Jamestown (CSi) The Jamestown City Fire Department was called to a mobile-home fire at 115 Sunnyside Mobile Manor in NW Jamestown, ND , Friday November 20, about 6:15pm . This was second fire of the day, the first being a home in SW Jamestown.
There was heavy smoke coming out of the windows when a police unit arrived at the scene.
The occupant, David Oxtra and his dog, Aurora, were able to escape without injuries.
The Jamestown City Fire Department returned to the scene about 10:15 p.m., when the fire had rekindled. Units of the Jamestown Fire Department were also called to the scene at about 8:10 a.m. Saturday when the fire again, rekindled.
City Fire Department, Lt. Sheldon Mohr says the home is a total loss.
The cause of the original fire is under investigation.
Oxtra believes the cause of the fire was from a broken furnace stove that he used to heat his home, however an investigation will determine the cause.
15 to 20 firefighters and four units responded to the scene.

Jamestown (CSi) The Jamestown City Fire Department was called to J.C. Penny’s in the Buffalo Mall, about 11:25 a.m., Sunday.
Jamestown City Fire Chief Jim Reuther says, the fire was in the area of the store where the thermostat is located.
He says the manager used a fire extinguisher to put out the fire, before the store opened for business, and then called the fire department, which removed smoke from the store.
Minor smoke damage to the store, no other damage reported to the attached Buffalo Mall.
The cause is listed as a faulty thermostat.
Five city fire units and 28 fire fighters were on the scene about 30 minutes.
The store did open for business on Sunday.
Jamestown (CSi) About 2:20-p.m., On Friday the North Dakota Highway Patrol reports, Timothy Blowers, was involved in a pursuit fleeing from Law Enforcement on Hwy 52 while driving in a stolen ambulance. Blowers had stolen the ambulance earlier in the day from the Trinity Medical Center in Minot. Blowers was traveling south on Hwy 52, 2 miles south of Carrington, and evaded Law Enforcement by driving into the northbound lanes. Blowers then drove the ambulance into the east ditch, striking a SUV driven by Cole Zaderaka.
Zaderaka was traveling north on Hwy 52 and had pulled his vehicle off onto the side of the road due to the emergency lights he observed on the roadway. Zaderaka then moved his vehicle into the east ditch to avoid the ambulance that was traveling toward him on the roadway. After Zaderaka’s vehicle was in the east ditch it was struck by the ambulance on the driver side, causing the SUV to rollover. The ambulance vaulted and came to rest on its roof.
Zaderaka was transported to Trinity Medical Center for serious but non-life threatening injuries.
Blowers was transported to Jamestown Regional Medical Center and is in custody.
Blowers faces many criminal charges including Theft of a Motor Vehicle, Possession of Stolen property, Reckless Endangerment, Aggravated Reckless driving, and Fleeing.
The incident remains under investigation. Criminal charges are pending an investigation by the Foster County Sheriff’s Department and Minot Police Department. The motor vehicle crash is under investigation by the North Dakota Highway Patrol.
Jamestown (CSi) A groundbreaking ceremony was held Friday morning for the new Eventide, Jamestown Assisted-living Center.
Meanwhile, groundwork was already underway on a planned 43-unit assisted-living project. The building will stand two stories tall and includes underground parking.
Individual units within the assisted-living facility will have full kitchens and washer and dryer units. There is also community space featuring restaurant-style dining, a fitness center and recreational areas.
The new building is expected to be completed in fall 2016 and will employ between 10 and 15 people when operational.
A zoning change necessary for the project to proceed was initially approved in 2013. Changes to the project required the zoning be reconsidered earlier this summer.
The updated zoning plan was approved in July after Eventide officials met with local residents and the amount of green space between the planned building and the residential areas was increased.
Future plans include connecting the assisted-living facility to the skilled-nursing facility and a phased reconstruction of the entire Eventide Jamestown facility.
Jamestown (CSi) The 25th annual Community Thanksgiving Dinner at Concordia Lutheran Church in Jamestown is again scheduled for Thanksgiving Day, November 26, 2015 from 11-a.m. to 1-p.m.
The morning church service is at 10-a.m.
On Friday’s Wayne Byers Show on CSI Cable 2, Pastor Tom Eckstine said over 600 people were served, or received a home delivered meal, a full-course dinner of turkey, potatoes, gravy and all the trimmings last year.
He added that drivers are still welcome to volunteer. To do that, or anyone wishing a home delivered meal, or ride to the church, for the meal or the 10-a.m. Service, may call 701-252-2819
He pointed out that the University of Jamestown helps to prepare the 24 turkeys, donating the kitchen space, with volunteers cooking the turkeys.
Other food items are donated. It takes a lot of volunteers to cook, serve and deliver all those meals.
The meal consists of turkey, stuffing mashed potatoes and gravy, corn, and dessert.
The dinner was the dream of the late Fritz Buegel, who ran the Pantry Café at the time, and the dinner started out small and has grown to what it is today. People attend for a variety of reasons: homelessness, loneliness, physically disabled and just don’t want to cook.
Valley City (CSi) Valley City State University will host a meeting with U.S. Senator Heidi Heitkamp and supporters of the John Wall New Voices Act of North Dakota (HB 1471) on Tuesday, Nov. 24, at 3:30 p.m. in the Norway Room of the VCSU Student Center. News media are invited to attend.
The John Wall New Voices protects high school and college student journalists from direct and indirect censorship and reasserts their First Amendment rights after a 1988 Supreme Court decision (Hazelwood v. Kuhlmeier) stripped those rights. Since the bill passed the North Dakota House and Senate unanimously and was signed in to law in April 2015, more than 20 states are working to replicate North Dakota’s success.
New Voices Act supporters are meeting with Senator Heitkamp to determine if there is anything that can be done at the federal level to support the other states now working on their own legislation.
VCSU’s Steven Listopad, assistant professor and director of student media, was a leading advocate of the New Voices Act. He received a Hugh M. Hefner First Amendment Award at a reception at the Playboy Mansion in Beverly Hills, Calif., on Sept. 29, 2015, in recognition of his efforts in support of the legislation.
