FARGO, N.D. (AP) – The first National Weather Service flood outlooks for the season in eastern North Dakota show a low risk of significant flooding in the Red River and Devils Lake basins.
The outlook released Thursday says soil moisture at freeze-up was near normal to below normal, and that precipitation in November, December and January is below average. The snowpack in the region is near normal to below normal.
The National Weather Service Climate Prediction Center expects February, March and April to have warmer-than-average temperatures and precipitation that is near normal to slightly below.

Jamestown (CSi) The Jamestown Optimist Spaghetti Supper is set for Friday February 5, 2016, from 5-pm., to 7-p.m., at the Jamestown Civic Center’s, Exchequor Room.
On Friday’s Wayne Byers show on CSi Cable 2, member Ken McDougall said the supper is held each year with the Sport & Home Show.
Adult Tickets are $8 each, students $5 each, and five and younger, eat free.
Tickets are available at the door or from any Jamestown Optimist Club member.
He said proceeds will support Jamestown Optimist Club projects, such as the Imagination Library for children’s books, Respect for Law Day, and providing bike helmets for children in conjunction with the Jamestown Police Department’s Bike Rodeo.
The Optimists with its 50 members also supports the Jamestown Middle School wrestling tournament, gymnastic tournaments, and more.
Dr. Alissa Hanson is the Jamestown Optimist Club’s President, and Lisa Jackson is the Secretary.
Ken Schulz also represents the Optimists Club on a regional basis.
Jamestown (CSi) Ken McDougall DDS of Jamestown has been elected to the American Dental Association’s (ADA) Board of Directors.
On Friday’s Wayne Byers Show on CSi Cable 2, he pointed out that his four year term begins in October 2016, and he was elected by the regional delegates. He is the second member of the North Dakota Trustees elected to the national board of directors.
He will serve as a liason for dentists in North Dakota, South Dakota, Minnesota, Iowa, and Nebraska, with 5,000 members.
McDougall will also attend national meetings throughout the year in Chicago.
He said that the position will take him on the road 140 days out of the year.
Downtown Dental in Jamestown will continue to be staffed in his absence by Dr. Alissa Hanson, and recently added, Dr. Michael Johnson.
McDougall will also continue at Downtown Dental.
Valley City (CSi) Valley City High School’s Snow Week festivities start Monday, February 1, 2016, with the Community Pep Fest & Coronation Ceremony. It will be held at Monday night at 7:00 p.m. at the Hi-Liner Activity Center.
On hand will be the pep band, cheerleaders, and JV Dance team. An introduction of all the athletes participating in Hi-Liner winter sports, followed by a ceremony featuring a VCHS Duet to crown the 2016 Snow Week King and Queen.
The DECA store will be open throughout the evening for the public to purchase Hi-Liner apparel following coronation at 8:00pm, The public is invited to the annual Junior vs. Senior Boys Powder Buff Volleyball game, a fundraiser for the VCHS Student Council. Tickets are $4.

