Jamestown (CSi) A gathering of family and friends of the late, Jim Carlascio honored him on Friday afternoon, at the First Street West Bridge in Jamestown to unveil and dedicate a monument in his honor.
The bridge over the James River is now officially the James A. Carlascio Memorial Bridge.
Master of Ceremonies, Dwaine Heinrich, open the program, with the Welcome by Jamestown Mayor Katie Andersen.
Also delivering remarks were Stutsman County Commission Chairman Mark Klose, former Mayor Charlie Kourajian, and Jim’s son, Mark Carlascio.
Charlie and Mark participated in the Dedication and Unveiling of the Monument at the bridge.
The program was organized by the Jim Carlascio Bridge Committee, and members North Dakota Senator, John Grabinger, City Council Member Dan Buchanan, and former Jamestown City Council Member, Dwaine Heinrich.
The program noted the children of Jim and Dorothy Carlascio,
Pam Carlascio, Kathleen Carlascio, James Carlascio, and Mark Carlascio.
The program closed with remarks by Dwaine Heinrich.
The Jamestown City Council had approved a Resolution earlier this year, designating the bridge crossing the James River at First Street West be known as the James A. Carlascio Memorial Bridge.
At the City Council meeting, on June 6, 2016, John Grabinger said that he and Dwaine Heinrich, along with Council Member Buchanan proposed the idea, in part because the bridge was replaced through the lead efforts of Jim Carlascio, “The Mayor of the West End.”
Carlascio was a National Elks Veteran in 1993. He was named Jamestown Outstanding Citizen in 2008. In 2009 he received North Dakota Hometown Hero Award.
He was also a soldier in WWII and participated in a significant assault that occurred on June 6th, 1944.
Jim was a leader in establishing the World War II veterans wall and memorial at Ft. Seward in Jamestown.
Jim was known as the “Mayor of the West End,” of Jamestown, and was a leader in promoting the replacement bridge on First Street West, the original structure removed to alleviate flooding concerns in the late 1990’s.
Jim expressed his concerns, and those of others, that not having the bridge, meant only one access over the river, on Second Street Southwest, and making it more difficult to access the west area across the river by first responders and others, and endangering lives and property, and inconveniencing motorists.
As the community knows Jim, was on hand at nearly every Jamestown parade.
Jim passed away on July 11, 2013 at the age of 88.

Vetter is a 62 year old white male, five feet seven inches tall, weighing 190 pounds with blue eyes and gray hair.
Vetter has been assigned a high risk assessment by the risk assessment committee of the North Dakota Attorney General’s Office.
Offense: Gross Sexual Imposition involving an adult male while the male was passed out in a detox cell.
Conviction Date: 4/25/2005 om Burleigh County, ND District Court.
Disposition: 10 years, 7 years suspended, 5 years probation.
Offensive: Gross Sexual Imposition involving a two year old girl.
Conviction Date: 12/7/1990, in Burleigh County, ND District Court.
Disposition: Two years.
Offense: Indecent Exposure.
Conviction Date: 6/10/76 Grand Forks County, ND, District Court.

Oriska (CSi) The North Dakota Highway Patrol reports two Bismarck individuals were injured after a woman failed to stop at a stop sign North of Oriska Saturday afternoon.
52 year-old Sandra Meyer of Hilsboro was westbound on Barnes County Road 6 when she failed to stop at a stop sign. She struck a second vehicle heading Southbound on Highway 32.
59 year-old Clayton Schumaker and 88 year-old Alice Anderson were injured in the crash. Both were life-flighted to Sanford Medical Center in Fargo.
Charges are pending against Meyer. The crash remains under investigation.
Ransom Co. (CSi) An Ipswich, South Dakota man was injured after failing to yield to a semi on Highway 46 Saturday morning.
27 year old Keith Wurtz, was injured after failing to yield crossing 129th Avenue Southeast in Ransom County. He was t-boned by a semi, driven by 26 year old Travis Dagman, of Enderlin. Dagman was not injured in the incident and Wurtz was transported to Lisbon Hospital for his injuries. He was later life-flighted to Sanford Medical Center in Fargo.