The New Voices Act is named in honor of the late John Wall, a former high school teacher and North Dakota legislator who died in 2014. Wall, a 1970 VCSU alumnus, served five terms in the North Dakota House following retirement after 34 years teaching English and journalism at Wahpeton (N.D.) High School and Sargent Central High School in Forman, N.D.
NEW TOWN, N.D. (AP) – A crash on state Highway 23 in McKenzie County involving a pickup truck and a semitrailer killed a New Town male.
The Highway Patrol says the male was following the semi in his pickup, and failed to yield when the semi slowed to make a turn shortly after 9:30 p.m. Sunday.
The pickup struck the semi and the driver was ejected. He died at the scene, about 3 miles west of the Four Bears Bridge. Authorities did not immediate identify him or say how old he was.
The two people in the semi were not hurt.
FARGO, N.D. (AP) – Formal charges are pending against a Fargo man accused of driving drunk and crashing a van carrying two residents of a group home.
West Fargo police say the van collided with a pickup truck Sunday afternoon, drove over a curb, continued on and crashed into several garages at an apartment complex. No injuries were reported.
The 40-year-old driver eventually was stopped by bystanders. He was arrested on several charges including driving under the influence and endangering a vulnerable adult.
FARGO, N.D. (AP) – Dozens of pets have been rescued from a house fire in Fargo.
Firefighters responded to the blaze shortly after 6:15 p.m. Sunday and saw flames and smoke through a hole in the roof. Flames were present in the attic area, but the first two floors of the home only contained light smoke.
Much of the fire was contained within the first 15 minutes and it was extinguished within about 35 minutes.
The Fargo Fire Department says at least 40 birds, along with several cats, turtles and a lizard were removed from the home. None of the pets were injured in the fire.
All three of the home’s human occupants had evacuated before fire crews arrived on the scene.
Fire investigators determined the blaze was cause by an electrical short.
BISMARCK, N.D. (AP) – The State Historical Society of North Dakota has awarded over $198,000 to 20 organizations and homeowners for projects meant to preserve the state’s heritage.
Funding for these grants was authorized by the 2015 Legislature. A maximum of $20,000 was available per grant, with a dollar-for-dollar match requirement.
Bismarck Parks and Recreation and the Fullerton Community Betterment Association are among those receiving funding. Bismarck Parks and Recreation was given more than $19,000 to complete the General Sibley Park and Campground Interpretive Trail, while the association in Fullerton will use its $4,350 to replace the roof on the historic Carroll House.
Claudia Berg with the Historical Society says the grants “have become important sparkplugs that energize these groups to preserve, document and present North Dakota’s heritage on the landscape where history happened.”
WILLISTON, N.D. (AP) – A lawsuit filed by a former Williams County inmate against a handful of police and corrections officers is expected to head to trial next year.
Thirty-six-year-old Justin Ferrell of Mandan filed a complaint in January, claiming law enforcement officials beat him, pushed him down the stairs and used a stun gun on him during his stay at the Williams County Correctional Center in September 2014. He alleges two Williston police officers injured him and six corrections officers denied him medical attention for four days.
Court documents show the case is set for trial next November in Bismarck. Ferrell is representing himself in court and is suing for $1 million.
The Williston Police Department declined to comment to the newspaper.
BISMARCK, N.D. (AP) – A task force appointed by Gov. Jack Dalrymple to address the potential impact of cyber threats on state government is meeting in Bismarck.
The Cybersecurity Task Force is meeting Monday morning in at the state Capitol.
The task force includes 15 people, including directors and information technology experts from a number of state agencies.
Dalrymple wants the team to review current cybersecurity policies and practices and make recommendations on how to better secure state networks and systems.
A state Information Technology Department official says North Dakota state government successfully blocks an average of about 1 million computer attacks daily.
BISMARCK, N.D. (AP) – North Dakota’s congressional delegation says a Fargo-based group dedicated to fighting poverty is getting a $1.5 million federal grant.
The delegation says the money awarded to the North Dakota Community Action Agency comes from the U.S. Department of Health and Human Services.
The grant is intended to “promote school readiness for low-income children through comprehensive health, educational, nutritional and social services.”
MANDAN, N.D. (AP) – The Mandan City Commission has approved two projects that will be funded by a $4.3 million Hub City program started by the Legislature to help cities impacted by the energy industry.
The city will add a new fire hall on the north side of town and make water infrastructure upgrades to the northwest, where growth is exploding.
Mandan Fire Chief Steve Nardello says the new building is needed because the city is not meeting national standards on responding to north-side calls. He says some responses can take as long as 12 minutes.
BISMARCK, N.D. (AP) – The end of the renewal period for livestock brands in North Dakota is approaching.
The Stockmen’s Association is reminding ranchers wanting to keep their livestock brands that they have until Dec. 31 to renew them. The brands will expire on Jan. 1.
There are more than 23,000 livestock brands on record in North Dakota. The state requires that all brands be renewed at the end of five years.
The Stockmen’s operates the brand program under the direction of the state Legislature.
Brand Recorder Rachael Preusse says more than half of the renewals have already been returned, but thousands still remain in the countryside.
To renew a brand, livestock owners need to complete a brand renewal form and pay $25 per brand position.
ZAP, N.D. (AP) – A town that hosted one of North Dakota’s most infamous parties has newly paved streets, but some residents aren’t pleased about the cost.
About 250 people live in Zap, where the “Zip to Zap” college spring break event in 1969 ended with National Guard soldiers kicking more than 2,000 students out of town after the celebrating spun out of control.
Each property owner in Zap will pay about $6,700 in special taxes over 20 years to pay for the repaving project. As a comparison, an average special assessment for a Bismarck road project is about $2,840.
Zap resident Lucretia Dirk says she likes the new roads but not the big bill. Mayor Terry Barden says the majority of residents are happy with the investment.

