ANACORTES, Wash. (AP) — Shell Puget Sound Refinery has terminated plans for a proposed oil-by-rail project at its refinery near Anacortes.
Under the plan, trains would have brought crude oil from the Bakken fields of North Dakota to replace some of the supply Shell currently gets from Alaska’s North Slope.
Refinery general manager Shirley Yap told the Skagit Valley Herald Thursday that recent low oil prices and abundant production elsewhere have slowed Midwest production, making it less of a good investment.
State and local officials had been in the midst of a full environmental review of the project. Yap says she was confident the facility could have been built following their guidelines.
Kristen Boyles, an attorney at Earthjustice who represented conservation groups in their legal challenge of the project, called the decision an extraordinary victory for the people of Skagit County and Washington state.

Lino Lakes is about 17 miles north of downtown St. Paul.

Estrada came within two outs of a complete game, allowing a late run and four hits over 8 1/3 innings. Hamels was rocked for seven runs over 3 1/3 innings, including Troy Tulowitzki’s (too-loh-IHTS’-keez) bases-loaded triple in a five-run third.
CLEVELAND (AP) — The Indians took Game 1 of their AL Division Series against Boston as Roberto Perez, Jason Kipnis and Francisco Lindor (lihn-DOHR’) hit solo homers in the third inning off Rick Porcello to lead a 5-4 triumph over the Red Sox. Porcello was reached for five runs over 4 1/3 innings after winning a major league-high 22 games during the regular season. Winning pitcher Andrew Miller worked two innings of shutout relief after Cleveland starter Trevor Bauer left with a 4-3 lead in the top of the fifth.
WASHINGTON (AP) — Nationals manager Dusty Baker says he expects All-Star second baseman Daniel Murphy to be in his starting lineup for Game 1 of the National League Division Series today against the visiting Dodgers. Murphy hasn’t started a game since Sept. 17 because of a strained glute muscle. He was the Nats’ Triple Crown leader this year, finishing second in the league with a team-high .347 average and pacing the club with 25 home runs and 104 RBIs.
COLLEGE FOOTBALL….
MEMPHIS, Tenn. (AP) — Tony Pollard returned a kickoff 95 yards for a touchdown to help Memphis hold a fourth-quarter lead and Chauncey Lanier’s interception with 18 second left sealed the Tigers’ 34-27 victory over Temple on Thursday night.

Temple (3-3, 1-1) quickly answered on Phillip Walker’s 61-yard TD pass to Jahad Thomas to make it 27-20 with 6:47 left.
Pollard scored on the ensuing kickoff return and the Owls again pulled within a touchdown when Walker and Thomas connected for a 9-yard strike with 3:49 left.

HURRICANE MATTHEW….
MIAMI (AP) — Hurricane Matthew’s powerful charge through Florida has caused the postponement of 18th-ranked Florida’s game against LSU and Florida Atlantic’s clash with Charlotte, both of which were scheduled for tomorrow. Saturday night’s game between No. 23 Florida State visiting No. 10 Miami remains on the top-25 docket but could be moved, and Georgia’s contest at South Carolina was pushed back to Sunday. Also, the Tulane at Central Florida game will be played next month instead of Friday.

OSLO, Norway (AP) — Even though voters narrowly rejected the deal, the peace treaty negotiated between Columbia and its rebels was enough to earn the Nobel Peace Prize today for Colombian President Juan Manuel Santos. The 50-year civil war killed more than 200,000 people in the South American country. Nobel judges conspicuously left out rebel leader Rodrigo Londono.
RIPLEY, W.Va. (AP) — Murder has been added to charges against a West Virginia man in the death of a 9-month-old baby.