Wurtz was charged with failure to yield. The crash remains under investigation.
GRAND FORKS, N.D. (AP) — Police in North Dakota have arrested a man wanted in an armed bank robbery in Wisconsin.
Police in Grand Forks arrested 19-year-old Justin Hayes at a motel on an outstanding Wisconsin warrant on Saturday night.
Hayes is a suspect in the robbery at Citizens State Bank in Woodville, Wisconsin, last Thursday. An undisclosed amount of cash was taken.
It wasn’t immediately clear if Hayes had an attorney.
BISMARCK, N.D. (AP) — North Dakota’s congressional delegation and a laborers union are applauding a federal appeals court ruling allowing construction to continue on a small stretch of the four-state Dakota Access pipeline.
The ruling Sunday clears the way for pipeline work to resume within 20 miles of Lake Oahe in North Dakota. The pipeline is otherwise nearly complete.
The Laborers International Union says the ruling affirms that the pipeline is a lawfully permitted project.
Earthjustice attorney Jan Hasselman tells The Bismarck Tribune that continuing construction would be “a tragedy.”
The Standing Rock Sioux Tribe is still appealing a court ruling that let work on the entire pipeline go forward. And federal agencies have prohibited construction on a section right at Lake Oahe where land is owned by the Army Corps of Engineers.
BISMARCK, N.D. (AP) — Officials at the United Tribes Technical College are pushing to attract more students to environmental science and research studies.
The Bismarck Tribune reports that the college has a two-year environmental science degree program. With the help of a $2.5 million grant from the National Science Foundation, the college created a bachelor’s degree program.
Program department chairman Jeremy Guinn says he expects the number of students in the program to increase. Guinn also says he has seen a gradual increase in students signing up for environmental science and research, but that it’s too soon to determine whether the contention over the Dakota Access Pipeline that has led to protests will spark more interest.
BISMARCK, N.D. (AP) — North Dakota’s Centers of Excellence Commission recently awarded nearly $1.6 million in research grants.
The money is going to departments and offices at North Dakota State University in Fargo and the University of North Dakota in Grand Forks.
Research topics include fattening hogs for market, cloud seeding, dust suppression on gravel roads and bone tissue regeneration.
The grants were doled out in three programs aimed at boosting research and technology partnerships involving industry and universities.
GRAND FORKS, N.D. (AP) — The University of North Dakota is holding an inauguration ceremony to welcome its new president.
Mark Kennedy was named the school’s 12th president in July. He took over for Robert Kelley, who held the post from 2008 to 2016.
Kennedy is a former U.S. congressman from Minnesota who previously served as director of the Graduate School of Political Management at George Washington University in Washington, D.C.
The ceremony is scheduled for 2 p.m. Monday at the Chester Fritz Auditorium.
FARGO, N.D. (AP) — Republican governor candidate Doug Burgum is releasing his first television advertisement of the general election campaign.
The statewide ad focuses on North Dakota’s budget troubles. In it, Burgum pledges to work with lawmakers to balance the state budget without raising taxes.
He emphasizes zero-based budgeting, which means government programs are financed based on their needs instead of a percentage increase over the previous period.
North Dakota’s top budget-writer said in September that the state is on track to have a more than $7 million deficit when the current two-year budget cycle ends in June 2017. Revenues have taken a hit due to depressed agriculture and oil prices.
Burgum’s campaign declined to disclose the size of the buy. The Fargo businessman faces Democrat Marvin Nelson in November. Nelson’s campaign hasn’t run any television advertisements.
MINOT, N.D. (AP) — Minot State University and the University of Lodz in Poland have established a partnership.
The partnership will mean cooperation between Minot’s master of science in management degree program and the MBA program offered by Lodz’ Polish-American Management Center.
Minot State University College of Business Dean Jacek Mrozik says the institution is looking forward to the cooperation. He says the partnership will lead to new opportunities for academics and students.