Valley City (CSi) Landowners in Griggs and Barnes County participating in a vote, have approved of a project to drain a portion of Rose Slough.
The Griggs and Barnes County Joint Water Resource District Boards will pursue obtaining a permit for the project through the State Water Commission.
Barnes County Water Resource District board member Dale Jorissen says eligible landowner’s voted 65 percent in favor of the Silver Creek project which will lower part of Rose Slough into the Sheyenne River using culverts.
Jorissen says the estimated cost is about $750,000, with a cost share ratio at 60/40 with Barnes and Griggs County. Barnes County will pick up the majority of the share of the project, pending state approval.
FARGO, N.D. (AP) – Depressed farm prices are leading to more layoffs at Fargo’s Case-New Holland manufacturing plant.
Parent company CNH Industrial America says about 70 full-time workers will be laid off as a result of poor market conditions.
Employees were notified Thursday. Company spokeswoman Kathleen Prause says the layoffs will occur early next month.
More than 260 workers at the plant have been laid off in five rounds of cutbacks since November 2014.
The Fargo plant is one of CNH Industrial’s two major North American manufacturing plants. It makes tractors and payloaders.
FARGO, N.D. (AP) – An Iowa man accused of robbing a North Dakota hotel at gunpoint has changed his plea to guilty.
Thirty-year-old Eric Webb, of Cedar Rapids, Iowa, was shot by a Fargo police officer shortly after the June 4, 2015, holdup at the Howard Johnson Inn. He spent time in a Fargo hospital before being jailed.
Webb faced five counts but reached a plea deal with prosecutors. U.S. Attorney Christopher Myers says Webb on Friday pleaded guilty to three counts, including a robbery-related charge and weapons counts. He’s to be sentenced April 21.
FARGO, N.D. (AP) – North Dakota State University President Dean Bresciani (bruh-SHAW’-nee) says private donors have volunteered to help pay for his recent business class flight to India.
Bresciani flew to India this month in part to recruit students. He flew business class rather than coach, which North Dakota University System Chancellor Mark Hagerott called “an embarrassment.”
Grand Forks state Sen. Ray Holmberg said the airline upgrade sent the wrong message when lawmakers are preparing to slash funding due to an oil slump.
Bresciani hasn’t talked publicly about the flight. He said in a campus email Thursday that private donors had volunteered to pay the difference between the business class ticket and coach. The amount wasn’t immediately clear.
BISMARCK, N.D. (AP) – North Dakota is following the lead of neighbor Minnesota and trying to help farmers pay the cost of transitioning from traditional crops to organic production.
Minnesota’s Agriculture Department launched its grant program in 2013 and North Dakota is following suit this year. Both programs are providing funds to help farmers with costs associated with the three-year transition process – everything from soil testing to education.
Minnesota farmers can get up to $750 annually and North Dakota farmers up to $1,000.
The Organic Trade Association says the effort could help create much-needed organic acres if it spreads beyond the upper Midwest.
Organic crops account for less than 1 percent of U.S. farmland, while demand for organic products has been increasing by double digits annually in recent years.
BISMARCK, N.D. (AP) – State Health Department officials say a pipeline leak in Billings County spilled about 300 barrels of oil and saltwater, a byproduct of oil production.
The spill happened Thursday at a site operated by White Rock Oil and Gas about 16 miles northwest of Belfield.
About 50 barrels of the oil and saltwater ended up in Franks Creek. Officials with the Health Department and state Oil and Gas Division are investigating.
A barrel contains about 42 gallons.

Jamestown (CSi) Jamestown High School Blue Jay Noah Wanzek has verbally committed to the UND football team, to play wide receiver, attending on a scholarship.
As a senior, at JHS, he made 36 receptions for 620 yards and four touchdowns. Wanzek’s receiving yardage was almost 60 percent of Jamestown’s passing offense.
As the Blue Jays punter, Wanzek had a 72-yard punt in a game last season and also posted multiple boots of 55-plus yards. He also plays free safety.
Wanzek chose UND over Minnesota State-Moorhead for football and the University of Jamestown for basketball.

NEW YORK (AP) – Stocks were sharply higher Friday, led by a big gain in technology companies. The Dow was more than 300 points higher in afternoon trading. This, even though the Commerce Department said U.S. gross domestic product slowed down in the fourth quarter and grew only 0.7 percent.
MOUNT PLEASANT, Iowa (AP) – Vermont Sen. Bernie Sanders is trying to make a personal connection in the final days before Monday’s Iowa caucuses, turning a meeting with voters at Iowa Wesleyan College into a forum on people’s daily problems. The Democrat peppered his audience with questions, asking for details about how they’re dealing with low wages, high prescription drug costs and large college debt loads.
UNDATED (AP) – Not all the Republican candidates are sticking around Iowa for caucus night Monday. While much of the large GOP 2016 field will host parties around the Des Moines area, Jeb Bush, Chris Christie and John Kasich (KAY’-sik) will be in New Hampshire instead. All three are performing better in New Hampshire polls and are getting a jump on the Feb. 9 primary.
GENEVA (AP) – The United Nations’ Syria envoy says he has “good reason to believe” that the main Syrian opposition group will join Geneva peace talks Sunday. Staffan de Mistura says he is still waiting for “formal indication” that the opposition coalition, known as the Higher Negotiating Committee, will attend the talks. He spoke to journalists at the U.N. headquarters in Geneva after meeting with the Syrian government delegation.
HOUSTON (AP) – The Texas Supreme Court has ruled in favor of some high school cheerleaders. They argued that their free speech was trampled by their school district when it ordered them not to display banners emblazoned with Bible verses at football games. The court Friday acknowledged that the school district later allowed the banners. But the justices said their ruling was necessary to protect the display of religious-themed signs in the future.
