Valley City  (CSi)  The North Dakota Public Service Commission  will hold a Public Hearing on Tuesday September 27, 2016 at 9-a.m. at VCSU’s Vangstad Auditorium for the Glacier Wind Farm, proposed for Barnes County.

It would be 300 megawatts, and would be on 34,450 acres about five miles northeast of Valley City. And it would consist of up to 87 turbines.

The total cost of the wind farm is estimated at $375 million.

 

Valley City  (CSi)  The annual Sheyenne Valley Shuffle 5K Run/Walk event will be held Tuesday, September  27, 2016.

The race will start and end at the Gaulker Family Wellness Health, and Physical Education Center. Race packets can be picked up starting at 5 p.m. that evening; the run/walk begins at 6 p.m.

The event, is hosted by the Barnes County United Way,and proceeds go to the Barnes County United Way with funds distributed to local nonprofit agencies.

Jamestown (CSi)  The public is invited to the dedication and unveiling of the monument for the James A. Carlascio Memorial Bridge at First Street West in Jamestown.

The ceremony will take place on  Friday October 7, 2016, at 1-p.m.

The Bridge spans the James River in Jamestown.

Local and state dignitaries have been invited to speak.

The ceremony’s Master of Ceremonies will be Dwaine Heinrich.

The Jamestown City Council had approved a Resolution designating the bridge crossing the James River at First Street West be known as the James A. Carlascio Memorial Bridge.

At the City Council meeting, John Grabinger said that he and Dwaine Heinrich, along with Council Member Buchanan propose the idea, in part because the bridge was replaced through the lead efforts of Jim Carlascio, “The Mayor of the West End.”

Jamestown  (CSI)  Interstate Engineering has announced the opening of a new office in Horace, North Dakota. The office is located at 416 Main Street in the City of Horace. The Interstate Engineering Horace office will serve clients in the surrounding area, providing a full range of engineering, surveying and planning services.

This is the latest expansion for Interstate Engineering, which has seen growth across the region over the past few years. Interstate Engineering is one of the Upper Midwest’s most established engineering and surveying firms, celebrating 40 years of doing business this year.

Bismarck   (CSi)  The NDDOT informs motorists that construction begins September 28, 2016  on ND Highway 200 near Cooperstown. Work will consist of milling and overlay of the roadway from Cooperstown east to the Junction of ND Highway 32. There will be lane closures through areas where work is under progress. These closures will be controlled by pilot cars.

During construction:

  • Speeds will be reduced to 55 through work area
  • A width restriction of 15 feet will be in place
  • Flaggers will be present
  • Pilot cars will be present
  • Motorists may experience delays

The project is expected to be complete at the end of October, weather permitting.

Bismarck  (CSi)  North Dakota Insurance Commissioner Adam Hamm invites North Dakota’s insurance agents to attend the Insurance Department’s annual agent forums scheduled for Oct. 3 – Oct. 6, 2016.

Hamm, along with four other Insurance Department staff members, will travel to five cities around the state to talk to agents about producer ethics and licensing, filings and industry trends. Attendees will receive three hours of continuing education credit, including one hour of ethics credit.

Hamm says, “These annual meetings are a great opportunity for insurance producers to meet our staff and learn more about what’s going on in the industry. We really enjoy talking with the producers at these meetings.”

DWIGHT, N.D. (AP) — Authorities say the driver of semitrailer walked away from a fiery collision with a train in southeastern North Dakota.

The Highway Patrol says the semi driver failed to stop at a crossing near Dwight and was struck by a Red River Valley and Western Railroad train. The accident happened just before 11 a.m. Monday.

The semi driver, 30-year-old Mahamoud Hussein, of Minneapolis, was treated at a Breckenridge, Minnesota, hospital for minor injuries.

Red River Valley and Western Railroad President Nate Asplund says the crash is an example of the consequences when drivers don’t pay attention at railroad crossings.

 

HELENA, Mont. (AP) €” Authorities say a man brought two women and three teenage girls in a sex trafficking scheme and even had one of the women drive him to court for a probation hearing for a prior prostitution conviction. Terrance Tyrell Edwards has been charged with sex trafficking by force, fraud or coercion after he was arrested last week at a Billings hotel. Edwards is scheduled to make an initial court appearance Monday.

 

Updates…

PARSHALL, N.D. (AP) — A one-vehicle crash in Parshall killed a passenger and resulted in the driver facing a felony charge.

The Highway Patrol says 22-year-old Steven Graven-Huravitch, of Minot, died in an ambulance after the crash about 6:30 a.m. Saturday.

Authorities say the 23-year-old Parshall resident driving the Chrysler PT Cruiser lost control, and the vehicle hit a street sign and a tree. Bruna De Paula Cardoso wasn’t injured but was arrested for drunken driving and charged Monday with causing death through drunken driving. The felony carries a maximum sentence of 20 years in prison.

Court documents don’t list an attorney for Cardoso, and a home telephone listing couldn’t be found.

 

MOFFIT, N.D. (AP) — A Sterling man injured in a one-vehicle crash on U.S. Highway 83 late last week died over the weekend.

The Highway Patrol says 41-year-old Dean Chadwick was driving a pickup truck that went into the ditch and rolled on its side near Moffit on Friday evening.

Chadwick died of his injuries on Saturday in a Bismarck hospital.

 

NEW SALEM, N.D. (AP) — A crash involving two pickup trucks on Interstate 94 west of Bismarck killed a man from that city.

The Highway Patrol says 36-year-old Nicholas Sikes was driving a pickup that rear-ended a pickup pulling a trailer loaded with lumber near new Salem on Friday evening. Sikes was pronounced dead at a Bismarck hospital.

The other driver was treated at a Bismarck hospital for minor injuries.