UNDATED (AP) — The Toronto Blue Jays are the first team to reach the American League Championship Series following their three-game sweep of the Rangers.
Josh Donaldson raced to the plate on a throwing error by second baseman Rougned Odor (ROOG’-nehd oh-DOHR’) in the bottom of the 10th to give the Jays a 7-6 victory over Texas. Odor was trying to complete an inning-ending double play when he bounced his throw to first, allowing Donaldson to take off. Donaldson led off the 10th with a double after delivering an RBI double in the third inning.
It was the second run-scoring miscue by the Rangers, who also allowed Troy Tulowitzki (too-loh-IHTS’-kee) to come home on a passed ball by Jonathan Lucroy (LOO’-kroy) in the sixth.
The Blue Jays rallied after squandering a 5-2 lead. Edwin Encarnacion (ehn-kahr-nah-see-OHN’) smacked a two-run homer and Russell Martin added a solo shot in the bottom of the first for Toronto’s 3-1 lead. Encarnacion’s RBI single in the third put the Blue Jays ahead by three, but the Rangers surged on top on Odor’s two-run homer in the fourth and a two-run double by Mitch Moreland in the sixth.
Elvis Andrus (AN’-droos) also homered for the Rangers, who were knocked out in the division series by the Jays for the second consecutive year.
Roberto Osuna (oh-SOO’-nuh) worked two perfect innings of relief to get the victory. Matt Bush struck out five over 2 two-thirds but took the loss.
The Indians and Red Sox were rained out for Game 3 of their American League Division Series in Boston. Both managers are leaving their rotations intact, with Cleveland’s Josh Tomlin starting the makeup game today against Clay Buchholz of the Bosox.
The Indians took the first two games of the series in Cleveland, winning the opener Thursday before posting a 6-0 shutout on Friday.

The Washington Nationals have earned a split of the first two games in their National League Division series with the Dodgers before the two teams headed to Los Angeles for Game 3 on Monday.
Jose Lobaton (LOH’-bah-tohn) and Daniel Murphy sparked the Nats’ attack in a 5-2 comeback win over the Dodgers. Los Angeles owned a 2-0 lead until Lobaton launched a three-run homer with two outs in the fourth off loser Rich Hill. Murphy added a pair of RBI singles and was 3-for-3 to help the Nationals overcome a shaky outing by starter Tanner Roark (ROH’-ahrk).
Washington’s bullpen came through with 4 2/3 scoreless innings after Roark was reached for two runs, seven hits and three walks. The Dodgers didn’t get a hit against Nationals relievers until Justin Turner’s one-out single in the ninth off Mark Melancon (meh-LAHN’-sehn), who picked up the save.
Corey Seager homered in the top of the first for the second straight game, but the Dodgers were unable to hold the lead after posting a 4-3 victory in the opener on Friday.
Game 3 will have rookie Kenta Maeda (mah-AY’-dah) on the mound for the Dodgers against Nats lefty Gio Gonzalez.
WOMEN’S NATIONAL BASKETBALL ASSOCIATION…
MINNEAPOLIS (AP) — Alana Beard hit a jumper from the baseline just before time expired to lift the Los Angeles Sparks in a 78-76 victory over the Minnesota Lynx in Game 1 of the WNBA Finals on Sunday.
With the defense collapsing on Candace Parker and Nneka Ogwumike in the paint, Beard was all alone in the corner. She took the pass from Chelsea Gray and knocked down jumper with a hand in her face.
As the ball splashed through, Moore put her head in her hands, and the Sparks celebrated a thrilling victory, their second on Minnesota’s court this season.
Kristi Toliver scored 19 points to lead Los Angeles and Parker had 14 points and nine rebounds in her finals debut and MVP Nneka Ogwumike added 19 points for the Sparks in the opener of the best-of-five series.
Sylvia Fowles had 18 points and 13 rebounds and Lindsay Whalen scored 18 points for top-seeded Minnesota.