BISMARCK, N.D. (AP) – North Dakota’s deer gun season came to a close over the weekend, but there are still some hunting opportunities in the state.
The Game and Fish Department says several national wildlife refuges opened to late-season upland game bird hunting on Monday.
They include Arrowwood, Audubon, Des Lacs, J. Clark Salyer, Lake Alice, Lake Zahl, Long Lake, Lostwood, Tewaukon and Upper Souris.
Hunting on the Tewaukon refuge is for pheasants only, and portions of all refuges are closed to hunters. Other restrictions also apply, such as the use of nontoxic shot.
The hunting seasons for pheasant, sharp-tailed grouse, Hungarian partridge and ruffed grouse close statewide on Jan. 3.
VERMILLION, S.D. (AP) – University of South Dakota head football coach Joe Glenn is retiring.
The 66-year-old Nebraska native compiled a record of 200-134-1 in 28 seasons as a college coach. He’s one of 76 coaches in NCAA history to win 200 games. He was 12-34 in four seasons at USD, his alma mater.
Glenn led Northern Colorado to back-to-back NCAA Division II national championships in 1996 and 1997. He led Montana to a Football Championship Subdivision title in 2001. He was twice named AFCA national coach of the year.
Glenn also coached at Doane College and at Wyoming during his career.
Jamestown (CSi) On Friday, the Jimmies men’s basketball team came away with a 63-61 win over Viterbo.
Then the Jimmies in exhibition play, at the Viterbo Classic in La Crosse, Wisc., on Saturday was defeated by the Division two Bemidji State Beavers 91-78.