 

WILLISTON, N.D. (AP) — Researchers say Williams County’s population and housing needs continue to grow at one of the fastest rates in the nation despite the oil industry’s slowdown.

The North Dakota Center for Social Research predicts that Williston’s population will increase to 37,500 in about 15 years, creating the need for 46 percent more housing.

The  city was the first stop Monday on a statewide series of discussions created to share future growth scenarios across North Dakota.

Nancy Hodur, an assistant research professor at the center, says making predictions for Williston is challenging in light of the dramatic swings the city has seen in its housing needs.

Williston’s housing units totaled slightly more than 14,200 in 2014. That number is expected to increase to 20,900 by 2029.

 

Regional news…

CEDAR RAPIDS, Iowa (AP) — A city spokeswoman says about half of the homes and businesses in an area of Cedar Rapids expected to see flooding have been evacuated.

The city asked residents and property owners along the rain-swollen Cedar River to leave by 8 p.m. Sunday, two days before the river is expected to crest.

City spokeswoman Gail Loskill (LAHS’-kihl) said Monday that police believe about half of the 3,400 residential and 550 commercial parcels in the zone have been evacuated. Loskill couldn’t say how many people remain.

The National Weather Service says the river is forecast to crest Tuesday at 23 feet, which is about 7 feet into the category of major flooding but still below the 2008 record.

Cedar Rapids is Iowa’s second-largest city, with around 130,000 residents.

Mayor Ron Corbett said nearly 10 miles of temporary levees have been constructed in just days, and 250,000 sandbags have been filled and placed to protect homes and businesses. More sandbags were being filled Monday to beef up barriers around critical city infrastructure. The Fire Department has staged boats for water rescues on both sides of the river. The American Red Cross has opened two shelters, and a local official said more emergency workers are flying in to help.

The National Guard has been activated to help, and Police Chief Wayne Jerman said Monday the troops will be patrolling the evacuation zone and helping out at traffic control checkpoints to keep out unwanted visitors. Jerman also said the Iowa State Patrol and other law enforcement agencies have sent officers to help.

Flooding has closed some roads on the outskirts but none in the downtown area. Downtown and other city bridges have been closed, however, and access to Interstate 380 is limited in some spots.

NEW YORK (AP) — The family of Arnold Palmer is waiting until after the Ryder Cup this week for a public farewell.

Alastair Johnston, the chief executive of Arnold Palmer Enterprises, said Monday at a news conference that a public ceremony to commemorate Palmer would be held at 11 a.m. on Oct. 4 at St. Vincent’s College in Latrobe, Pennsylvania.

Johnston says the last thing Palmer would want is for a golf schedule to be interrupted.

He says the funeral will be later this week and limited only to family.

The seven-time major winner who brought golf to the masses and became the most beloved figure in the game, died Sunday in Pittsburgh due to complications of a heart conditionHe was 87.

 

MIAMI (AP) — Florida authorities say Miami Marlins pitcher Jose Fernandez was the registered owner of the 32 foot vessel that crashed into a jetty off South Beach, killing him and two others.

According to a Florida Fish and Wildlife Conservation Commission statement, a Coast Guard crew heading out on patrol discovered the boat overturned on the jetty around 3:30 a.m. Sunday.

Wildlife commission investigators have not determined who was at the wheel and what caused the crash.

Spokesman Rob Klepper said he could not confirm whether the 32-foot SeaVee center-console powerboat had interior lights on that may have impaired the driver’s vision. That’s part of the investigation.

The boat has been towed from the scene.

 

In world and national news…

WASHINGTON (AP) — Donald Trump’s running mate tells supporters in New Hampshire that Monday night’s debate will give a chance for Trump and Hillary Clinton to meet with no media filters or parsing of words. Mike Pence also says he hopes moderator Lester Holt does not fact-check the presidential candidates, and sticks to simply asking questions. Clinton running mate Tim Kaine, meanwhile, says at a Florida rally that Trump will have a tough time, because he won’t be able to run and hide when the questions get tough.

 

WASHINGTON (AP) — Hillary Clinton will have some presidential support as she heads to Hempstead, New York, for her debate. An aide to the former president Bill Clinton says he’ll travel to the debate with his wife, though the aide won’t yet say whether Bill Clinton will actually attend. The debate’s run-up has been filled with speculation about who will or won’t go. Donald Trump’s campaign walked back his suggestion that he might invite Gennifer Flowers, a woman who had an affair with Bill Clinton.

 

MOUNT VERNON, Wash. (AP) — Court documents show a young man accused of killing five people in a Washington state shopping mall has confessed to the slayings. The documents say Arcan Cetin (CHAY’-tihn) told detectives who interviewed him that he “did bring the rifle into Macy’s and shot all 5 victims.” The 20-year-old was arrested Saturday evening after a nearly 24-hour manhunt. Authorities are asking that he be held on a $2 million bond.

 

WASHINGTON (AP) — The White House says it’s difficult to envision any military cooperation with Russia in Syria because Moscow has repeatedly failed to fulfill its commitments to a recent cease-fire deal. White House spokesman Josh Earnest says the situation in the city of Aleppo got even worse over the weekend. He says Syria’s government has launched a “concerted campaign” to strike civilian targets, and that President Bashar Assad’s forces are trying “to bomb civilians into submission.”

 

DENVER (AP) — The Air Force says a high-ranking officer who was charged with rape has been found dead in his off-base Colorado home. Colorado Springs police were responding to a report of a suicide when they found the body of Col. Eugene Caughey (KAW’-hee). The 46-year-old was vice commander of an Air Force Base outside Colorado Springs. He was accused of raping a woman and charged with dereliction of duty among other things. His court-martial was scheduled for next month.