NATIONAL FOOTBALL LEAGUE…
MINNEAPOLIS (AP) — Adam Thielen caught a touchdown pass to cap Minnesota’s opening drive and finished with a career-high 127 yards, and the Vikings defense flustered Brock Osweiler and the Houston Texans on their way to a 31-13 victory on Sunday.
Marcus Sherels returned a punt 79 yards for a touchdown and Cordarelle Patterson scored on another sharp throw by Sam Bradford, who produced another turnover-free game and deftly guided the Vikings (5-0) into their bye week.
Brock Osweiler was overmatched by Minnesota’s relentless rush and coverage, finishing 19 for 42 for 184 yards, one interception and a late touchdown pass while taking four sacks. The Texans (3-2) were denied on 12 of 13 third downs, unable or unwilling to do much other than dump off short passes. Lamar Miller only had eight carries for 20 yards during a dud of a performance by the Texans that felt a lot like the 27-0 loss at New England two weeks ago.
With leading receiver Stefon Diggs out for the game with a groin injury, Thielen and Patterson capably stepped up for the Vikings. Whitney Mercilus had 1½ sacks as Houston took advantage of a banged-up offensive line to plenty of pressure on Bradford, but with touchdowns on their first two drives the Vikings were in cruise control as they eagerly unleashed their defense again on another out-of-sync quarterback.

DETROIT (AP) — Matt Prater kicked a 29-yard field goal with 1:28 left and Darius Slay made an over-the-shoulder interception on the next snap, helping the Detroit Lions hand Carson Wentz his first loss with a 24-23 victory over the Philadelphia Eagles Sunday. The Lions (2-3) had lost three straight.
“It’s a big one,” Matthew Stafford said after throwing three touchdown passes. “But at the same time, we’ve got to stack these.”
The Eagles (3-1) turned the ball over for the first time this season with 2:34 remaining when Ryan Mathews fumbled on a hit by Slay. The loose football was recovered by Tyrunn Walker at the Philadelphia 45.
Stafford set up the game-winning kick by converting a third-and-4 from the Eagles 39 with a perfectly placed pass on a crossing route to Golden Tate, who drew an unnecessary roughness penalty on Malcolm Jenkins.
Tom Brady could prompt every NFL head coach to bench their starting quarterback for the first four games of the season.
Fresh off a four-game suspension for his involvement in “Deflategate,” Brady connected on his first three passes while engineering a touchdown drive on his opening possession in the New England Patriots’ 33-13 rout of winless Cleveland. The two-time NFL Most Valuable Player completed 28 of his 40 passes for 406 yards and three touchdowns.
Brady said afterward that there was definite rust in his game following a five-week layoff. However, his numbers would have been gaudier if his receivers hadn’t dropped three passes, or if he hadn’t been pulled with six minutes left and the Pats up by 17.
The Broncos hadn’t lost since last Dec. 20 before Matt Ryan threw for 267 yards and a touchdown to lead the Falcons’ 23-16 triumph in Denver. The 4-1 Broncos gave up big plays to Tevin Coleman, who had four catches for 132 yards and a TD to help the Falcons improve to 4-1. Broncos quarterback Paxton Lynch was 23 of 35 for 223 yards, one touchdown and one interception in his first NFL start.
In Green Bay, Jordy Nelson and Davante Adams each had highlight-reel touchdown catches while the Packers built an 11-point halftime lead in a 23-16 win over the New York Giants. Aaron Rodgers was 23 of 45 for 259 and two interceptions for the 3-1 Packers, who also got three field goals by Mason Crosby. The 2-3 Giants were held to three field goals until Eli Manning hit Odell Beckham Jr. for an eight-yard touchdown with 2:54 left.
Colts’ quarterback Andrew Luck threw a 35-yard scoring pass to T.Y. Hilton with 3:43 left in the Colts’ 29-23 win over the Bears. Luck was 28 for 39 for 322 yards and two touchdowns in helping the Colts beat the Bears in Indianapolis for the first time. Hilton had 10 receptions for 171 yards against the 1-4 Bears, who wasted Brian Hoyer’s 397 passing yards and two TDs.