MINNEAPOLIS (AP) – Minnesota and Green Bay now share first place in the NFC North following the Packers’ convincing 30-13 win over the Vikings.
Aaron Rodgers threw for 212 yards and a pair of touchdowns as the Packers stopped a three-game losing streak with a convincing 30-13 victory over the Minnesota Vikings on Sunday. James Jones had six catches for 109 yards and a score. He has thrown for 28 touchdown passes with just three interceptions in those games.
Brock Osweiler was 20 of 27 for 250 yards and two touchdowns in his first NFL start as Denver downed Chicago 17-15 to end a two-game losing streak.
The Carolina Panthers remain one of the NFL’s two unbeaten teams.
The Panthers have become the first NFL team to open its schedule with 10 straight wins following a losing season, doing it in a 44-16 trouncing of Washington.

HOMESTEAD, Fla. (AP) – Kyle Busch clinched his first Sprint Cup championship by taking the season finale at Homestead-Miami Speedway. Busch took the championship despite breaking his right leg and left foot before the Daytona 500, leading to multiple surgeries and causing him to miss the first 11 races of the season. NASCAR granted him a waiver to race for the championship if he earned a berth in the playoffs, and he did it by winning four of five races at midseason.

LOS ANGELES (AP) – A person familiar with the decision has told The Associated Press that the Los Angeles Dodgers will hire Dave Roberts as their manager.
Roberts is a former Dodgers outfielder who will be the first minority manager in the storied franchise’s history. The 43-year-old most recently served as bench coach of the San Diego Padres.
Roberts will succeed Don Mattingly.

ST. SIMONS ISLAND, Ga. (AP) – Kevin Kisner is a first-time winner on the PGA Tour after capturing the RSM Classic. Kisner closed with a 6-under 64 for a 22-under total that left him six strokes ahead of runner-up Kevin Chappell.
NAPLES, Fla. (AP) – Cristie Kerr shot a final round 4-under-68 to win the last LPGA event of the year, the LPGA Tour Championship in Naples, Florida. She finished 17 under, while fellow American Gerina Piller and South Korea’s Ha Na Jang tied for second at 16-under. Lydia Ko tied for seventh to win a $1 million bonus and player of the year honors, while Inbee Park was sixth to take the season scoring title and a guaranteed spot in the LPGA Hall of Fame.

PARIS (AP) – The French government says it’s taking aim at anonymous money transfers as part of its response to the Paris attacks. France wants to tighten the rules on the use of prepaid bank cards as part of a crackdown on extremist financing. Finance Minister Michel Sapin says those who carried out the Nov. 13 attacks in Paris used prepaid cards.
BRUSSELS (AP) – Despite the security lockdown in Brussels, NATO, the world’s biggest military alliance, says its headquarters is working — with a little Plan B thrown in. A NATO official says some alliance staff members have been asked to work from home, and that external visits and visiting groups have been canceled.
LONDON (AP) – British Prime Minister David Cameron says he and his French counterpart have agreed to increase counterterrorism cooperation in the wake of the Paris attacks, and also that he is anxious to get Britain into the air campaign in Syria. Until recently, Cameron had feared being blocked by parliament.
PARIS (AP) – There’s a meeting in Paris today of top tourism officials to come up with a short-term action plan to boost the industry in the wake of the terrorist attacks. The government says it will include how to tailor the marketing of Paris as a holiday destination for tourists fearful of a repeat of the attacks. Paris is usually one of the most visited cities in the world.
NEW ORLEANS (AP) – Police in New Orleans want members of the public to come forward with information on a shootout in a park that wounded 16 people. Hundreds of people were gathered at a playground for a block party and music video shoot in the city’s 9th ward, when two groups in the crowd opened fire on each other yesterday. Police are also asking for any video of the incident.
