect 66 signatures from Valley City residents before the referendum is brought before the city commission for approval.
Petitioners have until May 31st to collect the necessary signatures and hand them into her office for approval.

LUDDEN, N.D. (AP) – The Highway Patrol has identified a Florida man who was killed in a one-vehicle crash in southeastern North Dakota.
Sixty-year-old James Anno, of Rockledge, Florida, died early Thursday. Authorities say he lost control of his car on a curve on state Highway 11 east of Ludden, and the vehicle tipped on its side in the ditch.
Anno was alone in the vehicle.
WILLISTON, N.D. (AP) – Two men killed in a shooting in Williston came to the western North Dakota oil patch hub from Ohio.
24-year-old Diandre Lott and 23-year-old Donzell Washington are from Cleveland, though they were residents of Williston when they died.
Lott and Washington were found dead of multiple gunshot wounds in an apartment complex on Tuesday. Police detained a man and a woman who lived in the apartment for questioning but then released them.
No charges have been filed or suspects named, and details remain scarce.
Police say they found three guns at the scene and believe as many as 16 shots were fired. They tell the Williston Herald that self-defense has not been ruled out in the shooting.
WASHINGTON (AP) – Unemployment rates were significantly lower in five states in April, led by a big drop in Kentucky.
The Labor Department says Kentucky saw its unemployment rate fall to 5.3 percent in April, down from 5.6 percent in March. The state with the largest increase was Pennsylvania, which saw the unemployment rate rise to 5.3 percent from 4.9 percent in April. Pennsylvania was one of four states with significantly higher jobless rates in April.
The national jobless rate was unchanged in April at 5 percent. Employers added 160,000 jobs, well below the average gain of 243,000 over the prior six months.
Over the past year, 37 states have added an appreciable number of jobs. Two states have lost jobs, and 11 states have seen job levels essentially unchanged.
FARGO, N.D. (AP) – Former President Bill Clinton is campaigning for Democratic front-runner Hillary Clinton in Fargo ahead of North Dakota’s Democratic caucus on June 7. The past commander in chief is scheduled to speak at Rheault Farm, a Fargo Park District facility, at 3:30 p.m. Friday. Hillary Clinton is competing with U.S. Sen. Bernie Sanders for the Democratic nomination. Sanders held campaign rallies in Fargo, Grand Forks and Bismarck last week.
BISMARCK, N.D. (AP) – Lottery officials in North Dakota say a Williston resident has claimed the largest lottery prize ever won in North Dakota.
The man, who officials say has chosen to remain anonymous, claimed the $3 million prize Friday. The Mega Millions ticket for the Tuesday draw was sold at a gas station in Williston.
A Powerball prize worth $1 million was also claimed Friday. A group from Jamestown won the prize in the April 20 draw.
Lottery officials say the Powerball prize is the fourth largest prize won in North Dakota Lottery history. The winners also chose to remain anonymous.
The Mega Millions jackpot for Friday’s draw is about $187 million, while the Powerball jackpot for the Saturday’s draw is estimated at $70 million.
BISMARCK, N.D. (AP) – A North Dakota program that collects people’s unwanted insecticides and other chemicals for free is so popular that it’s running low on money and won’t be able to accept as much as it did last year. Still, officials say the Project Safe Send program remains a valuable resource for people with unwanted or unusable chemicals, almost a quarter century after it was introduced.
FORT YATES, N.D. (AP) – The Environmental Protection Agency is giving two communities in North Dakota $800,000 for the cleanup of brownfield sites.
The EPA announced the funding for Fort Yates and Fargo Friday. Each community will receive $400,000.
Brownfields are former sites of industrial or commercial land where redevelopment is impeded by pollution or the possibility of pollution.
The Standing Rock Sioux Tribe is expected to use the money for cleanup activities at the old Bureau of Indian Affairs Elementary School and the old Sitting Bull College. The EPA says the funds will help the tribe clean up asbestos and mold contamination and make the buildings safe for use.
Officials in Fargo will use the money to conduct environmental assessments and identify cleanup needs at several properties that have been targeted for potential redevelopment.

WASHINGTON DC (AP) The White House has been placed on a security alert after a shooting on a street outside.
U.S. Park Police said on Twitter that the shooting happened on West Executive Drive on Friday afternoon.
District of Columbia Fire and EMS spokesman Doug Buchanan says one patient was taken to a nearby hospital in critical condition shortly after 3 p.m.
A D.C. police spokesman said the Secret Service was investigating.
The White House grounds were shut down to pedestrian traffic, locking staff members and reporters indoors. The president was not on premises. He’d left two hours earlier for an afternoon round of golf.
The Secret Service has tweeted to say that “all Secret Service protectees are safe” after a shooting outside the White House.
Separately, a White House official says no one in the building or associated with the White House was injured, and everyone inside is safe and accounted for.
This official said President Obama was made aware of the shooting. Obama left the White House more than an hour earlier and was golfing at Andrews Air Force base at the time.
The official spoke on condition of anonymity given the developing situation.
CAIRO (AP) – Search crews have found human remains, luggage and seats from the EgyptAir jetliner that fell out of the sky over the Mediterranean. Investigators are going over the passenger list and questioning ground crew members in Paris for clues to whether terrorists brought the plane down with 66 people on board.
CHICAGO (AP) – The head of the Transportation Security Administration says Congress’ shifting of $34 million is a “good down payment,” but that the agency needs greater resources to address a shortage of screeners. Peter Neffenger briefed officials in Chicago about efforts to address recent delays in getting passengers through airport security.
SAN FRANCISCO (AP) – A federal appeals court has granted a Northern California woman’s request to keep her toddler, who’s been declared brain dead, on life support past the end of the day. A lower court had extended life support for 2-year-old Israel Stinson only to the end of the business day. Israel’s mother says she needs time to find another facility for her son.
NORMAN, Okla. (AP) – An Oklahoma judge has put off deciding whether to accept a man’s request to plead guilty to first-degree murder in the beheading of a co-worker at a food plant. Alton Nolen reiterated his desire to plead guilty and die by lethal injection. His attorneys argue that Nolen is not mentally competent enough to enter a plea.
WASHINGTON (AP) – First lady Michelle Obama has announced final rules for new food labels. Calories will be listed in bigger, bolder type. There will be a new line for added sugars. And serving sizes will be updated to make them more realistic – so that a small bag of chips won’t count as two or three servings, for example.