CHARLOTTE, N.C. (AP) — Six-time Sprint Cup champion Jimmie Johnson has advanced to the round of eight for the first time since the elimination format began two years ago.
Johnson did it by winning the rain-delayed event at Charlotte Motor Speedway, leading a race-high 155 laps before finishing just ahead of Matt Kenseth. Johnson broke a career-worst, 24-race losing streak and claimed his third win of the season.
Chase Elliott stayed with Johnson through most of the race before an accident caused him to finish 33rd. Elliott was one of five Chase drivers to end up 30th or worse.
Denny Hamlin and Kevin Harvick both had engine issues, Austin Dillon was in an accident, Joey Logano had tire problems and Martin Truex Jr. had an electrical malfunction.

SUZUKA, Japan (AP) — Mercedes driver Nico Rosberg increased his lead over teammate and defending world champion Lewis Hamilton in the world driving standings with a win in the Japanese Grand Prix. He started from the pole position and controlled the race throughout before finishing 4.9 seconds ahead of Red Bull driver Max Verstappen.
Nine of Rosberg’s 23 Formula 1 victories have come this year.
LPGA-TAIWAN…
TAIPEI, Taiwan (AP) — South Korea’s Ha Na Jang held off Shanshan Feng of China to win the LPGA’s Taiwan Championship by one shot. Jang led Feng by eight after six holes but saw the lead dissipate. Feng finished with a 66 while Jang had a 71.
GOLF-CHAMPIONS TOUR…
NEWPORT BEACH, Calif. (AP) — Jay Haas has become the second-oldest winner in PGA Tour Champions history by capturing the event at Newport Beach.
Haas birdied the first hole of a playoff with Bart Bryant after blowing a five-shot lead in the final round. At 62 years, 10 months, 7 days, Haas trails only Mike Fetchick at 63 years to the day he won the 1985 Hilton Head Seniors Invitational.
Haas followed bogey-free rounds of 64 and 63 with a 70 for 16-under total.
Bryant forced a playoff with a 7-under 64.
In world and national news…
ST. LOUIS (AP) — It was a bitter debate filled with tension and insults. Donald Trump repeatedly called Hillary Clinton a “liar” and labeled her the “devil.” Clinton said that Trump’s vulgar comments about women reveal “exactly who he is” and prove his unsuitability to be president. The second debate between the two candidates took place last night in St. Louis.
BEIRUT (AP) — Doctors Without Borders is pleading for access to treat the wounded in the eastern, rebel-held part of Syria’s Aleppo, even as government forces press on with their offensive to retake that part of the city. Doctors Without Borders says only 35 doctors remain in eastern Aleppo, amid an estimated population of 275,000.
KANDAHAR, Afghanistan (AP) — The Taliban has launched a large-scale attack on the capital of Helmand province, the heartland of the insurgency. A police official says a suicide car bombing today killed 14 people, including 10 Afghan police officers. The Taliban have been at the gates of the city of Lashkar Gah for weeks.
ATLANTIC CITY, N.J. (AP) — The Trump Taj Mahal casino has become the fifth casualty of Atlantic City’s casino crisis. The sprawling Boardwalk casino, first opened by Donald Trump 26 years ago, was closed this morning by its current owner, billionaire Carl Icahn (EYE’-kahn), after failing to reach a deal with its union workers to restore health care and pension benefits that were taken away from them in bankruptcy court. Nearly 3,000 workers have lost their jobs.
LAKELAND, Fla. (AP) — Authorities are searching for a 4-year-old Lakeland, Florida girl they say was abducted by a longtime family friend. Authorities say Rebecca Lewis was reported missing after her 16-year-old sister saw her sleeping Saturday morning, and then noticed her gone 45 minutes later. Authorities say the little girl disappeared after 31-year-old family friend West Hogs showed up at the home. The Polk County Sheriff’s Office says Hogs and the little girl were spotted on a gas station surveillance camera Saturday evening in Forsythe, Georgia.
